Summer 2011 Running Camps Announced

Rancho Santa Margarita, CA - Saddleback Running Club,  a local distance running club for children grades  3-8  will be hosting  the 2011 Summer Running camps for two  different weeks during the summer break to accommodate as many kids as possible.  The mission of the Saddleback Running Club (SRC) is to promote the sport of endurance running by providing local, young, female and male runners, 3rd-8th grade, high quality coaching, training and developing each runner individually through consistent year-round practice and instruction.

Campers are expected to learn proper technique for running, endurance training, distance running and racing.


XC summer running camp for boys and girls starting high school:  Camp will feature high school style practice schedule and prepare athletes for upcoming XC summer training. If you are considering XC as a sport in high school this is a must. Camp will feature and cover all aspects of XC running emphasis will be on building endurance, proper mechanics & technique. Camp will be directed by our USATF & RRCA certified coaches.

The OC's Weiner Controversy

Rancho Santa Margarita, CA - By now, those who do know  the Greek tragedy-like plot of how Representative (D) Anthony D. Weiner, a once-promising politician whose Brooklyn roots and scrappy style made him a leading candidate to be the next mayor of New York, resigned his seat,  ending a three-week scandal over his lewd online behavior most probably live undeer the proverbial rock.

Then there is the Chinese Weiner:  a Chinese government official, Xie Zhiqiang, head of the Liyang City Sanitation Bureau, was fired  after he was discovered using Weibo, a Chinese Facebook-like, to arrange an illicit rendezvous with a woman presumed to be his mistress, apparently unaware that messages posted to the site were visible to the public.

In Orange County, retired Police Chief  Paul Lawrence Wadley pleaded guilty yesterday, June 22, 2011, to misdemeanors for prowling and vehicle tampering, for which he was sentenced to three years of formal probation, 150 hours of community service, and fines, according to the Orange County District Attorney's (OCDA) office.

In a statement released today, the OCDA disputes disputes an OC Weekly story alleging hypocricy in the department:
 "  the OC Weekly published an online story by reporter Matt Coker entitled "[UPDATED with Limp Wrist Slap:] Paul Lawrence Wadley, Retired Police Chief, Left Nude Photos and Exposed His Junk on Park Trails." This story falsely states that the Orange County District Attorney's Office (OCDA) negotiated a plea agreement with a retired police chief, Paul Lawrence Wadley, who was prosecuted by the Anaheim City Attorney's Office.   The OC Weekly erroneously claims that the OCDA gave the defendant a "wrist slap" because he was a Caucasian former member of law enforcement and that the defendant would have received a greater sentence if he had been "young, black and/or undocumented." 
For his part, Mr. Coker responds to the OCDA's statement in essence standing by the story.

In this particualr case, it appears that the substantive public safety issue is that the disgraced Chief recevied a much tougher sentence than Representative Weiner.   Further, we continue to argue that public safety is more a function of local governance than enforcement, and in this respect we applaud the OCDA for his support local governance.

Free speech is not free – you can do your part

Rancho Santa Margarita, CA – In a free society, the search for truth can only be done through persuasion, not using weapons of mass dis-information, (WPD) or demagoguery – this implies that the traditional Fourth Estate (traditional media and or print journalism) is an anachronism and being replaced by a new type of journalist.

These new breed of journalists belong in the courts to find truth, not to be hindered with subpoenas challenging their rights. Even now, journalists continue to battle subpoenas from prosecutors, criminal defendants and civil litigants in order to protect sources.

The CotoBuzz Journal is asking you to consider supporting  journalists through the Society for Professional Journalism’s (SPJ)  Legal Defense Fund.

The Society's Legal Defense Fund Auction will take place during the SPJ’s  Excellence in Journalism 2011 conference with RTDNA, Sept. 25-27 in New Orleans. The auction will raise money to offset legal fees  of journalists and news outlets. You can donate items for this auction. Past items have ranged from practical to memorable to playful. Some have donated professional services like writing instruction. Others have given journalism memorabilia like an antique AP teletype. And the auction always includes popular items such as vacation packages or tickets to sporting events.

No donation is too large or too small. We ask that you send in your items by Aug. 26, 2011 to SPJ Headquarters. Donations should be mailed to:

Child Safety Zone in Irvine

Rancho Santa Margarita, CA - Orange County District Attorney Tony Rackauckas, Orange County District Attorney Chief of Staff Susan Kang Schroeder, Founder of The Joyful Child Foundation Erin Runnion, representatives from Community Service Programs, Inc., Divine Choices, and advocates from additional victims' rights groups are scheduled to  attend the Irvine City Council meeting tomorrow,  in support of enacting a City Ordinance to create a child safety zone in City parks to further protect children from registered sex offenders. 


