The Sheriff High Tech Services Reserve Unit will be making an Internet Safety Presentation Thursday, March 30, 2006 from 7:00 PM – 9:00 PM at Shorecliffs Middle School in San Clemente, CA 92672.
The presentation is sponsored by the Shorecliffs Parent Teacher Association (PTA). “Parents will learn some of the ways they can protect their children from the pit-falls of the Internet,” says Reserve Captain Mark Hertel
A brief visit to myspace.com finds Coto kids are well represented and Coto parents would benefit tremendously from this type of presentations.
Given the various public safety awareness programs around Coto de Caza, it makes you wonder why the Coto de Caza board of directors has be silent on the subject – especially when crime rate is higher around neighboring gated and un-gated communities, and residents are seeing the results first hand.

We have received reports that a Pony has been stolen from the Coto Equestrian Center. A CotoBuzz reader asks “How the heck does someone just steal a horse and get it out of Coto? I suppose the horse thief could have just ridden the horse out on our trails. So much for our Security. A drive by shooting, Coto Desperate Housewives, the fellow recently arrested for the Ponzi scheme (refer to USC Professor Accused Of Running Ponzi Scheme Mar 24, 2006 2:34 pm US/Pacific) , hit and run on our streets and now a horse thief. Gosh, I think I will start telling people that I live in Mission Viejo or Irvine. Their press is a lot better.”
The Sheriff’s office does not show any records of the stolen Pony, there are no press release to that effect, and we have not been able to get in touch with the Equestrian Center.
However, we do know: The Sheriff recently (03/17/06) issued a DUI Roving Patrol Event: The Orange County Sheriff’s Department conducted DUI roving patrols in the Cities of Lake Forest, Mission Viejo and Rancho Santa Margarita on Friday, March 17, 2006. “The Tri-City DUI teams will target areas that have a high incidence of DUI related arrests and collisions”, reads the Sheriff’s press release, adding “ The goal of the program is to reduce the rate at which the citizens of Orange County are killed or injured in DUI related collisions. Through implementation of these events, the Orange County Sheriff’s Department hopes to significantly reduce deaths, injuries and property damage in each of our contract cities.
It should be noted that the Sheriff instituted a Crime Prevention program in 1981. In 1993 the Orange County Sheriff's Department began providing police services in San Clemente. The department soon recognized the value of these Community and Crime Prevention Programs and began replicating them in many of their other contract cities. According to the Sheriff’s website, today there are 1243 watch groups in communities served by the Orange County Sheriff's Department, each consisting of at least 20 homes, although, several of these groups are "associations" and serve as many as 250 homes.
The sheriff’s website posting on crime prevention reads “Crime Prevention represents "pro-active" vs. "re-active" concepts and instructs citizens as to their role in this process. An introduction to the local law-enforcement department provides a valuable link between the deputies and citizens. This connection dismisses the intimidation that may be present between law-enforcement and the general public, and strengthens the quality of life for all communities”
With all this activity around Coto, why is it that the Coto de Caza board of directors has failed to adopt a pro-active traffic and crime prevention programs? Why is that they fired the public safety committee? Why is it that the board wants to hire the public safety consultant that brought you the transponder fiasco?
Maybe this is why the crime rate within Coto de Caza higher than any neighboring gated or un-gated communities?

Hard to believe George Thagard is running again. Nice guy; but really a man in an empty golf shirt. What contribution has he made to our community? What ideas has he championed? What functions of the Association has he taken on? During any Board Meeting that I have ever attended, I don't think I have ever heard him utter a word let alone a new idea. And, he is one of the current incompetent Board Member culprits that has wasted out dues money, given away revenues that legitimately belongs to our Members, voted to subsidize outside groups and exposed our Members to unnecessary danger, risk and liability on our streets. Under the three strikes law, he should be locked up and the key thrown away. But, since this is the last election that will occur under the current corrupt Delegate Electoral System where in which all current incompetent CZ Board Members including Thagard will be voting for Thagard, he will sadly be re-elected to continue all the fiascos and mismanagement we have seen for the past three or more years. The only good news in this picture is that at least one new candidate will also be elected. Otherwise, this is a sad day for Coto. Joe Morabito

