Golf Longer Live Longer or Die Younger

Play golf and add five years to your life. Play with children in Coto de Caza, and your life could end at a fleeting second!

It has been said that golf does not qualify as a sport. However, according to research coming in from the Karolinska Institute in Stockholm, golf could have greater health benefits than walking and even more strenuous forms of exercise, adding an average of five years to your life.

The study, led by Professor Anders Ahlbom, consisted of 500,000 golfers.

"A round of golf means being outside for four or five hours, walking at a fast pace for six to seven kilometres, something which is good for the health," said Ahlbom, whose findings were published in Scandinavian Journal of Medicine & Science in Sports yesterday, concluding that other factors were at play, but, he said that it was "likely" that playing the game itself had a significant impact on health.

Empirical data coming in from Coto de Caza seems to confirm professor Anders Ahlbom findings. The local governing body has resisted calls from concerned residents to promote public safety in the community, firing the California Highway Patrol without a suitable replacement, for instance. Then letting road certification expire while refusing to take any responsibility. The board has refused to install additional “caution children at play” signs, citing vehicle code restrictions, and as signage found in one of the most dangerous intersections in Coto de Caza (Seacliff and Vista del Verde), has been down for weeks. Whereas caution signs designed to protect Golf Club patrons, and paid for by CZ residents, seem to be spotless.

Free Youth Soccer Camp

The Rancho Santa Margarita Storm youth soccer club kicks off its 2008 TOPSoccer program with a free soccer camp and registration on Monday, July 28 from 9AM to Noon. The camp and registration will be at Trabuco Mesa Park at the intersection of Antonio Parkway and Avenida de Las Flores in Rancho Santa Margarita. The camp is being presented in conjunction with Cal South District 3.

The camp is an opportunity for families to learn more about the TOPSoccer program, its players and coaches. TOPSoccer is a training and team placement program for young boy and girl athletes ages 5 and up with special needs. TOPSoccer provides meaningful learning, development and physical participation opportunities to young athletes through soccer. The emphasis is on development, training and participation rather than on competition. The goal of TOPSoccer is to enable young athletes with disabilities to develop their physical fitness, technical skills, courage, and self esteem through the joy and excitement of playing soccer.

The free camp on July 28 is the introduction to the fall season. The fall RSM Storm SC TOPSoccer season starts on September 19 and runs through December 5. The Friday sessions run from 4:45-5:15PM and are held at Oso Grande Elementary in Ladera Ranch. The camp and the sessions will be conducted by US Youth Soccer certified coaches Dave Rose and Toki Rathor. The cost for the full season is $50 which includes a uniform, a ball and end of the year trophy.

Can HOA directors be held personally liable on how they voted and supported certain resolutions?

Is this general manager (Milt Johns) over his head in his management skills? Can
someone come out with only experience from the garden to manage a 90 million
dollar business without a conflict of interest? When is the last time Mr. Johns lowered our costs and set set goals and objectives for this community
in the Management Contract?

To measure leadership more specifically, one may assess the extent of influence on the followers, that is, the amount of leading. Within an organizational context this means financially valuing productivity. Effective leaders generate higher productivity, lower costs, and more opportunities than ineffective leaders. Effective leaders create results,
attain goal, realize vision, and other objectives more quickly and at a higher level of quality than ineffective leaders.

CZ Forecasted Elections Results Materialize

For the last six years, the CotoBuzz Journal has correctly forecasted the results of the CZ Master Association board of directors elections – results of the 2008-2009 elections were no different. The CZ Master association still relies on an arcane form of delegate system, critics have called corrupt, as opposed to direct popular elections promoted in a California law passed in 2006. Since the law passed, the CZ board has used a number of excuses to not use direct popular elections, from not having enough time, to being too costly to prevent fraud, to apathy.

So, what can residents expect from the new CZ board? More of the same: Systematic opposition to direct elections, more subsidies and less transparency.

Jason Christopher Brant, 33, an Orange County Sheriff's deputy, was charged this morning with 18 misdemeanor counts of filing a false report as a peace officer. He faces a maximum sentence of 18 years in jail if convicted.

In 2005 the Orange County District Attorney's Office and OCSD received a grant from the National Institute of Justice. The grant funded a South Orange County project to determine the effectiveness in using DNA to solve property crimes.

Brant, a sworn deputy, is a 10-year veteran with the OCSD and was selected by the Department to work on this project. He was assigned to follow up on 39 of the 500 property crimes cases that were selected for DNA testing. Brant's job included contacting the victims of 39 cases that occurred between 2005 and 2007, conducting 39 follow-up investigations, collecting contact information from the victims in the event that a DNA match led to an identification of a defendant in their case, and determining the victim's willingness to cooperate in the case.

On January 14, 2008, Brant submitted 39 reports to OCSD. Of those 39 cases, Brant is accused of filing 18 false police reports stating that he had contacted each victim by telephone and they had declined to cooperate in the investigation.

Deputy District Attorney Tammy Spurgeon of the DNA Unit is prosecuting this case.

