Muder Charges Filed on Tustin's Home Depot Case.


The Orange County (California) District Attorney has field charges against a parolee for shooting and murdering a store manager and father of three at a Home Depot in Tustin.


Jason Russell Richardson, 36, Oceanside, is charged with murder, the special circumstances of murder during the commission of a robbery and a burglary, and a sentencing enhancement for the personal discharge of a firearm causing death. If convicted, he faces a potential death penalty case. He is being held without bail and is scheduled to be arraigned this afternoon, Monday, February 26,
2007 at 1:30 p.m. in Department C-5, Central Justice Center, Santa Ana.

I sincerely apologize for the mistake on the behalf of H.S. Cleaning Service. My aunt, Soon Kim, was not aware that distributing advertisements in mailboxes were not permitted by law. She has immigrated to America only just recently (3 years) and was truly unaware about the laws and restrictions. I have notified her and she will not repeat such methods/actions again. Again, we sincerely apologize for the mistake and any inconvenience we have caused to the Coto residents.

In checking my email today, I found what I believe is a federal law violation. Someone opened by box, to place advertising literature. See attachment for picture of leaflet and business card left inside the mail box.
I should note that the number of leaflets being left in and outside of my box has been increasing. Besides this being a nuisance, I take strong objection to anyone opening my box. Specially troublesome since over the course of the last two weeks I have received two torn envelopes with some of the contents missing - in one case, the letter was to have arrived two weeks earlier!

Please let me know if this is cause of concern.

We were befuddled by the recent announcement by the CZ Master Association board of directors of the impending deployment of mounted units of the Sheriff’s department to patrol the horse trails and fire roads that surround the community. After all, all the available public safety data from the Justice Department in Sacramento, to the CHP in San Juan Capistrano, of the Orange County Sheriff’s department, all indicate major public safety problems are elsewhere in the community.

That is, until Coto de Caza resident Brian Walsh put it in perspective for us in his Letter to the Editor published in the CanyonLife February 23, 2007. Walsh asks rhetorically “ We’ve all seen the triangular sign that indicates that bicyclists and hikers should yield to horses, but are there any real rules and why are many of the horse riders so arrogant? How far before them should I get on my knees and bow until they have gone? …..Am I expected to hang subserviently back and interrupt my run…?”. He then concludes “My wife has even been accused of probably not being from Coto, by an arrogant rider. Just because the horse and rider are at the top of the trail triangle does not make them superior beings” – However, in the CZ Master Association’s economy, under the Varo/Mezger administration, Walsh is clearly wrong. The Gendarmerie Royale Du Coto de Caza, composed of mounted units of the Sheriff's department, are being deployed not to protect the commoners, but to protect the Coto de Caza nobility aka LOPR (List of Prominent Coto Residents).

According to the collaborative online encyclopedia Wekipedia, an Equestrian was a member of one of the two upper social classes in the Roman Republic and early Roman Empire, where equestrians were the nearest Roman equivalent to Medieval nobility, the Roman tax farming system shared many similarities with medieval feudalism.

Originally, the Equestrians were a military as well as a political group. It is said that king Servius Tullius divided the Roman nation into centuries, which were not only units of soldiers on the battlefield but also voting units in the so-called Centuriate Assembly. Consequently, it was prestigious to own and ride a horse: you could show that you were rich and did not have to perform manual labor (or hand to hand combat). Ancient Rome was no exception to this rule, although the horsemen received financial compensation to buy a horse (the equus publicus, horse bought by the commonwealth).

Now consider that the CZ Master commonwealth has experienced two consecutively monthly dues increases in the last two years “in order to bring services to standard” – but the common areas, (wit Coto de Came Drive, look heinous), and public safety has deteriorated, one would wonder where the money is going. Also consider that CZ Master Association elections are scheduled to take place in April 2007, you have your answer: Equus trailus patrolus publicus (horse trail patrols paid by the commonwealth) for the Coto de Caza nobility to support the Varo/Mezger CZ Empire.

CZ - HOA Liability Insurance

Hello All: I just signed up for $50,000 of additional coverage with State Farm, the maximum permitted, on our properties in Nevada and California to protect us against a judgment against our HOA that is not covered by their liability insurance. If I recall correctly, I think CZ has a $5,000,000 limit. So if there was ever a judgment against CZ in excess of that amount and a judge ordered an assessment against our Members, this insurance will pay up to $50,000. To hit that limit the judgment against CZ would have to be around $180,000,000 so unless there is some extraordinary case, $50,000 of coverage should do it. The cost in California from State Farm was just $11 a year. In Nevada for some reason it was $13 a year.

