Looking ahead to 2008 – Deliverance for Coto de Caza

2008 promises to be some sort of deliverance for Coto de Caza and the canyons – as in the 1972 movie Deliverance, a motion picture drama starring Burt Reynolds, Ronny Cox, Jon Voight, and Ned Beatty and directed by John Boorman- so appear to claim local community journalists.

The film is noted for the memorable music scene near the beginning that sets the tone for what lies ahead: a trip into unknown and potentially dangerous territory. The character Drew Ballinger plays the instrumental "Dueling Banjos" on his guitar with a mentally-challenged hillbilly youth named Lonnie, implied as being an inbred albino. The boy eventually outplays Drew with his banjo.

According to the journalists, the six issues that could face Coto de Caza and the canyons in 2008 include the fall out from the (2007) fires, a trashy reality TV show, expansion of the 241 toll road, the CZ golf club expansion, the general store revamp and the upper Chiquita reservoir. Apparently the reason for including the reality show is so that their compadres can keep busy.

There is no discussion of the up to 450% housing job cuts in the US the previous year and the impact this has on 2008. Even though a good number of Coto de Caza residents (& environs) work in the housing (and related) industry.

There is no mention of direct democracy in Coto de Caza, or whether direct democracy will die a natural death, as expressed by the previous CZ Master association board of directors president.

There is no discussion of public safety issues, even though a lawsuit filed on a DUI-related accident revealed that the CZ Master administration based their defense mostly on what previous boards had done – not what the administration did not do. Further, although the collision rate for 2007 was lower than the previous two years, the DUI collisions in the fourth quarter may bring in additional lawsuits.

The 2008 CZ budget, the lack of landscaping renovation planning or potential CZ dues increase was not touched upon.

There is no mention of the pattern of (corruption) allegations surrounding Orange County involving current and previous officials, starting with certain supervisors, Tax Collector Chriss Street, the Sheriff and former Sheriff collaborators, turned witnesses for the prosecution. Reminiscent of the recent financial collapse of Orange County, the Tax Collector continues to trade in speculative financial instruments.

Ironically, Mr. Street's association with the Treasurer's office dates back to 1994 when he and John W. Moorlach sounded the alarm on risky investments made by then County Treasurer Robert Citron. Early last month, Moody's Investors Service said it might downgrade dozens of structured investment vehicles (SIV). Twenty percent, or $460 million, of the county's $2.3 billion Extended Fund is invested in SIVs. Moorlach sought to have Street stripped of his authority to manage the county's $6 billion of investments in September amid federal and local corruption probes. He said Street was too distracted by the probes to manage the county's money. Moorlach’s response to the SIV issue? Let’s wait and see if we have a problem!

Finally, there is no mention of a presidential election, the winds of change behind Senator Barack Obama’s sails or those of Governor Huckabee.

QED – the new year is a year of Deliverance for Coto de Caza and environs!