Earlier this week, the Capitol Weekly reported that newly elected Democrat from Long Beach, California Congresswoman Laura Richardson walked away from the mortgage on her $535,000 Sacramento home, letting the house slip into foreclosure and disrepair less than two years after she bought it with no money down.

"While being elevated to Congress in a 2007 special election, Richardson apparently stopped making payments on her new Sacramento home, and eventually walked away from it, leaving nearly $600,000 in unpaid loans and fees," the Capitol Weekly reported

While Richardson declined to comment for the Capitol Weekly story, her office issued a written statement Wednesday afternoon in which she denied that her $535,000 Sacramento home had slipped into foreclosure, saying she had renegotiated her loan to keep the home. The house "... is not in foreclosure and has not been seized by the bank," Richardson, said in a statement. "I have worked with my lender to complete a loan modification and have renegotiated the terms of the agreement, with no special provisions."

The Capitol Weekly also reported that Richardson's residence quickly became an eyesore, angering neighbors. The report says she recused herself on two key house votes on government efforts to address the foreclosure crisis.

Might this be one more instance of that Culture Thing? – Culture change is needed; it is just not my job!

The leading OC Sheriff candidates agree that the OC Sheriff’s Department needs an organizational culture makeover, the OC District Attorney finds the current OCSD’s culture lacking, the Orange County Board of Supervisors demand changes to the OC Sheriff’s Department’s organizational culture, and the President of the Association of Orange County Deputy Sheriff’s Wayne Quint agree that a culture change is required.

So what exactly is organizational culture? Organizational culture can be viewed as the basic pattern of shared assumptions, values, and beliefs governing the way employees within an organization think about and act on problems and opportunities. Organizational culture is a deeply embedded form of social control, is the social glue that bonds people together and makes them feel part of the organizational experience and helps employees make sense of the workplace. Observable symbols and signs of an organization's culture include organizational stories and legends, rituals and ceremonies, language, physical structures and symbols. For example, in secret grand jury testimony, an Orange County sheriff's detective described a frat- house culture (see OC Register article) in the department, yet most OCSD employees remained silent.

So what is the Orange County DA doing about it – apparently there is little the DA can legally do.

A review of the process being used by the Orange County Board of Supervisors to hire a new Sheriff indicates the process is severely flawed and may explain why two current OC Sheriff insiders involved in mud-wrestling made the final cut. ” The Board has seen all applications/resumes submitted for the position and chose to endorse the list of nine recommended candidates. The decision for appointing a Sheriff is entirely up to the Board to make”, reads a statement we received from the County’s Executive Office, as we noted the flaws in the process. In other words, do not expect the OCSD’s culture to change as a result of the supervisors’ actions.

In a KOCE interview Monday, May 19, 2008 titled “Deputies Under Fire”, Association of Orange County Deputy Sheriffs president Sgt. Wayne Quint is asked: “Scandals in the jail, Grand Jury criticism, the supervisors, the media, controversies over pay & benefits. Sheriff Deputies are under fire. What do they have to say? Quint agrees that a culture change in the department is needed, “but it starts at the top”, he says in the interview. Quint denies there is a code of silence in the department, but does not explain what no one stood up to demand a culture change. During the interview he states a belief in personal accountability, but assumes no responsibility for the current state of affairs.

The message heard loud an clear from the Orange County Board of Supervisors to the District Attorney to the Association of Orange County Deputy Sheriffs is that the OCSD is in dire need of a makeover – is it not their job to do it.

A cursory review of the criteria used to winnow down the Orange County Sheriff candidate’s list to seven, (the seven are then to be interviewed by the Orange County Board of Supervisors) indicates that Governor Mit Romney, Governor Arnold Schwarzenegger, General Colin Powell or captains of industry like Michael Dell, Bill Gates or Steve Jobs would not make the first cut.

It also indicates that whoever is in charge of the process has no idea as to how to conduct an executive search.

Given that the CZ Master association board of directors took over the job search from the property manager because the company did not know how to hire the right candidates, perhaps the board can assist the Orange County Board of Supervisors, gratis. An the fact that the CZ board likes to dole out subsidies left and right (politically speaking and otherwise), it makes perfect sense.

Below is a letter we sent to the Orange County Board of Supervisors on the subject:

To the Orange County Board of Supervisors:

From my email exchange with Brooke De Baca, it is clear that the hiring process used to select the candidates to be interviewed by the Orange County Board of Supervisors is severely flawed. Clearly the individual(s) responsible for overseeing the process severely lack executive search experience, and should be terminated immediately

I humbly suggest that the interviewing process stops until there is some sort of due diligence conducted, and the board of supervisors convinces itself that the process is, or is not acceptable.

Once again, thank you for your promptness.