Since certain CZ Board Members named Varo and Mezger have done some pretty dumb things including ignoring the Oakview/Oakknoll legal agreement that is causing a breach of our security and exposing our Members to unnecessary liability and firing the CHP which led to more accidents on our streets and two tragic deaths, I think this insurance is very prudent. Now that I know about it, I will include it on any property that I own that has an HOA because Varo and Mezger have demonstrated that HOA Board Members do not always act in accordance with their fiduciary responsibility to protect the interest of CZ Members.

We have seen over and again that presumably smart people can do some really dumb things. Joe Morabito P.S. There is a serious accident related lawsuit pending against CZ. As yet, we have not heard the outcome of that case. I would bet the plaintiff is asking for more than $5,000,000 if the three hour deposition I had to sit through was any indication.

Three defendants have been charged with conducting separate immigration fraud schemes in Santa Ana and are being held on $1 million bail.

Laura Margaret Friend, 56, Laguna Niguel, California Financial and Legal Center
Milad Ibraham Hanna, 64, Villa Park , Orange County 's Center of Legal Services
Julio Orlando Cortez, 58, Santa Ana , J&J Immigration Services
The defendants are accused of collecting thousands of dollars over several years by representing to illegal immigrants that they could help them obtain work permits and legal residency in the United States for a fee. In each case, they are accused of submitting an application for political asylum on behalf of the victims without their knowledge or consent even though none of the victims were eligible for political asylum under the Immigration and Nationality Act. By filing these applications, the victims were channeled into U.S. Federal Court, where they were all ultimately ordered to be deported from the United States .

Thousand Oaks has claimed the title of safest city in America with a population over 100,000, according to 2003 crime data released by the FBI this week. FBI figures show crime fell 2.2 percent in 2003. Thousand Oaks' population was 117,005 in the 2000 census and the FBI reported 2,007 serious crimes in 2003
"We're very proud of this. We have an excellent Police Department, a law-abiding community and good schools. "We have always been about slow growth, and this is why we are also the most sought-after city to live in, in the Western U.S. Past city councils deserve just as much credit as we do for keeping the city the way it is, " said Thousand Oaks Mayor Bob Wilson.

After much effort, and with many thanks to SSD/OCSD's Kristine Garcia and Teresa Roach, we finally have a comprehensive view of 2006 crime and vandalism for the un-incorporated communities of Coto de Caza and Ladera Ranch.
Not surprising, these figures are consistent with previous CotoBuzz Journal public safety reporting and puts into question the wisdom of the Coto de Caza board of director's distribution of $2,000,000.00 year allocated for public safety, including the new deployment of useless private security patrols, the poor record of reliability of unmanned gates, the poor treatment of the California Highway Patrol personnel and the recently announced deployment of the Gendarmerie Royale Du Coto de Caza

The report clearly shows that crime and vandalism within Coto de Caza reached an all time high during the third quarter of 2006. In contrast, the figures show a dramatic decrease of crime and vandalism in Ladera Ranch for the better part of 2006.

The Orange County Register previously quoted a member of the Coto de Caza board of directors blaming the traffic problems (leading to the first traffic fatality in the community), to Coto Soccer Moms - nothing could be further from the truth! Hence why we truly believe in the old adage: "If you cannot measure it, you cannot manage it". This is clearly illustrated by the top five crime categories in Coto de Caza for 2006: Larceny, burglary, fraud, vandalism and disorderly conduct. Based on this figures, it is questionable the impact the Gendarmerie Royale Du Coto de Caza will have.

The Michael Jackson Syndrome in Coto de Caza
The 40-and-above age group in Coto de Caza continues to exhibit the Michael Jackson Syndrome (GRUPS) - that is, this age group is responsible for an inordinate number of traffic citations as well as crime and vandalism.

The Ladera Ranch Top Five Crime categories are similar to the ones reported for Coto de Caza, with the exception of the "Vehicle Violations" - this may be an aberration related to the type of pro-active traffic control being used in Ladera Ranch (one we call "Pensive", in response to a Coto de Caza's idiotic characterization of Coto de Caza's traffic patrol).