At the request of City Councilman Jeffrey Lalloway, the Council will discuss enacting a City Ordinance similar to the County Ordinance proposed by Orange County District Attorney Tony Rackauckas and Supervisor Shawn Nelson (Fourth District) and passed unanimously by the Orange County Board of Supervisors on April 5, 2011. The County Ordinance makes it a misdemeanor for registered sex offenders to enter County recreational areas where children regularly gather.





In the past we have made the argument, and continue to support it,  that whether a city is the safest city in the county -  the state or the nation -  or not is primarily a function of residents and local governance, not law enforcement. This ordinance is an example of a proactive approach to public safety.
 
The meeting is not only open to the public, but it also us urged ti  attend to further support meeting item #6.1, adding Chapter 8 to Division 14 of Title 4 of the Irvine Municipal Code relating to creating Child Safety Zones in parks. To advocate the adoption of this item, the public is encouraged to contact the Irvine City Council.

IRS-revokes Orange County Non-profit status - and others

Rancho Santa Margarita, CA - The Internal Revenue Service published a list of over 275,000 organizations that have had their federal tax-exempt status automatically revoked for failing to file an annual information return or notice with the IRS for three consecutive years.

Of these, some 2,000 plus are based in California, where most of them come from San Francisco, San Jose, San Diego, Sacramento, Riverside and Pasadena. The list below shows selected organizations in South Orange County and support our argument that a person wishing to donated to non-profits should be extra careful

Biola University student charged with installing spyware while working as computer tech

Santa Ana, CA - 
Trevor Timothy Harwell, a computer science student was charged Tuesday with illegally installing "spyware" on six women's computers without their knowledge or consent to take and access live and still images of them for sexual gratification, according to the Orange County District Attorney's (OCDA) office,



Harwell, 20, Fullerton, was charged June 7, 2011, with 12 felony counts of computer access and fraud with sentencing enhancement allegations for committing a crime for sexual gratification. 

Beginning in June 2009, Harwell is accused of being enrolled as a computer science major at Biola University and working at a Brea-based computer technical services and repair shop. Harwell is accused of meeting six victims through friends and his church and gaining access to their computers under the pretense of providing computer technical services. 

Harwell is accused of illegally accessing the six victims' computers to install "CamCapture" software, which enabled him to record live and still images from a remote computer. Harwell is accused of setting up alerts to notify him to begin recording when a victim was using her computer. He is accused of recording videos and photographs of each of his victims in various states of undress without their knowledge for his sexual gratification. 

Two of the victims, who were sisters, observed that the computer camera was irregularly blinking and took it to be repaired. They were advised that the blinking was due to the installation of CamCapture. The sisters reported the fraudulently installed spyware to the Fullerton Police Department, who investigated this case and identified four additional victims.

Pot Prices Shot Up in Orange County

Rancho Santa Margarita, CA – We are getting reports that pot prices have shot up in Orange County over the last few days.  Some blame inflation, others blame the weak dollar, while others blame China's manipulation of the remin bi.


However, the Orange County Sheriff's Department (OCSD) reports  having seized over $2 million in pot from an indoor marijuana farm in a Mission Viejo residence. According to OCSD spokesperson Jim Amormino, deputies searched the indoor pot farm at about 6:30 p.m.Wednesday finding about  22 pounds of processed marijuana, six ounces of hashish and $2,700 in cash.


While as of now it is not known  where the marijuana was intended to be sent, the more plausible explanation for the increase in pot prices in Orange County, is  the OCSD bust in Mission Viejo - The Mission Viejo pot bust comes days after a back-to-back pot bust in the City of Industry.                                                                                  A Thursday night's marijuana bust was the largest ever for El Monte police- $3 million worth, according to El Monte Detective Ralph Bateres."The amount of money that's involved in this operation here is big time," referring to the bust of a high-tech marijuana farm in City of Industry.

What Happens When DWI in Coto de Caza

Coto de Caza, CA – So what happens when you are driving at excessive speeds and then attempt to maneuver a 90 degree turn?  Exactly.

On may 21, 2011 at 10:30 am,  a female seventeen year old  was traveling northbound on Coto De Caza Drive in the #2 lane, attempting to make a right turn onto Plano Trabuco Road.  The driver began the right turn at an unsafe speed and crossed the westbound lane of Plano Trabuco Road out of control.  The car went up onto the shoulder where the front of the Honda struck an electrical pole.  This is what we refer to as Driving While Immature (DWI)

The driver was transported to Mission Hospital, while the car sustained major damage.

