Rancho Santa Margarita, CA - If you thought that the mainstream media's coverage of the 2008 Presidential Election was fair and balanced, hold that thought.  Now consider the mainstream media's coverage of the Tea Party movement, or the smoke-filled back-room deals that resulted in the Sale of Stupack's Soul, the Teachers Union Bribe, the Louisiana Purchase, the Cornhusker's Kickback and so on, that paved the wave for Socialized medicine.   Not Convinced?  According to the U.S. Department of Health and Human Services website, at least 111 waivers have now been granted to companies, unions and other organizations that offer health insurance or prescription drug coverage with limited benefits. The same organizations, such as the AARP which heavily promoted passage of ObamaCare, now get a pass.  What is wrong with this picture?  Where is the media's outrage?

What about the $1 billion dollar/year  bailout for socialized information going to National Parasitic Radio (NPR) and its parent company?  The same NPR George Soros has been purchasing one soul at a time.  The same NPR that fired Juan Williams because he makes statements Soros' does not like?

MUST BE LEGAL RESIDENT OF CALIFORNIA AND  A SENIOR IN ANY ORANGE COUNTY AND OR LA COUNTY HIGH SCHOOL,  VOID ANYWHERE ELSE INCLUDING OTHER STATES, PUERTO RICO, ALL U.S. TERRITORIES AND POSSESSIONS AND WHERE PROHIBITED BY LAW. 

1. Acceptance of Rules. By filing a story with  the CotoBuzz Journal,  (the "Story"), you hereby accept and agree to these official rules (the "Official Rules") and the decisions of the CotoBuzz Joural in connection with the submission, whose decisions are final.


2. Eligibility. This Story  is offered and open to persons who  (a) Send in their stories  to cotobuzz@yahoo.com no later than January  15. 2010  (b) legal residents of California  (c) at least  a senior in any Orange County and or LA county High School


3. Story Period. The Story begins on November  20, 2010 at 12:00:00 PM PST and ends at 11:59:59 PM PST on January  15,  2011 (the "Story Period").


4. Entering. To enter this Story  during the Story  Period, submit a 700-1050 word APA compliant story in any of the approved categories –  Filing a story indicates that the work is original and does not infringe on any copyright material.  For copyright tips, click here

5. Prize. One metal license plate frame with either Coto de Caza® or Dove Canyon® marks, your choice,  with an approximate retail value of $49.00 Forty Nine Dollars ($49.00).  Prize must be picked up in person at a designated venue in Coto de Caza and or Rancho Santa Margarita.


6. Prize Restrictions. Only first tend qualified  submissions- No assignment, transfer, conversion to cash or cash redemption or substitution of Prize is permitted, except Administrator reserves the right to substitute the Prize with a prize of comparable or greater value should the Prize becomes unavailable. Prize is solely for personal use.

7. Prize Taxes. All federal, state, local and other tax liabilities arising from this Story, will be the sole responsibility of the Prize recipients.


8. Affidavit of Eligibility/Liability Release and Publicity Release. Prize Winner may be required to complete, execute and return an Affidavit of Eligibility/Liability Release, and where lawful, a Publicity Release (collectively, the "Release Forms") within five (5) days of notification of winning. Failure to return Release Forms timely, or if Prize notification or the Prize is not picked up when mutually agreed upon, or if the Prize Winner is found not to be eligible or not in compliance with these Official Rules, may result in disqualification with an alternate Prize Winner selected in accordance with these Official Rules.

9. Publicity Release Terms. Except where prohibited by law, the Prize Winner's acceptance of the Prize constitutes permission for the Story Entities to use Prize Winner's name, photograph, likeness, statements, biographical information, voice, and address (city and state) worldwide and in all forms of media, in perpetuity, without further compensation.