It is no secret that the Orange County Register has been an ardent supporter of the Varo/Mezger administration. There is evidence that the editor collaborated with the board to silence critics, including the CotoBuzz Journal: The OCR board of directors failed to respond to the CotoBuzz Journal complaints for depraved indifference exhibited by the Coto de Caza administration, immediately after the first traffic fatality in December of 2005.
Recently (The December 29 2006 issue of CanyonLife), the Orange County Registers “2006 Year in Review”, even fails to mention the tragic death of Mr. Morteza Manian after he was struck by a teen arrested for hit and run, resisting arrest and manslaughter – yet board members blame Mr. Morteza for “violating the vehicle code”!
Yesterday’s issue of the Orange County Register (February 16, 2007) reports on the association’s February 2000 board meeting with the headline “Improving patrols in Coto – Coto de Caza’s CZ Master Association board of directors discusses improvements to security patrols”. The major announcement covered was the “announcement that Universal Protection Services was revamping how it deploys the roving patrol …and mounted units of the Sheriff’s department would soon be patrolling the horse trails and fire roads that surround the community”….the same argument used by the Varo/Mezger board to fire the CHP when they first came to power! – However, in five years, the Sheriff has been MIA. Further, we have regularly argued that public safety is not rocket science – all that is needed to reduce accidents is to patrol four streets, as indicated by CHP's statistics:: Coto de Caza Drive, Vista Del Verde, San Miguel and Plano Trabuco – why would anyone consider patrolling horse trails as a first priority?
The same OCR issue (February 16, 2007) publishes partial citation results showing the number of citations issued to 20-years old and younger, but fails to document the GRUP problem in the Coto de Caza community. See 3Q2006 Coto de Caza Citation Distribution by Age
We should note that when critics have exposed the Varo/Mezger boards, the OCR city editor “paraphrases the facts”. For example, when Ed Caruso indicated during an association meeting that board president R. Varo had indicated his desire to fire the CHP as soon as the Welcome Home Center was ready, the OCR coverage “paraphrased the facts” to make it appears as if the lier was Mr. Caruso. This story is documented in this CotoBlogzz: In the August 4 issue of the OCR’s CanyonLife, hidden under a picture of the Pet of the Week, appears an inconspicuous paragraph titled Clarification that reads”
“Coto resident Ed Caruso and Board President Bob Varo of the CZ Master Association disagreed on whether Varo, in a private meeting, told Caruso that he planned to fire the California Highway Patrol from traffic duty within the community. A story in the July 14 edition of Canyon Life/Rancho Santa Margarita News about a Public Safety Committee session may have been unclear in describing the exchange between the two men”
Consider that the November 28 issue of the Orange Country Register, in response to the CotoBuzz Journal “The First 100-Days..” carries a story with the headlines: “New CZ Master Board hits 6 Months, Most Residents, Past Members Happy With Progress” , and in a major ironic twist, cites Larkin as saying :We felt that there was not enough accountability and the willingness to work with the DNO wasn’t’ there” – this coming from a board who fired a safety committee chairman who came forward right after the first traffic fatality within the community, for refusing to pursue the board’s personal agendas over public safety and for refusing to give up her free speech rights as a condition to work with the administration. The same board who has displayed unparalleled depraved indifference and animosity toward the California Hyway Patrol agency.
The same Varo/Mezger board who called the CHP extortionists, then fired the CHP for pro-active traffic patrols without a suitable alternative with fatal results: Accident rates doubled each year the CHP was away from the community and the first two fatalities in the community were recorded as a result.
The same board who has used unprecedented legal resources to silence critics and trample on civil liberties.
The same Varo/Mezger board who fired the largest private security in the world and replaced it with a small regional one without evidence of due diligence with corresponding fiascos.
The same Varo/Mezger board who was coerced into bringing back the CHP because of the short-termed anger over the first fatality, the road certification expired rendering the CHP re-hiring practically useless for a time – the blame for road certification expiration went to a missing “tickler file like the ones trademark attorneys use”
The same Varo/Mezger board who approved the gardener and the private security guard’s raise before the Varo/Mezger board was coerced into renewing the CHP contract for 2007.
The same Varo/Mezger board who approved the training of private security guards, yet the CHP is the only service provider in the Varo/Mezger boards to ever get a contract reviewed quarterly!
The Same Varo/Mezger board who refused to allow the CHP to conduct public awareness campaigns to prevent accidents – instead, turned over complete meeting to “desperate wives” show.
The Same Varo/Mezger board who is paying the private security company 1000% more than the CHP, yet getting 1,000,000% less benefit – not even counting the human toll!
It is obvious that the Varo/Mezger board is trying to push CHP management away so they can finally get their way. Perhaps the next argument is that the Canadian Mounties are coming to Coto?

Help Locating Stanley Lee Crist's Next of Kin

The Orange County Sheriff – Coroner’s Office is requesting the public’s assistance in locating the family members of Stanley Lee Crist, (DOB 05-13-57). Stanley Lee Crist died in his residence on North Glassell Street in Orange, California. He had been living in Southern California since 1996. He is 6’0”, 177 lbs., short brown hair, and blue eyes.

For the longest time we have been wondering why it is that $2M/year for gate access control does not buy Coto residents a certain level of service and convenience. That is, when gates, such as the North Gate one, are not functional, residents should be notified in advance that the .”…gates will be down for maintenance on such and such a date…”, you know, like real business handle their business.


As we tried to enter using the North gate this afternoon it dawned on us that the Coto de Caza gates use a similar system as the one used by Portland (Oregon) residents to predict the weather: Consists of a simple piece of rope, and is uses as follows: If the rope is dry, you can predict rain with a high degree of certainty. Coto residents can use a similar system: If the gates are functional, you can predict with a high degree of certainty that the next time you try to ingress/egress, the gates will not be working!

