UCI Professor to be arraigned for arson, subsequent to son’s suicide after disciplined at Irvine’s University HS

Posted By CotoBlogzz

Rancho Santa Margarita, CA  - The Orange County District Attorney's Office (OCDA) will be seeking to have Rainer Klaus Reinscheid held without bail for committing a series of arsons after the Irvine Police Department (IPD) discovered e-mails detailing plans to murder students and administrators at an Irvine high school.

Reinscheid, 48, Irvine, a professor at the University of California, Irvine, is charged with two felony counts of arson of another's property, two felony counts of arson of a structure, one felony count of arson of an inhabited residence, one felony count of attempted arson, and one misdemeanor count of resisting or obstructing an officer.

According to the OCDA,  in  March 2012, Reinscheid's 14-year-old son, who attended University High School in Irvine, was disciplined at school. Sometime subsequent to this, the defendant's son committed suicide in Mason Park Preserve in Irvine.

Between July 4, 2012, and July 24, 2012, Reinscheid is accused of committing five arsons and one attempted arson by lighting various objects on fire including newspapers, fireplace logs, brush and vegetation, a book, and a plastic porch chair. He is accused of committing these arsons on the campus of University High School, in Mason Park Preserve, and at a school administrator's home.

At approximately 12:40 a.m. on July 24, 2012, Reinscheid is accused of attempting to set a fire in Mason Park Preserve using newspaper and lighter fluid. Officers from IPD, who were conducting increased patrols of the park due to the recent arsons, observed the defendant and arrested him near the scene. When contacted by officers, Reinscheid is accused of refusing to comply with their orders to stop and attempting to resist arrest. Reinscheid posted $50,000 bail and was released from custody that day. IPD continued their investigation.

On July 27, 2012, IPD detectives discovered e-mails on the defendant's cell phone in the course of their investigation. The defendant is accused of sending e-mails to his wife and one to himself in April 2012 describing in detail his plan to burn down University High School, commit sexual assaults, purchase firearms and murder school officials and students, and then kill himself.

Following the discovery of these e-mails and based on linking the defendant to additional arsons, Reinscheid was re-arrested on the evening of July 27, 2012, by IPD.

The OCDA believes Reinscheid poses a serious threat to the community if released from custody, and will argue to have him held without bail in light of the dangerous, violent nature of his private e-mails.    Law enforcement believes Reinscheid acted alone and he is the only defendant and suspect in this case. The high school and school district have been notified of this case.

Anyone with additional information or who believes they have had suspicious contact with the defendant is asked to leave a message on the District Attorney's Special Investigations hotline at (714) 347-8544.

All in the Family Act sentenced in $16 Million Real Estate Fraud Conspiracy

Third co-defendant has been sentenced and a fourth is pending in this case

Posted by CotoBlogzz

Rancho Santa Margarita, CA  - Suniti Shah  and Supriti Soni , two sisters were sentenced Friday, July 27, 2012, for conspiring with two other family members to commit over $16 million in real estate fraud by forging documents and purchasing homes using "straw buyers." A straw buyer is a person who knowingly and willingly allows their credit to be used for the purchase of a property they never intend to control.

According to the Orange County District Attorney’s (OCDA) office, Suniti Shah, 51, was sentenced to eight years in state prison July 27, 2012, after pleading guilty to five felony counts of conspiracy to commit a crime, 13 felony counts of forgery, four felony counts of identity theft, four felony counts of recording false and forged instrument, five felony counts of grand theft, and sentencing enhancement allegations for loss over $100,000, property damage over $1.3 million, and aggravated white collar crime over $500,000.

Supriti Soni, 52, was sentenced to 10 years in state prison July 27, 2012, after pleading guilty to nine felony counts of conspiracy to commit a crime, 17 felony counts of forgery, one felony count of identity theft, 12 felony counts of grand theft, with sentencing enhancement allegations for loss over $100,000, property damage over $3.2 million, aggravated white collar crime over $500,000, and a 2003 prison prior for perjury.