10. Improper Conduct. Administrator, in its sole discretion, may disqualify any entrant from participation in or use of any or all portions of this Stort, and refuse to award the Prize, if entrant engages in any conduct Administrator deems to be improper, unfair or otherwise adverse to the operation of the Storyt or detrimental to other entrants of the Stort. Such improper conduct includes, without limitation, falsifying personal information required during entrant registration or Prize claim, violating any term or condition stated herein, accumulating entries through methods such as automated computer scripts or any other programming techniques, allowing others to use entrant's personal information for the purpose of accumulating entries, or intentionally trying to defraud, reverse engineer, disassemble or otherwise tamper with the computer programs in connection with this Storyt. Entrants agree that Administrator may void any part of the Prize that entrant may have won and/or require the return of any part of the Prize that entrant may have won as a result of such improper conduct. 18. Binding Arbitration. The parties waive all rights to trial in any action or proceeding instituted in connection with these Official Rules and/or this Story. Any controversy or claim arising out of or relating to these Official Rules and/or this Story shall be settled by binding arbitration in accordance with the commercial arbitration rules of the American Arbitration Association. Any such controversy or claim shall be arbitrated on an individual basis, and shall not be consolidated in any arbitration with any claim or controversy of any other party. Seeking nominations for Parasite of the Year – TSA leads by wide margin

Rancho Santa Margarita, CA - Airport security is about connecting the dots, not trying to highlight the obvious, as evidenced by El Al, Israel's national carrier and arguably the safest airline in the world.

Consider that the safest airport is Ben Gurion International, in Tel Aviv and that  =no El Al plane has been attacked by terrorists in more than three decades, and no flight leaving Ben Gurion has ever been hijacked.   

Further, whereas the US’s Transportation Safety Administration (TSA) and Secretary Napolitano’s main focus is reactive,  using low-skilled workers and expensive, intrusive, high technology to in essence, highlight the obvious dots, El Al focus  is proactive, using intelligence and highly skilled, highly educated personnel to connect the dots.

What happened after the shoe bomber?  TSA orders you to take off your shoes.  What about the underwear bomber.  Virtually take off your underwear and or be submitted to an intrusive pat-down. 
Now, what happens if a person has swalloed an electronic gadget – does everyone now need to go through an MRI or have a surgeon cut everyone open?


Now, we have been arguing that there is a need for a parasitic bureaucracy closure and realignment initiative to close and or merge some 80% of all of the county, state and national bureaucracies.  The TSA is the leading candidate for the Parasite of the Year Award based on its latest bone-headed reactive security initiatives.

OC Deputy Sheriff dies 30 years after shooting, two man charged with murder

SANTA ANA – According to the Orange County District Attorney’s Office, on the evening of Nov. 6, 1980, Orange County Sheriff's Deputies Ira Essoe, then-40, and Greg Brown were on-duty in plain clothes in their unmarked patrol vehicle in the parking lot of a mall in Orange. Brown observed three men in the parking lot standing suspiciously in front of a raised hood of a yellow mustang. The three men, Knick, Strong, and David Vogel, 63, Riverside, then closed the hood and walked away. 


Minutes later the deputies again observed the three men standing by a black mustang with an open hood. Essoe and Brown stopped their vehicle and approached the men. Brown walked towards the open door on the passenger side of the vehicle as Essoe approached on the driver's side. At that point Strong pointed a gun at Brown and demanded he put his firearm on the ground. 

Immediately after Brown placed his department-issued weapon on the ground, shots were fired hitting Essoe twice in the back, paralyzing him instantly. Brown took cover behind nearby parked cars. Strong and Knick took the deputies' firearms from the ground, stole their patrol car, and fled the scene. Vogel fled the scene on foot. Witnesses called 911. 

Approximately an hour later, Knick and Strong were located by California Highway Patrol and led officers on a high-speed chase. During the chase, the defendants crashed the deputies' patrol car while firing several shots at pursuing officers. Strong and Knick were arrested by police. The Orange Police Department (OPD) investigated the case. 