Forgive my denseness - your response helps to explain why two OCSD insiders (Lt Hunt and Sheriff Anderson) made the short list - these two candidates assure continuity, continued bickering, politicking and mudslinging - prevalent OCSD characteristics we have seen for decades - otherwise known in the vernacular as the definition of insanity: Doing the same thing over and over again, expecting different results. On the other hand, I am more confused than before:

Reading the original criteria we can extrapolate that the ideal candidate is a person who has extensive knowledge and practical experience in an ultra narrow field - a manager who would follow orders, make nice with the union and maintain the status quo, as compared to a visionary leader tailored to a specific organization. Given the general lack of trust, it would seem that what is very much needed is a leader with broad experiences who would facilitate an extreme corporate culture make over and bring back integrity to the department, so desperately needed.

Your most recent response is paradoxical - in essence it says: now that we have cut most of the applicants, and have a short list, we are sure to find a union-friendly manager with tunnel vision, then we are going to see how we can tailor the organization to best fit his or her qualifications. In other words, captains of industry such as Michael Dell, Bill Gates, or even Lieutenant governor Jerry Brown, of even President George W. Bush, would not have made the short list.

Of course, it is extremely important to identify the retired law enforcement and anyone else involved in the review process to assure transparency and confirm the union is or is not represented, for instance. For all we know, Sheriff Michael Caron is the retired Sheriff, right? Can you please identify the parties involved?

Since the technology complexity and leadership issues were considered after the first cut, can you please tell us what metrics were used? That is, how were these two elements characterized, how were they measured, and what weight did they carry.

During Thursday’s CZ Master Association’s Candidate’s Night designed for Coto de Caza residents to meet the candidates running for two seats on the CZ Master board, the first question mischaracterized our position, asking an either or question: “Buzz says the CZ board is handling elections illegally, the board says it is legal – which is it”?. Our response made it clear that the California Law passed in 2006, which we lobbied for, was designed to bring direct democracy to common interest developments, and we want the CZ association to meet the letter and the spirit of the law. Apparently the person asking the question was not well versed in common interest development issues, or was simply trying to mislead the audience or the candidates.

In responding to the question, Dr. Channing, echoing Obaman positions previously expressed during the Varo/Mezger administration stated he supported the current delegate system, critics call corrupt, because there is only a small group of volunteers who get involved in managing the affairs of the association anyway.

A degringolade then happened as Madame president stretched the law of attribution to its limits stating that the reason the CZ Master association does not have direct popular elections is due to loopholes in the aforementioned California law, echoing former Enron chairman and chief executive Kenneth Lay’s defense – it is in the loopholes stupid!

And folks, the notion of requiring a Quorum and Meetings in keeping with our current Delegate system to hold Board elections is all a bunch of baloney. I own three properties involving HOA’s and we just vote by mail. There is no meeting or quorum requirement designed to disenfranchise Members who are paying all the bills. Coto de Caza's Candidate’s Night Meeting Minutes


May 8, 2008

Tonight, the CZ board of directors opened a meeting scheduled to introduce the five candidates for the 2008-2009 CZ board of directors. Although the meeting was riddled with vacuous alternatives, two issues dominated the discussion: Direct elections and public safety.

The candidates present included J. L. “Buzz” Aguirre, Michael Aminian, Michael Channing and Xochitl Yocham.

It is safe to assume that all of the candidates present agreed that public safety is important. Given the restricted format, including time restrictions, it was difficult to discern relative importance to other issues, as well as details of any proposals, other than Channing’s proposal anent the North Gate, and increased UPS patrols.

Channing was the only candidate present who prefers the current district delegate system, critics characterize as corrupt, as opposed to direct popular elections.

Seemingly unrelated questions came up, including how a new board might handle future political assassinations, and how to improve shareholder value. It is our assertion that analogous to the Wealth of Nations, the Wealth of an Association such as the CZ, is a function of local governance and public safety. When a small group of individuals control the governing body, it is safe to assume that political assassinations will not be the exception, leading to continued distrust of local governing body and decrease in shareholder value.

A review of the OSCD crime and vandalism figures for Coto de Caza and Ladera Ranch show that the steep rate of decrease in the crime and vandalism in Ladera Ranch, which started in the second quarter of 2006 ended in the first quarter of 2008 with a sharp increase compare to the fourth quarter in 2007.
While Coto de Caza also shows a significant increased in the crime and vandalism rate in 1Q2008 as compared to the last quarter in 2007, there is no apparent trend. The only apparent trend is that the crime and vandalism rate decreases for two quarters, only to swing to an all time high, followed by two quarters. One possible interpretation is that public safety within Coto de Caza is not managed at all.

What remains constant is that the crime rate per capita in Ladera Ranch is much lower that the corresponding one for Coto de Caza
A comparison in the age breakdown of suspects in Coto de Caza between the period from 2006-2007 and 1Q2008 shows that whereas the age group older than 40 years was responsible for most of the crimes in the period from 2006-2007, there was a significant shift in 1Q2008, where most crimes apparently were committed by the younger age group, which is now more aligned with the age group breakdown in Ladera Ranch.

A troubling figure is that four forcible rapes were reported in Coto de Caza during the first quarter in 2008, and fraud and larceny being the highest crime category. No forcible rapes were reported for Ladera Ranch, while larceny was the most popular crime in that community.