Suniti Shah's husband, Dinesh Valjeebhai Shah, 62, is charged with five felony counts of conspiracy to commit a crime, 13 felony counts of forgery, four felony counts of identity theft, four felony counts of recording false and forged instrument, five felony counts of grand theft, and sentencing enhancement allegations for loss over $100,000, property damage over $1.3 million, and aggravated white collar crime over $500,000. Dinesh Shah is scheduled for a pre-trial hearing Aug. 3, 2012

Soni and Suniti Shah's mother, Sushama Devi Lohia, 74, Newport Beach, was sentenced to eight years in state prison April 20, 2012, after pleading guilty Dec. 12, 2011, to 12 felony counts of conspiracy to commit a crime, 27 felony counts of forgery, 12 felony count of grand theft, eight felony counts of failure to file, four felony counts of identity theft, four felony counts of recording false and forged instrument, two felony counts of underreporting income and sentencing enhancement allegations for loss over $100,000, property damage over $3.2 million, and aggravated white collar crime over $500,000.

The family members  worked together to secure loans for "straw buyers" using forged and false documents.

The Shahs owned and operated New Age Realty, First Property Escrow, City First Realty, and Associates Investments Group. All these businesses were located at 13821 Newport Avenue, Tustin. Soni owned and operated Vason Development out of 1520 Warner Avenue, Santa Ana, a business that processed home loan applications. Lohia, a licensed real estate agent, worked out of both offices. The defendants used these offices to process fraudulent loans for "straw buyers" using forged and false documents.

Between April 2006 and March 2008, Lohia, Soni, Suniti Shah, and Dinesh Shah conspired to commit grand theft by recruiting straw buyers through friends and family, as well as their personal employees.

Between June 2006 and October 2009, Lohia, Soni, Suniti Shah, and Dinesh Shah obtained over 15 fraudulent loans on real estate properties in Orange County through the use of straw buyers' credit. The defendants fabricated loan applications to reflect significantly higher incomes for the straw buyers, supplied altered bank statements to reflect the higher incomes, falsified employer information on loan documents, and forged the names and signatures of straw buyers on various deeds and loan documents.

The defendants used the personal and credit information of the straw buyers to complete the fraudulent documents used in obtaining loans. The fraudulent loans were all approved by then-Washington Mutual Bank. In total, the defendants committed over $16 million in fraud.

Between July 2008 and May 2009, Lohia and the Shahs filed false and forged documents with the Orange County Clerk-Recorder's Office to falsely show property transfers.

The Orange County District Attorney's Office began investigating this case after receiving a complaint from a realtor. In the course of the real estate investigation, it was determined that between 2005 and 2008, Lohia had under-reported her income for two years and failed to file taxes for two years.

Senior Deputy District Attorney Doug Brannan of the Major Fraud Unit is prosecuting this case.

Mexico dissolves its FBI and moves to legalize drugs

By Chriss Street

In a stunning development, President-elect Enrique Pena and his Institutional Revolutionary Party (PRI) who won control of Mexico’s government on July 1st, moved to dissolve the Agencia Federal de Investigación (AFI). Modeled after the United States FBI, the AFI was founded in 2001 to crack down on Mexico’s pervasive government corruption and drug trafficking. With rival drug cartels murdering between 47,500 to 67,000 Mexicans over the last six years, the move by the PRI represents the total surrender of Mexico’s sovereignty back to the money and violence of Mexico’s two main drug cartels, the Sinaloa Federation and Los Zetas.
Coupled with the Obama Administration’s “Dreamer” Executive Order curtailing deportations of illegal aliens, a hands-off

policy on both sides of the border foreshadows a huge increase in “narco-trafficking” violence and corruption flooding into the United States.

The Institutional Revolutionary Party (PRI) ruled Mexico with an iron fist for 71 years between 1929 and 2000. Although the PRI claimed they were the socialist peasant’s party, they operated as a corrupt political organization that siphoned off wealth from Mexico’s nationalized oil industry with extracted bribes for protecting the drug cartels that trafficked in marijuana and narcotics distribution into the United States. As a glaring example of the level of official PRI corruption, in 1982 the oil workers’ union donated a $2 million house as a "gift" to President López Portillo. Mexicans often joke: “Our Presidents are elected as millionaires, but they leave office as billionaires.”