The OCDA filed charges against Knick and Strong. At the time of the crime, there was insufficient evidence to prosecute Vogel. Strong was convicted by a jury on July 20, 1981, of one felony count each of attempted murder, possession of a firearm by a felon, and unlawful taking of a vehicle, and two felony counts each of assault with a deadly weapon and auto burglary. He was sentenced to 17 years and four months in state prison. He was released in January 1991 after serving approximately 10 years in state prison. 

Knick was convicted by a jury on Aug. 20, 1981, of one felony count each of attempted murder, unlawful taking of a vehicle, possession of a firearm by a felon, and two felony counts each of assault with a deadly weapon, and auto burglary. He was sentenced to 16 years and eight months in state prison. He was released in June 1990 after serving approximately 9 years in state prison. 

As a direct result of being shot in 1980, Essoe was paralyzed and suffered the next 30 years from severe medical complications that resulted in the amputation of both of his legs. He was bed-ridden, causing bed sores and subsequent blood disease. On Feb. 4, 2010, Essoe died due to sepsis of the blood, a blood disease caused by bed sores. Subsequent medical examinations determined that Essoe's death was directly caused by the shooting in 1980.

The OCDA filed murder charges against David Michael Knick, 54, Yucca Valley, and Robert Duston Strong, 55, Riverside, yesterday, Nov. 18, 2010. They were arrested by OPD officers later that day.

Predator to be released in The OC Thanks to Dept. of Mental Health

Rancho Santa Margarita, CA -  The Orange County District Attorney (DA) Tony Rackauckas along with Senator Lou Correa, Tustin Police Chief Scott Jordan, and a representative from the Santa Ana Police Department held a press conference earlier today to warn the public that a violent, convicted sex offender, Lawrence Joseph Brown, 52, is scheduled to be released on parole in Orange County after serving 25 years of a 49-year sentence for brutally sexually assaulting two young girls after kidnapping them in broad daylight.



According to the the DA, the Department of Mental Health has failed to submit a Request to File a Petition to the Orange County District Attorney's Office (OCDA), making it legally impossible for the OCDA to file a Sexually Violent Predator petition to have Brown civilly committed.

Rancho Santa Margarita -  The ACLU is suing to enjoin the OCDA from enforcing gang injunctions in defense of gang member rights in case #SACV09-1090.  In response, the OCDA and OPD have bowed to defend the  lawsuit, beginning today, Monday, Nov. 8, 2010 and  expected to last for approximately 20 court days. 






On july 7, 2010, the OCDA warned  members of an Anaheim criminal street gang  that they have been permanently enjoined from terrorizing the community and acting as a public nuisance in the eighth civil gang injunction to be brought against an Orange County gang. This was the second injunction in the City of Anaheim and the second to be brought against the institution of the gang as the sole defendant.

Each careful bribe to please the union

I ate  it  up nd pit it out.  I faced them all
And I stood tall and did it my way.

I’ve loved, I’ve laughed and cried
But mostly at Boxer
And now that the House is gone
I find it all so amusing
To think I did all of that
And may I say against AstroTurfers
Oh yes that was me

For what is a Dem what has he got
If not the union then he has not
To use NPR to do the laundry

Hispanic and victim of real estate fraud? The OCDA wants to see you

SANTA ANA -, CA.  If  you are Hispanic, have dealt with Arthur Gonzales Diaz and feel you have been victim of real estate fraud, the   Orange County District Attorney (OCDA) wants to see you.

The OCDA is asking for the public's help in identifying Hispanic victims of  Arthur Gonzales Diaz who was arraigned today for defrauding over $87,000 from Hispanic victims in real estate fraud scheme.



Diaz, 56, Anaheim, is charged with seven felony counts of grand theft and one misdemeanor count of engaging in business as a real estate broker without a license with a sentencing enhancement for property damage exceeding $65,000. If convicted, he faces a maximum sentence of eight years in state prison. Diaz is being held on $75,000 bail.