Coto de Caza Housewives Reality TV Show Finally Debuts in Bravo Network
The much awaited reality TV show finally premiered last night in the Bravo network.
For the few Coto residents who missed it, the reality show conceptually based on HBO's "Curb Your Enthusiasm” focuses on the lives of five families within Coto de Caza. Although the credits were not there, special recognition should have been given to the Coto de Caza board of directors for having provided such a warm welcome to the producers of the show. You may recall that the board of directors, in an unprecedented move, turned control of a board of director’s meeting to the producers, prior to start of shooting. And now, Coto residents as well as the rest of the country can see the results of their efforts: A close look at a Lawless, Clueless Coto de Caza.
Other board accomplishments since the landmark decision to turn over a meeting to the producers of a reality TV show, over a CHP traffic awareness program, include:
· A new record for traffic accidents was set in 2005
· The first traffic fatality in the last 10 years
· A promise to bring the Sheriff for pro-active traffic control, for free, never materialized, instead
· Let road certification expire so that
· Neither the CHP nor the Sheriff can do pro-active traffic control
· A new traffic fatality in 2006
· The hiring and firing of a public safety chairperson for refusing to advance board’s personal agendas
· An attack with a deadly weapon, disguised as a game
Should be a bonanza for the new TV Show!

My concern about this show is that Coto is going be portrayed as a bunch of shallow, self absorbed, botoxed, rich people living behind gates. One of these women is a former Playmate model. Gee, I wonder why she was selected to be on the show. Most of us in Coto live pretty plain normal lives. We probably travel more than most people; but we go to church and support many charities. However, that story would not be interesting for Reality TV. Instead, this will be Desperate Housewives Coto style. And just think, the current incompetent, Feel Good CZ Board played a part in making it all happen rather than deal with their responsibilities under our governing documents. I assume this production company has been given transponders to make their egress-ingress more convenient. Nothing would surprise me with Varo and Company. Joe Morabito

His words turned prophetic as Sam Applegate is still recovering from his recent injury. Doctors are still not sure whether Sam will recover completely.
Jim Amormino, OC Sheriff’s spokesperson has said that the paintball shooting was assault with a deadly weapon – it is no longer a game Coto!
CotoBuzz has been promoting an aggressive community involvement program to keep kids busy after school hours – as compared to simply having free movies in the park.

Coto de Caza Teen Held Responsible for Second Traffic Fatality In Three Months Arrested and Charged
CHP Officer Chris Goodwin has confirmed that the Coto de Caza teen responsible for the second fatal traffic accident In less than three months, has been arrested and charged.
Sunday 3-12-2006, at 1.30 pm, 75 year-old Morteza Manian was riding his bicycle southbound on Lexington Way approaching the intersection of North Hampton Place, while the 16 year old female driver of a Nissan Frontier westbound on North Hampton Place approached the same intersection of Lexington Way. As the driver slowed down to stop, the right front corner of the Nissan struck the left side of Mr. Manian’s and the bicycle.
Mr. Manian was transported to Mission Regional Hospital, and succumbed to his injuries in the late hours of 3/12/2006.
The female driver has been arrested and charged with vehicular manslaughter, felony hit and run and resisting and delaying or obstructing an officer.
Interesting to note that the Orange County Register has been conspicuously absent in providing the scoop in this case. Is it because in celebrating their 100th anniversary, the paper is still trying to decide what to do? According to the March 20, 2006 issue of USA Today, "Increasingly, the news 'scoop' is found online". The article cites the Rome News-Tribune editor Charlotte Atkins as saying "When we have breaking news, we brake it online". Given that we have not seen coverage on this issue either online or on print, what does that say about the Orange County Register being a news outlet?

Second Coto de Caza Traffic Fatality In Three Months
Coto de Caza recorded its first traffic accident fatality in ten years in December of 2005. In less than three months, the second fatality has occurred.

Reward for information regarding Paintball shooting

Over the weekend a dark colored car (like a small BMW or similar looking car with yellow lights under the headlights) drove by and shot numerous paintballs (bright green) at kids and struck a boy in the eye. It will be a couple of weeks before its known the extent of the damage to his eye. The doctors say his vision could be anywhere from restored completely or he could be blind. They won’t know until the bleeding and swelling go away.
The Applegates want to thank you so much for the outpouring of concern and prayers for their son, Sam.
The Applegate and Reisinger families are offering a reward of $3,000 for information that leads to identifying the persons involved in the paintball shooting that took place at the Reisinger’s home this last weekend.