But on December 1, 2000, Vicente Fox the former Chief Executive of Coca-Cola in Mexico and founder of the Partido Acción Nacional (PAN) was elected President of Mexico. Mr. Fox ran on a platform of reforming Mexico’s pervasive police corruption and his first move as President was to form the AFI. Under the leadership of President Fox and his party’s successor, President Felipe Calderón, the AFI grew over the next 11 years into a 5000 member force with an international reputation as a premier drug enforcement agency. The U.S. provided extensive equipment and training to the AFI. The AFI reciprocated by capturing numerous drug kingpins and extraditing them to face criminal prosecution for murder and drug distribution in the U.S.

Over the first six months of 2012, the Sinaloa Federation and Los Zetas carried out a vicious war across Mexico to expand their areas of operations and intimidate the local population. Both cartels engaged in “information operations campaigns” by displaying large numbers of dismembered bodies in public places. The shock value of body dumps was designed to broadcast that the cartels are the dominant authority in Mexico.

The AFI under the President Felipe Calderón retaliated against the major drug cartel kingpins’ horrific blood-shed by partnering with the U.S. and Guatemala to capture Horst Walther Overdick in Guatemala, followed by the capture of Francisco Trevino and Carlos Alejandro "El Fabiruchis" Gutierrez Escobedo and the killing of Gerardo "El Guerra" Guerra Valdez in Mexico, along with the capture of Jose Trevino in the U.S.

Two days after the election, President-elect Pena came to the U.S. to announce that he would “welcome debate on the issue of drug legalization and regulation in Mexico.” In an interview by PBS News Hour, President-elect Pena clearly stated:

"I'm in favor of opening a new debate in the strategy in the way we fight drug trafficking. It is quite clear that after several years of this fight against drug trafficking, we have more drug consumption, drug use and drug trafficking. That means we are not moving in the right direction. Things are not working."

These are “code words” to signal the PRI intends to cut a profitable deal with the cartels to legalize drugs in exchange for collecting tax revenue on drug sales. The month before, Congressman James Sensenbrenner (R-Wis.) had called a Congressional hearing to accuse Pena Nieto of advocating "a reversion" back to the old PRI policies of "turning a blind eye to the cartels" as long as they weren't perpetrating grisly violence.

President-elect Pena’s announcement of the PRI’s new cozy relationship with the drug cartels, directly followed President Obama’s announcement of his “Dreamer” Executive Order curtailing deportations of “undocumented” aliens. These actions have caused major alarm among rank and file border agents that the Sinaloa Federation and Los Zetas are now unrestrained to flood into the United States with drugs and violence. In a joint union press conference by the customs agents and the border patrol unions, Chris Crane, President of the Immigration and Customs Enforcement Council (ICE) warned:

“It‘s impossible to understand the full scope of the administration’s changes, but what we are seeing so far concerns us greatly,”…“There is no burden for the alien to prove anything.”

Industrious & Ingenious LAPD officer convicted of thievery

Rancho Santa Maragarita, CA  - Jeffry Paul Quinton, a Los Angeles Police Department (LAPD) officer moonlighting as a security guard was convicted and sentenced today for stealing from the luxury hotel where he worked.

Quinton, 47, Anaheim Hills, pleaded guilty to one felony count each of grand theft and commercial burglary. He was sentenced to 120 days in jail, three years of formal probation, and ordered to pay restitution.

According to the Orange County District Attorney’s (OCDA) office, Quinton worked a second job as a security guard for the Surf and Sand Resort in Laguna Beach and was entrusted with access to an online "lost and found" logging system for the hotel. On Oct. 17, 2011, hotel staff recovered $2,000 from a hotel room, secured it into a lost and found safe, and logged the information.

