Body Discovered in Laguna Woods Believed to be Missing Elderly Man

LAGUNA WOODS, Calif. –  According to OCSD's Lt. Jeff Hallock, on Wednesday, November 26, 2014 at approximately 4:30 p.m., the body of an elderly Asian male, was discovered in a shrub area near the golf course adjacent to the El Toro Water District Water Treatment Center located at 23549 Moulton Parkway.  

The body was discovered by a team of search & rescue personnel assigned to search for Sa K. Lee, 82, reported missing on Saturday, November 22, 2014.

Based on the preliminary death investigation, the body of the elderly male is believed to be that of Lee; however, official identification is pending legal confirmation by the Coroner Division.  Investigators are continuing to collect evidence and obtain information but there does not appear to be any foul play or suspicious circumstances involved in the death.  

Anyone with any information or who believe they may have seen Lee over the last several days is asked to call the Orange County Sheriff’s Department at 714-647-7000 or 714-647-7055.
     

CALIFORNIA ATTORNEY GENERAL SEEKS EN BANC REVIEW OF NINTH CIRCUIT’S DENIAL OF HER REQUEST TO INTERVENE IN PERUTACA

November 26, 2014 – Today, California Attorney General (AG) Kamala Harris filed a request for en banc review of the Ninth Circuit’s denial of her request to intervene in the NRA supported case of Peruta v. San Diego, which produced a landmark decision striking down as a violation of the Second Amendment San Diego County Sheriff William Gore’s policy of refusing to issue licenses to carry firearms in public unless an applicant could demonstrate special need for one.
The AG’s latest request to the court comes after the court denied the AG’s and several gun ban advocacy groups’ requests to join the case once they learned Sheriff Gore had decided not to appeal the case any further.  The anti-gun rights groups have also filed a similar request for en banc review of the Ninth Circuit's denial of their requests to intervene in the case.

If AG Harris is successful in overturning the Court’s order and is allowed to intervene in the Peruta case, all Ninth Circuit Court judges will then vote on whether to re-hear the Peruta case itself before an 11 judge en banc panel. If they decide to do so, the en banc panel will either uphold the current decision supporting the Second Amendment, or overturn it. The court could, however, simply vote not to rehear the case en banc, thereby allowing the three-judge panel decision to stand.
It is unknown how long the court may take to rule on these current requests from the AG and the gun ban lobby. NRA attorneys have prepared and posted an explanation of the en banc review process online that describes the various potential permutations in the court’s review process. Whatever the Ninth Circuit might end up doing once it allowed the Attorney General into the case, either side would almost certainly petition a loss to the United States Supreme Court.

Even if the court denies Attorney General Harris’s latest request, pending requests for en banc review in similar cases that benefitted from the work done in the Peruta case could potentially imperil the Peruta ruling. Both the County of Yolo, California, in the case of Richards v. Yolo County, and the State of Hawaii, in the case of Baker v. Kealoha, have already petitioned for en banc review of the Ninth Circuit’s rulings in those cases, which essentially hold that they lose because of Peruta. If those petitions for en banc review are granted, the Peruta opinion will be in jeopardy of being overturned, just as if the Peruta opinion itself was being reviewed by the Court.

CA AG Kamala D. Harris Applauds Obama’s Lawless Immigration Action

Rancho Santa Margarita, CA – Whether you agree with President Obama's intended action on immigration, or even whether you agree that such action falls under prosecutorial discretion, or  is a blatant disregard for the Constitution, what can be clearly deduced about separation of power using the President's own standards and what he intends to do based on his speech to the nation tonight, is that these branches  are Me, Myself and I.  And because Me and Myself can't agree, I am going it alone on illegal immigration. 

Not surprisingly, California Attorney General, not like Harry Reid, not Bly applauds the President's action, but echoes the President's misstatements:  
Attorney General Kamala D. Harris today issued the following statement on President Barack Obama’s Immigration Accountability Executive Actions:  "I applaud President Obama for taking steps to fix our broken immigration system. These executive actions prioritize deporting felons not families, and will help restore trust between law enforcement and the communities they serve. This action will extend the American Dream to millions of individuals who want to come out of the shadows.”

First, the substantive issue is NOT about prioritizing deportation of criminals.  An executive order should not be needed for the federal government to do its job -  it has been releasing a number of illegal cia also:  on   Oct. 26, 2014, 34-year-old Marcelo Marquez of Salt Lake City, suspected of killing two deputies during a shooting rampage in Northern California, is an illegal alien from Mexico with a drug conviction who had been deported four times:  The shootings began when Sacramento County sheriff’s Deputy Danny Oliver, 47, was shot in the forehead with an assault rifle at close range as he checked out a suspicious car in a motel parking lot. After killing Oliver, the gunman shot Anthony Holmes, 38, of Sacramento at least twice, including once in the head, during an attempted carjacking.
More substantively, the advertised executive order creates new laws.