Coto de Caza Board of Directors - Dumb Just Got Even Dumber

Hello All: CZ Board President Bob Varo announced the building of office space at the Sports Park to support Keystone staff members rather than have them in rented space outside Coto. This is not a smart decision for a variety of reasons. First, where is the money coming from to build this space? It is certainly not free. So rather than pay rent through a Keystone billing, we will have one more asset on our books to support one way or another. Second, even if it does make sense, office space for our property management company should be outside our gates at the Welcome Home Center at the Oso Gate since many who need to see Keystone are not Members of our Association. Assuming the current incompetent CZ Board could get control of the Welcome Home Center property which is essential and if the Welcome Home Center could be tented and freed of termites which is a problem, the structure there would be perfect for a Management office. So before building anything at the Sports Park all efforts should be focused on acquiring the Welcome Home Center one way or another; not building offices at the Sports Park.
Bob Varo complains that Lennar (now a client of ours) should have built us an office at the Sports Park. What Mr. Varo fails to understand is that Lennar donated all the land at the Sports Park and a substantial amount of money to build the Sports Park. They did not have to do either. That land could have been used for very expensive custom homes which would have netted Lennar a whole lot of money. Mr. Varo, who is often loose with his words and suffers from foot in mouth disease, should be negotiating with Lennar to get control of the Welcome Home Center. As such, Mr. Varo should consider his words wisely to smooze rather than offend Lennar. I have offered to make a call to our contacts at Lennar to help with the Welcome Home Center deal. We have some high level contacts there. I don't know if it would help; but it couldn't hurt. As yet, no one on the current incompetent CZ Board has accepted my offer. Again, pretty dumb.
Most important, the 2005 dues increase was a result of CZ Board Member fiscal mismanagement. The $200 we pay is about $25 - $50 per month too much for we what we get. With better fiscal management and better decisions, our dues could be reduced and services could be increased. If history is our teacher as is always the case, it will not happen with Varo and Company on the CZ Board. This office construction at the Sports Park is just one more example of poor management decisions. It just proves that dumb can actually get even dumber. Joe Morabito
P.S. I was glad to see that Varo finally admitted that this year will be the last corrupt Delegate election in Coto to conform with the new law that will take effect in July, 2006. And, guess what, the CHP citations prove that we needed pro-active traffic patrols in Coto. As the kids would say Dah!

Keystone’s role as our property management company is to support the association in, guess what, management of our property. In my opinion the best way to do that is by being on the property. To do otherwise is like trying to run a company by rarely going to the office. Yes, Keystone does interact with people who are not members, but virtually everyone they see is either a member, or a vendor serving our membership, and what better way to do that than being on-site? For too long I believe property management has suffered a disconnect by not being in the community all day, every day.
To use your logic, RSM’s City Hall should be located outside of the city to avoid bringing unnecessary traffic into the city.
Make no mistake about it, Lennar made many millions of dollars in Coto. Also, as I recall. the Sports Park land was set aside for recreation and/or commercial use long before Lennar acquired the undeveloped land in the south half of Coto in 1996. Nevertheless, while having a Sports Park is nice, in my opinion it was a great oversight to not have a facility, under roof, owned and run by the membership to serve the membership. Name me another HOA of CZ’s size or wealth that does not have such a facility. We have made it known to Lennar that we would like to acquire ownership of the Welcome Home Center, but so far Lennar has linked that to a general release from all future liabilities or claims, which is unacceptable. So the Welcome Home Center is not an option.
We are in contact with Lennar on a variety of matters, including the Welcome Home Center, so your offer of assistance, while appreciated, is not needed.