The following day, the defendant accessed the electronic system and changed the $2,000 to list a "gold watch" in its place. He changed the room number where the money was found, falsely logged that the watch was returned to its owner, and stole $960 out of the safe.

On Dec. 26, 2011, Quinton covered the surveillance camera in the security office with tape for several minutes. While the camera's view was blocked with tape, he stole $680 out of the safe deposit box in the office.

On Jan. 24, 2012, Quinton disappeared for over an hour during his shift, stole $290 in bedding from a locked hotel storage room, and stored the items in his car. The Laguna Beach Police Department reviewed the surveillance at the request of the hotel and discovered the theft.

Royal Student Awards Announced

Posted By CotoBlogzz

London, UK  -  The RSA (Royal Society for the encouragement of Arts, Manufactures and Commerce) on
July 26, 2012 announced the 2013 Student Design Award Winners, including a redesign of the standard issue National Rail train ticket and a scheme to keep pubs at the heart of local communities by maximizing their existing spatial and social assets.

The  RSA describes itself ad an enlightenment organization committed to finding innovative practical solutions to today’s social challenges. Through its ideas, research and 27,000-strong Fellowship it seeks to understand and enhance human capability to close the gap between today’s reality and people’s hopes for a better world.

The RSA Student Design Awards continues to be the paramount design competition for young designers looking to apply their skills to enduring social issues and real-world problems. In 2011-12, approximately 600 students submitted entries from over 65 colleges and universities around the UK as well as a few from international students studying in Europe and Asia. Worth over $80,000.00  in prize money and work placements, the RSA Student Design Awards provides financial and practical assistance to student designers starting out in their careers.

Expert judging panels selected 15 winners, with students competing across ten different categories.   Winning entries covered  wide range of topics, including a project aimed at improving the sexual well-being and relationships of servicemen who have suffered the effects of improvised explosive devices.

Commenting on the winners, the RSA's co-director of Design, Nat Hunter said:  "We were overwhelmed by the high standard of entries this year, and extremely impressed to see how students responded to the social challenges that we set. One of the unique features of the Student Design Awards is that we meet shortlisted students in person, which gives us a very rounded view of each individual, and it is very heartening to meet so many engaged clever and inventive young people who are now ready to go out into the world and use their design skills for positive benefit to society."

Richard Watters, a final year Design for Industry student at Northumbria University won a placement at the internationally renowned design consultancy Priestmangoode for his simplified National Rail ticket design. Instead of the commuters receiving their seat reservation, journey ticket and ticket receipt as three separate, but similar looking tickets,  Richard’s ticket design features all necessary travel information on just one simple ticket, with a separate paper receipt as proof of purchase.

22-year-old Watters was inspired by his own experiences on train journeys where he and other passengers had received large fines for accidentally producing the wrong ticket for their journey.

The 2011-12 RSA Student Design Awards brought renewed focus to the importance of ingenuity and social benefit in design. The 10 briefs covered a range of important social issues, including urban and rural regeneration, patient compliance, intergenerational relationships, the future of education and the workplace in the digital age. The most popular briefs were 'The Good Journey' which asked students to use design to improve commuting and 'Tomorrow's Workplace' which asked students to design the workplace of the future for greater flexibility and better environmental performance.

Past winners of the RSA Student Design Awards include Jonathan Ive, senior vice-president of Industrial Design at Apple;  fashion designer Betty Jackson; Andy Clark, who designed the Heathrow Express train; and Hot Springs radiator designer and founder of Priestmangoode, Paul Priestman

United is going to vote very soon on the revised by-laws and occupancy agreement which is being sent to each United Member.

This outrageous United Board of Directors has given members all of Thirty whole days, which is the minimum number of days the law requires, to completely understand these changes. The new changes make the bylaws twice as lengthy as the originals. They were written by the United lawyer! Then they were approved by all the pretending-to-be lawyers on the United Board.

The process took this board TWO FULL YEARS to write these changes, to  read them and understand them. They want you to do the same comprehensive evaluation AND VOTE in THIRTY DAYS!