Beginning in August 2008, Diaz is accused of illegally operating as an independent Real Estate Mortgage Broker, despite his license being suspended since 1998. He is accused of coercing Spanish speaking victims into giving him money for bogus real estate deals including home loan medications, short sales, home sales and purchases. 

Diaz is accused of setting up three corporations Trans-World International Securities, Inc. International Marketing Network Corporation, and Banco International Realty, Inc. The defendant is accused of running independent operations out of two Santa Ana offices, a RE/MAX branch office located at 2951 South Plaza Drive and a Century 21 Real Estate office located at 3500 South Bristol Street. 

Between Aug. 1, 2008, and Dec. 16, 2009, Diaz is accused of knocking on door of Alicia L.'s home under the pretense of being a legitimate real estate broker at RE/MAX in Santa Ana. Diaz is accused of fraudulently taking $15,000 from the victim, not purchasing a home for her, obtaining a co-signer on her home loan, and returning only $2,000 of her money.  

 In late December 2009, Diaz is accused of hiring Hector M. to be a transaction coordinator at RE/MAX. He is accused of fraudulently taking $5,000 from Hector M. for a real estate investment deal, promising to pay the victim 20 percent profit and in one month. The defendant is accused of never paying any money back.

Each victim reported fraud to their local police departments in the Cities of Placentia, Tustin, Anaheim, Garden Grove, and Santa Ana. In Sept. 2010, the OCDA began investigating the case and linking the cases. The OCDA filed charges Oct. 21, 2010. He was arrested yesterday, Nov. 4, 2010, by OCDA investigators and Anaheim Police Department officers. 

The OCDA is asking for the public's help in identifying potential additional victims. Anyone with additional information or who believes they have been a victim is encouraged to contact Supervising District Attorney Investigator Ron Frazier at (714) 347-8691.


Carly: She is A Lady & the Elephant in the Room

Rancho Santa Margarita, CA - below is a faithful reproduction of a Thank You letter from Carly  sent today to her supporters.  We just wish that half of the politicians were as gracious and showed class, even in defeat.  


We continue to assert that Carly is the perfect candidate for a morally and fiscally decayed state.  Her failure is much more a failure of the GOP leadership than anything else.  Tea Party activists and GOP leaders continue to treat California and New York as representative of the American state - they are not.  California and New York are more alike to cities in the European Union such as France, than anything else.






As long as the GOP leadership continues to play prevent defense even when trailing in the races, and ignoring the Elephant in the room, California and New York will continue to be Blue.  That is, the GOP and or Tea Party leadership must recognize California and New York's Triple Threat: 1) Unions 2) Lobbyists and 3) Parasitic Bureaucracies.  However, the Elephant in the room is the GOP's failure to articulate whether the American Dream and the Hyphen-American Dream are mutually exclusive.  We assert quite the opposite.  And in such case, the Tea Parties and GOP leadership must go to extreme lengths to show the most effective way for the Hyphen American to achieve the American dream so much so that the Hyphen will disappear.

This campaign has been the great privilege of my life. I have seen California in a way that so few people have an opportunity to see. It is a beautiful state and rightly called the Golden State because of the heart and soul of the people who live here. 

One of the reasons I ran for the United States Senate was because I thought the American Dream was becoming too hard for too many people, and I hold this concern today. Our country was founded on a truly radical idea -- the idea that everyone has potential, and everyone has the right to fulfill their potential. We have all been given the the right to life, liberty and the pursuit of happiness. And in this country, we believe that our rights come from God, not man, and cannot be taken away by government. 

To be able to live the American Dream we need opportunity, jobs, and a government that is on our side and who will listen to us. We cannot have a government that continues to spend the treasure of future generations. We need elected officials who remember they work for us. 

So I hope that all of the newly elected officials - Republicans, Independents and Democrats - will come together in Washington, D.C. and redouble their efforts to make sure that Californians and Americans have the opportunity to live the American Dream. 

I hope you will dedicate yourselves to helping people build new opportunities, and I hope you will join me in pledging never to cease working to take Washington back, make it listen and make it work.