Jerry: My understanding is the the anticipated building at the Sports Park will be a modular trailer. Will it meet our architectural standards; a small detail? And, I am not opposed to our own office facility though it will be one more thing to maintain; but it would have been better positioned at the Welcome Home Center site outside our gates; obviously close enough to our Members, but available to the public as well without coming through our gates. By the way, are we buying the modular building or leasing it? As a result of league use at the Sports Park, parking is already a problem. Adding to it with the office there makes no sense. Again, a little strategic thinking which never seems to occur with the current CZ Board would be good. Specific to Lennar, obviously the current incompetent CZ Board, unlike former Boards, has not been successful with negotiations as evidenced by your failure to acquire the Welcome Home Center. What a fiasco! I am well aware that Lennar wants us to take on their liabilities in exchange for the Welcome Home Center property; but there are some creative ways around that issue.
I offered my assistance because as a matter of fact, I have had direct contact with the new Sr. VP and General Corporate Counsel for Lennar because we moved him and his move was complicated ending up on my desk. I know he would take a call from me because we solved some problems for him. But, as usual, all of you on the current incompetent CZ Board like most men who refuse to ask for directions when lost, (me included) , would rather fail than seek help on the acquisition of the Welcome Home Center property, which should be a critical Association initiative. The priority should be to get this done first and put the office there once accomplished as a better location. What's the hurry? But again, I know I am asking you to think strategically which I know from your Board's history is probably impossible. Joe Morabito

On the surface, Jerry’s syllogism seems to be valid. However, it assumes that Keystone is a competent manager, AND that the board allows it. Facts have shown otherwise. You may recall that residents invited the GM to see first hand how people would race through Coto Drive prior to the board being coerced into bringing back the CHP.
Most recently the question about residents doing as they please with common property, without Keystone knowing anything about it simply confirms it.
So, whether Keystone’s office is in the moon, Northern California, or right in the middle of Coto Drive, does not have any impact on their ability to manage. You either know, are willing and able, or you will not – that simple

Prominent Senators fought vigorously for months trying to protect US residents making calls to Al-Qaeda members in Afghanistan, Iran, Iraq and Pakistan from government intrusion into their privacy, in what President Bush characterized as a partisan effort to derail renewal of the Patriot Act. Their efforts failed and according to AP, “The Senate on Thursday gave its blessing to the renewal of the USA Patriot Act after adding new privacy protections designed to strike a better balance between civil liberties and the government's power to root out terrorists”
On a related story, “ In a contest between Americans' knowledge of "The Simpsons" and what they know about the First Amendment, Bart and Homer win hands down.
About 1 in 4 Americans can name more than one of the five freedoms guaranteed by the First Amendment (freedom of speech, religion, press, assembly and petition for redress of grievances.) But more than half of Americans can name at least two members of the fictional cartoon family, according to a survey.
The study by the new McCormick Tribune Freedom Museum found that 22% of Americans could name all five Simpson family members, compared with just 1 in 1,000 people who could name all five First Amendment freedoms”
Might this study have been conducted using a large population of Coto de Caza residents? This might explain why members of the Coto landscaping and architectural committees as opposed to the recently fired safety committee – readily agree to give up their free speech rights, so they can “play” with the current board of directors?
And of course, Coto de Caza board of director’s Jerry’s Mezger reasoning for denying spouses their right to membership in association committees is that (in a slippery slope fallacy), they will then be able to hold two seats on the board, unduly concentrating power – very different from the current concentration of power by having members of the board of directors ALSO being district delegates.

CHP Report – Bandwagon is filling up Fast- Hop In!
We just received the February 2006 CHP report – as previously reported in this forum, we had our first traffic accident in February. The good news, is that on an annualized basis, the rate is well below 2002 figures, despite all the artificial roadblocks placed by the board, including the expiration of road certification, refusal to implement a community awareness program, refusal to appoint a group of volunteers to coordinate all local law enforcement agencies, private security and resident efforts, and publicly calling the CHP “extortionists”
The figures indicate that residents in the age groups of 40 years and older are getting the message. Whereas the age group of 24 and younger are not.
The figures also clearly indicate out-of-control increase in accident rates when the board fired the CHP and a mirror image decrease in accident rates when residents forced the board to bring back the CHP.
It also proves that the “Coto traffic accidents” are preventable incidents – and not the same as the accidents one finds in highway 405 on the way to LAX as a board supporter argued. It also refutes the notion that Coto did not have a traffic control problem as the same person told the LA Times.
It is encouraging that for the first time, the board actually published the CHP statistics in the latest issue of the President’s letter and CotoVoice – something we have been asking for, for years!
What, even the OC Register columnist referred to the “published CHP” figures , as if the CHP had just decided to make this information public!
Hop in, the CHP Bandwagon is filling up fast.