DUI Enforcement Operations Planned for RSM this Weekend

Rancho Santa Margarita, Calif. -  The Orange County Sheriff’s Department’s DUI Task Force will deploy this weekend to stop and arrest alcohol and drug-impaired drivers in the department’s ongoing traffic safety campaign.  DUI saturation patrols will deploy on Friday, November 21 at 7:00 p.m. until Saturday, November 22 at 3:00 a.m. in the cities of Lake Forest, Mission Viejo and Rancho Santa Margarita.

After falling dramatically for five straight years, figures for 2012 show an increase in deaths (802) because someone failed to designate a sober driver. Over the course of the past three years, DUI collisions in Orange County Sheriff’s Department contract cities have claimed 21 lives and resulted in 497 injuries of our friends and neighbors.

DUI can impact the economy in addition to the pain and suffering of those immediately affected.   Conservatively, a fatality has a $1.4 million impact, an injury $70,000 and a crash that only damages property, averages nearly $9,000. 

This program is grant funded by the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. Report Drunk Drivers, Call 911!

Irvine Mountain Biker, James Kretzschmar Located by OCSD Uninjured

Rancho Santa Margarita, Calif.   On Thursday, November 13, 2014 at approximately 1:00 p.m., Orange County Sheriff’s Department Search & Rescue located James Kretzschmar, 40, Irvine, in the Lyon Canyon area of the Cleveland National Forest.  

Kretzschmar was reported missing to the Irvine Police Department shortly before midnight on Wednesday, November 12.  He was located with his mountain bike, uninjured and in good health.  

On Thursday, November 13 at approximately 1:30 a.m., Orange County Sheriff’s Department was contacted by the Irvine Police Department indicating Kretzschmar was missing and requesting assistance with a search of an area in the Cleveland National Forest.  Relatives of Kretzschmar indicated that his vehicle, a silver Mercedes Benz sedan, was located off Ortega Highway in an unincorporated area east of the city of San Juan Capistrano, an area he recently discussed wanting to ride his mountain bike.  The initial ground/air search lasted for approximately two hours but was terminated due to darkness and poor weather conditions.

At approximately 6:00 a.m., Orange County Sheriff Search & Rescue teams resumed a search utilizing both ground and air units.  Shortly before 1:00 p.m., ground teams heard a male yelling for “help” in the Lyon Canyon area, approximately five miles into the canyon from the San Juan Fire Station.  The area was immediately plotted utilizing GPS coordinates, allowing search teams to locate Kretzschmar.  Due to being uninjured and in good health, Kretzschmar was escorted out on foot with his mountain bike.  

Kretzschmar refused to indicate to investigators whether he became lost or the reason for needing to be located by Search & Rescue personnel.  As a precaution, Kretzschmar was evaluated by Orange County Fire Authority paramedics and released




NOTE:  Orange County Sheriff’s Department Search & Rescue personnel are reserve deputy sheriffs who volunteer countless hours each year to search operations throughout the county.  



Saddleback College's Dr. Ariel Alexander, Awarded Entrepreneurship Grant

Rancho Santa Margarita, CA –Dr.  Ariel Alexander, full time faculty member at Saddleback College, who teaches Popular Music, Music Business, and Music Technology, was selected for a Faculty Entrepreneurship Champion Mini-grant from California Community Colleges Doing What Matters for Jobs and the Economy program. 

The grant in the amount of $5,000 will aide Dr. Alexander in creating an Occupational Skills Award in order to train Saddleback students to be business-savvy entrepreneurs. Part of the work plan is to expand the current curriculum by emphasizing the small-business and entrepreneurial elements of music production. In tandem with the program’s curriculum, Dr. Alexander plans to create a Music Entrepreneur Guest Speaker Series, which will feature music business professionals from the Los Angeles and Orange County area. She also plans to create a mentorship program in which Saddleback music business students can apply to be mentored for one semester by local music business entrepreneurs. 

Doing What Matters for Jobs and the Economy presents an opportunity for community colleges to become essential catalysts in California’s economic recovery and jobs creation at the local, regional, and state levels. The programs of the Division of Workforce and Economic Development bridge the skills and jobs mismatch and prepare California’s workforce for 21st century careers.