DO NOT VOTE TO ALLOW THESE CHANGES. Tell this Board of Directors just exactly WHO OWNS the whole of United Mutual. THE MEMBERS DO.

This board never ever asked for member input. This board never ever discussed any of the changes with the membership. The only time anything will be heard from them is

AFTER THE BALLOTS HAVE GONE OUT.

The board only gave 30 days for review and vote because they don’t want you to have time to understand the documents which will control your lives. They did it specifically during the hottest month of the summer when there will be fewer members present to vote. Do not fall prey to these people who do not have your best interest at heart.

VOTE TO REJECT THE CHANGES

The whole body of changes will be on the LWV
website www.lagunawoodsvillage.com on August 1, 2010 which is the same day the ballots and packages go out to the members. DO NOT ALLOW THESE CHANGES TO BE SHOVED DOWN YOUR THROATS AND RAMRODDED THROUGH by a bunch of secretive egos who only want more and more control.

Please share the flyer (click here) with your friends and neighbors in United. Hand it to them personally and explain to them how important it is for MEMBERS to control their own lives and not  become puppets of the likes of the members of the board and their lawyer.

If you are a Third Member, pass the information along to your friends in United.

Crime in Coto de Caza gets curioser, Ladera Ranch no change

Posted By CotoBlogzz July 26, 2012

Coto de Caza, CA - We have been covering public safety in general for the last ten years and specifically comparing and contrasting public safety between Coto de Caza and the Ladera Ranch communities.  The Coto de Caza figures provided to us by the Orange County Sheriff's (OCSD) not only swing wildly without  an obvious explanation, but it also contains some statistical oddities.
Consider that the total number of reported incidents for the quarter ending June 2012 are not only the same as the ones for the quarter ending March 2012, but the monthly total are the same, albeit in different order as shown on this table - seems like a statistical impossibility!

2012 monthly reported incidents

While the total number of reported incidents quarter to quarter remained the same, there were some changes in the different categories.  For example, while there were no reported aggravated assault incidents in the first quarter, in the second quarter, there were 3.  The most significant change was registered in vandalism jumping from zero in the first quarter to seven in the second one.

Coto de Caza and Ladera Ranch 1Q2011 Public Safety Review
Coto de Caza, CA –By its own words and actions, it is fair to argue that Coto de Caza’s local governance is not only apathetic when it comes to public safety, but its own actions actually result increase the risk to residents. Worse, seems like adults in Coto de Caza have similar views as the local governance.

Our research over close to ten years indicate that whether a community is safe or not, is primarily a function of residents and local governance, not law enforcement. Consider that when a city in Orange County is deemed the safest city, what about the other 11 cities or the unincorporated areas? What about Coto de Caza with the highest crime rate in history in early 2010. After all, only common denominator is that the OCSD is the law enforcement agency. What does the OCSD do differently in the safest city, as opposed to the least safe city under its watch?

Coto de Caza's Traffic Incident Rate at Critical Danger Levels
Coto de Caza, CA - While the Coto de Caza's total population has been shrinking for the last ten years, including placement of 17 property liens for the month of January 2011 out of roughly 3500 homes, the policies pursued by the CZ Master association board of directors, the local governance, have consistently increased traffic with a reduction in CHP patrol hours, with predictable results. Consider that for close to a decade, we have consistently shown conclusive evidence that there is a direct correlation between the extent of the CHP traffic enforcement efforts and the number of traffic accidents in the community.

Coto de Caza Fires the CHP - Again!

Coto de Caza, CA - The CotoBuzz Journal has documented the one-sided hate-hate relationship between the CZ Master Association board of directors and law enforcement agencies in general, and the California Highway Patrol (CHP) specifically (CHP). In an open board meeting for example, a board member called the Orange County Sheriff's Department (OCSD) extortionists! Despite the public abuse the CHP has received from the Coto de Caza board of directors ever since the board was coerced into bringing the CHP back for pro-active traffic patrol, figures indicate that the CHP has been doing its job: - The Chart below was published Sept. 30, 2006.