Unfortunately DWI can be fatal.  On December 7, 2005, Coto de Caza experienced the first traffic fatality when a teen female driving at excessive speed in Coto de Caza Drive, lost control of her car.  This was followed three months later when a 16 year old female driver fatally struck septuagenarian Mr. Morteza Manian  who was riding his bicycle on Sunday afternoon.  Ironically or perhaps fatalistically, the license plates in the care read SPEEDKILL

While the fatalities can be attributed to DWI, most traffic violations in Coto de Caza are caused by seniors, while local governance does little to nothing – or as the LA City Council debates the use of stop sign cameras:  There are many tools that can be used to promote public safety, including engineering, education, enforcement and visibility.

renew a warning to residents and visitors alike to drive in Coto de Caza at their own peril. A major reason for the warning is that the CZ Master Association board of directors' rhetoric and actions are diametrically opposed:

On the one hand, CZ Master's Xochitl Yocham writes in the September 2010 Board Letter "Since I have been on the Board over the last 4 years, one intersection has repeatedly been brought to the board's attention as a less than safe for residents. For that reason, the board hired a traffic engineering firm to look at the intersection of Plano Trabuco and Coto de Caza Drive last year," and the board approved the construction of a refuge lane. And she continues "I would suspect that the residents of the community Grand Coto II ..are happy to see this project happening".
Coto de Caza Refuses to Grow Up, Ladera Ranch Is Normal
Coto de Caza, CA - The Coto de Caza demographics have been changing for the last ten years, with the average age rapidly increasing while the total population declines - and the number of visitors increase. That should be good news for traffic accidents and crime and vandalism - right? Wrong! We previously warned residents and visitors alike to drive in Coto at their own peril. We are renewing the call, based on the latest California Highway Patrol (CHP) statistics:

Consider that for close to a decade, we have consistently shown conclusive evidence that there is a direct correlation between the extent of the CHP traffic enforcement efforts and the number of traffic accidents in the community
        Rancho Santa Margarita, CA -  Using the California Highway Patrol (CHP) for pro-active traffic enforcement in Coto de Caza and Ladera Ranch communities continue to yield the best return for the safety dollar.  Consider that the city of Rancho Santa Margarita pays the Orange County Sheriff's Department roughly $150/per capita, the City of Laguna Woods $60 and Thousand Oaks some $20.00, while Coto de Caza pays the CHP less than $8.00.

What does it take to create a public spectacle? - In Coto de Caza During the 2007 CZ Master Association Candidate’s Nigh  (in preparation for the 2007 CZ board of directors' election),  incumbents Varo/Mezger insisted that because Ladera Ranch residents were making a public spectacle, CHP hours  that otherwise might be allocated to Coto de Caza, were not.

Good News Bad News for Coto de Caza Public Safety
         - Coto de Caza, CA - After much trepidation on the part of the Coto de Caza board of directors and  much consternation from the community, the CZ Master Association board of directors renewed the contract with the California Highway Patrol (CHP) for traffic enforcement, as well it should.  The other alternatives would have been to contract with the Orange County Board of Supervisors for OCSD services,  or simply not have traffic enforcement.  The last time this happened in the community, two traffic fatalities happened within a three month period, whereas OCSD accountability is questionable at best.
COTO DE CAZA - CZ ASSOCIATION BOD COMPLAINT- I am writing on behalf of Coto De Caza Concerned Citizens and as a former Board Member of the CZ Master Association, a 3,500 member homeowners association located in Orange County, California.  This letter constitutes a formal complaint against the CZ Master Board of Directors, and their agents CJ Klug at Keystone Pacific Property Management, 29883 Santa Margarita Parkway, Rancho Santa Margarita, California 92688 and James Harkin, representative attorney at Caine, Walker and Harkins, 17821 East 17th Street, Suite 140, Tustin, California 92780.  The current CZ Master Board of Directors and their agents have consistently acted in violation of their fiduciary responsibility, our governing documents and laws of the state of California specific to homeowner and corporate governance codes and statutes as follows

CHP DOES ITS JOB – CZ BOARD PLEASE DO YOURS! -  Despite the public abuse the CHP has received from the Coto de Caza board of directors ever since the board was coerced into bringing the CHP back for pro-active traffic patrol, figures indicate that the CHP is doing its job:  Trend for accident rate is down and close to pre-firing levels.   Just as important, the number of Coto residents arrested for DUI is down.See chart below for actual accident rate.