Efficient, Effective and Shellacking

Rancho Santa Margarita CA: Effective is defined as doing the right thing, whereas Efficient  is doing things right and Shellacking is an utter defeat


In a  press conference earlier today, the President reflected in the shellacking he got from the 2010 mid-term elections, but asserted his adminstration is effective, although admittedly, not efficient.







We do not agree.  We think  the President's policies have not been effective, albeit  ineffective.  That is, efficiently ineffective


Worse, what we heard is that President still does not get it - he does not even want to consider his policies have been wrong, as he refuses to "re-litigate,"  using his own words.   To be clear, certain pundits conversant with word-parsing opine that the President sent out clues during the press conference, that he was willing to compromise.  The problem is that the President has zero to no credibility in our opinion, as his policies and rhetoric have consistently been diametrically opposed - so much so that self-described Uniter in Chief from early on in his term has behaved in word and deed, more like the President of the United Special Interests of America (POTUS-IA)  


Just a few of a myriad of examples: Considered how the POTUS-IA  has consistently insulted those who do not agree with him calling them either enemies or ignorant for clinking to their guns and their religion.  Given the situation, clinging to our guns and our religion may be the best thing we can do.

Rancho Santa Margarita, CA - The 2010 California election results are less an  indictment of the electorate's foresight or lack thereof, as it is 

1) An illustration of how much political capital the California Teachers Union and the SEIU have accumulated by spending combined over $500,000, 000  over the last ten years. In other words, most of the politicians in Sacramento owe the unions - one of California's Triple Threat: 1) Unions, 2) Lobbyist 30 Parasitic Bureaucracies Whitman took a stand on the Triple Threat. Brown represents the Threat!




The political machine  the CTA and the SEIU have been able to put together is so formidable, it can be turn on on a dime to manipulate the Hyphen-American vote - putting the interests of the Hyphen-American first and foremost at the expense of the American interest.

2) The incompetence of the California GOP- who could have managed to grab a few offices, yet was able to snatch defeat from the jaws of victory.  California's GOP leadership should seriously consider stepping down immediately!

Rancho Santa Margarita, FOI and Socialized Information

Rancho Santa Margarita –   Here is a chicken-and-egg question:  What came first: Socialized Medicine (as in ObamaCare) or Socialized Information?- the answer is, it all depends.  

If you view yourself as President Obama’s enemy,  using his own words, to refer to the  opposition, chances are  you figured out that socialized information - some characterize as propaganda - came first, exemplified by the three major networks’ coverage of then candidate Obama and  the one being served by NBC and or National Parasitic Radio (NPR) for instance.  Even if it was not obvious, the recent NPR’s firing of Juan Williams, Soro’s “purchasing” of the Huffington Post & NPR and Jon Stewart featuring radical Islamic-convert Yusuf Islam, formerly known as Cat Stevens in his so called Rally to Restore Sanity should  leave no doubt.  Still in doubt?  Consider that the major networks over the last two months have referred to Tea Parties and sympathizes as extreme and or  radical, while  neglecting to use the term radical or left wing extremist, should seal the deal.




The socialized part not only comes from explicit subsidies like the $1billion tax-payer money allocated to  NPR’s parent company, but also the more subtle GE/GE’s CEO Immelt’s bailout.

So, what does socialized information have to do with Freedom of Information Act and Rancho Santa Margarita?  Bear with us as we try to connect the dots.

Consider that the Treasury Department recently contracted an agency to hire Freedom of Information Act officers to help it find ways to withhold information from release to the public.  No wonder we tell journalism students that if they are really serious about real journalism, FOI skills should be up there with APA format compliance skills.   Now, from our experience dealing with various bureaucracies, from the OCSD to the California Law Revision Commission and the City of Laguna Woods,  we find the Treasury’s action not that surprising, but very much consistent with what we characterize as parasitic bureaucracies.

