Chavez vows referendum 'cannot fail' – Coto de Caza CC&Rs Changes will not fail

Rallies for and against constitutional changes proposed by Venezuela President Hugo Chavez surged Tuesday as the leader declared that a weekend referendum on the proposed charter "cannot fail."

Sunday's referendum on reforms would allow Chavez indefinite reelection, increase presidential terms from six to seven years and help the Venezuelan leader establish socialism in Venezuela.

According to AP’s Fabiola Sanchez published today titled Chavez vows referendum 'cannot fail' “about 300 students gathered Tuesday outside the Catholic University Andres Belo in Caracas, occupying a highway for four hours and causing rush-hour traffic jams. …”we the students will keep coming out onto the street to demand freedom and democracy," said Roberto Diaz, a 21-year old law student at the university” and goes on to say that “still, according to recent polls, the "no" could give Chavez his first defeat Chavez at the polls since he first won office in 1998. Chavez himself has suggested that losing, his government "would have to enter a period of profound reflection."”

Meanwhile, despite state law promoting direct democracy, the CZ Master Association in Coto de Caza is desperately promoting “constitutional changes” allowing the association to keep a useless and some argue, a corrupt delegate system. The delegate system using cumulative voting assures a small minority to remain in power. With direct elections in the horizon, it is not clear what the role of the delegates may be, other than to tell residents how to vote, who to vote for and when to vote.