We posit  that a free press is an integral component of a vibrant democracy, as opposed to socialized information.  Now, to make sure that residents of the City of Rancho Santa Margarita have not only socialized information, but also an independent view prior to casting their ballot in the 2010 elections, we wanted to know specifically how city council members voted on LAFCO’s recommendations to start the process of annexing Coto de Caza and Las Flores, but any proposals to LAFCO, so we filed a Public Act Request with the city.  One day prior to the deadline we got a response from city spokesperson Molly McLaughlin:  “ If I could clarify your request, I would appreciate it.” We noted that aur request was not only specific, but also  bulletized it  for her for the sake of expediency, and unfortunately got this partial response  from Ms. McLaughlin:  “We are closed tomorrow which is why I wanted clarification today. ….The clarity I was looking for was related more in how you wanted to receive documentation to address your questions..  I apologize for being unclear.”  Our response stated that we thought  Ms. McLaughlin was not only not conversant with the Public Records Act, but also in breach and to our surprise, she responded on a Sunday (how is that for public service?) saying: "Please clarify.  Would you like hard copies of the below-mentioned documents?” Our response?
One last time, your answer is not responsive to code 6250. 
It implies that all the pertinent information is online and NOT on other devices such as voice mail recordings, Blackberrys, unpublished and so on.

PRAs are used as a last resource because public servants often fail to make the information public - that is, they do not post relevant information online - sort of like the City of Bell, for instance.

YOU are to certify that your response meets or not my request - you have failed to do so.
To be clear and as mentioned previously, the city of RSM is now in breach of code 6250.”

End of story – right?  NOT!  – Ms McLaughlin calls first thing today  leaving a voice mail message asking if we got all the information we needed and if we did not call back, she would assume everything was kosher.   We were forced to respond as follows:

I received your voice mail left earlier this morning.  Let me make it clear:  You have not responded to my request for information consistent with the FOI/PRA and therefore the city is in breach of code 6250.

On the other hand, if you believe I am mistaken, please send me a letter  and or e-mail certifying that indeed the city has complied with the spirit and the law of code 6250.”

Since we had been sending copies of our correspondence with Ms, McLaughlin to the Mayor, shortly after our last message, we get one from the Mayor asking us to stop sending him any additional copies – using a personal email account!

So what does this all mean?

In general, we approach any Public Records Act request with skepticism – the onus is on the bureaucracy.  Is there an attempt to keep information from the public, as the Treasury wants to do?  Does the bureaucracy have anything to hide, as is the case with the City of Bell in what the call the Bell Syndrome that normally afflicts apathetic communities with ignorant and or misinformed residents.  This case was no different.  The only conclusion we can reach in this case is that the City of Rancho Santa Margarita, either consciously or not, does not have the right personnel handling PRA requests.  Further, the Mayor using a personal email account to asks to stop communicating with him is a red fag that implies he does not want to be subject to appear in future PRA request.


For reference, the Freedom of Information Act (FOIA), signed into law by President Lyndon B. Johnson on September 6, 1966 allows for the full or partial disclosure of previously unreleased information and documents controlled by the United States Government. The Act defines agency records subject to disclosure, outlines mandatory disclosure procedures.  On the other hand, in California FOI IS known as the Public Records Act (PRA) or Government code 6250  - it stipulates that, the Legislature, mindful of the right of individuals to privacy, finds and declares that access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state. I defines “writing” as meaning  any handwriting, typewriting, printing, photostating, photographing, photocopying, transmitting by electronic mail or facsimile, and every other means of recording upon anytangible thing any form of communication or representation, including letters, words, pictures, sounds, or symbols, or combinations thereof, and any record thereby created, regardless of the manner in which the record has been stored - for the City of Rancho Santa Margarita to simply tell us we should find the  information we are looking online does not meet the spirit nor the word of  of Code 6250.  The city failing the certify that the totality of the information we are looking for is online, is simply a confirmation.  The Mayor using a personal email account my be a simple aberration.