We are happy to report that the number of traffic accidents in Coto de Caza continue to decline since the board of directors was coerced into bringing back the CHP for proactive traffic patrol as a consequence of the first traffic fatality (December 2005) in the community - see chart



Unfortunately, the most recent information we have from the Orange County Sheriff's Office is that the crime rate in Coto de Caza reached an all time high in May 2006. The "crime management tool" we developed in cooperation with Kristine Garcia from the SSD/OCSD has not been used to provide us with the periodic updates we would like to see - Repeated requests to the Sheriff's Office for updates have been ignored. We are hoping to get an update on time for the March 2007 issue of the CotoBuzz Journal.

The Theatre Arts Department at Saddleback College has announced that Theatre Arts students Nakisa Aschtiana, Jon Lavranos and Tyler Nielsen have been nominated to audition for the Irene Ryan Acting Scholarship at the Kennedy Center

American College Theatre Festival hosted by Southern Utah University on February 13 through February 17, 2007. The Irene Ryan Scholarships provide recognition, honor, and financial assistance to outstanding student performers wishing to pursue further education.
The Irene Ryan Foundation awards 19 regional awards and two fellowships annually. Sixteen (16) of the awards consist of a $500 scholarship for each regional representative of KCACTF. There are two scholarships of $2,500 each for the winners at the national festival in Washington , D.C. In addition, the student judged the Best Partner in the national auditions is awarded a cash prize of $250.
The Irene Ryan Acting Scholarships are, indeed, scholarships; so the Foundation disburses the award through a school designated by the winner, to pay tuition and fees for further education, not necessarily limited to Theatre Arts.
Nakisa Aschtiana has been acting for the past ten years. She starred in the Saddleback College Theatre Arts production of A Doll’s House and was honored to bring the role of Nora Helmer to life. Her previous shows include: Deathtrap, Tartuffe, The Tempest, Angels in America , Rumors, Les Liaisons Dangereuses and Bleacher Bums. She has a Bachelor of Arts degree from California State University , Fullerton and currently resides in Mission Viejo with her parents and younger brother.

Jon Lavranos is a freshman at Saddleback College majoring in Theatre Arts. Jon’s aspirations are to act for the screen and stage and he is planning to transfer into the UCLA theatre program. Jon convincingly played Frenchman Jean-Claude in Saddleback College Theatre Arts production of Museum.

Tyler Nielsen had a starring role in Museum playing The Guard. He is a Theatre Arts major at Saddleback College and graduates following this semester. His aspirations are to transfer to a four-year college and continue as a theatre major. His ultimate goal is to be a stand-up comedian. In fact, he has experience in improv having performed for the Brea Improv, a professional improv group in
Jon Lavranos and Tyler Nielsen (L to R) in Museum
Anaheim and on the House Improv Team at Westside Eclectic in Santa Monica . His past stage work includes: You Better Watch Out, and You’re a Good Man Charlie Brown.
The Theatre Arts Department serves as an educational base, a vocational training ground and an artistic resource for the community. By combining production excellence with academic achievement, the Department fulfills its role as a leader in the performing arts in Orange County . Each year the Department presents a dynamic and diverse environment of innovation which combines high artistic standards with public appeal, and which challenges and expands the talents of students both on stage and behind the scenes.

Washington: As a result of India's booming economy, the United States has decided to end all financial aid to the country, according to The Times Of India.Citing New Delhi's growing economic performance and changing profile, the current aid of $ 124.9 million aid in 2006 is being cropped to a meager $ 81 million for the coming fiscal, recording a drop of 35 percent.

By US estimates, India has received the equivalent of $14 billion in American economic assistance ($57 billion in today's dollars) from the time Washington opened the aid flow in 1951. US bilateral financial assistance to India has been thinning steadily after peaking in 1960 when Washington gave $ 1.6. billion, 92 percent of it as food aid, to a country that was widely considered a basket case.

According to the Hindu Business Line “India Inc has yet again pleasantly surprised investors with commendable results for the quarter ended December 2006, leading to renewed buying interest” A survey by Hewitt Associates shows that wages in India rose 13.8% in 2006, and that middle class households take home more roughly $22,000 annually. In contrast, the Coto de Caza median household income in 2000 was $136,726/year, Yet CZ Association residents have seen two consecutive monthly dues increase to finance an administration’s largesse that includes a renovation of Coto de Camel Drive, training programs for poorly performing service providers and handouts for anyone who stops by, with the only caveat that the administration is not criticized.

Coto de RiverRock to save water: OC Register

According to the February 9, 2007 issue of the OC Register, the Coto de RiverRock look is to save water. Some of the arguments presented are:

"It was hard to irrigate properly and was dangerous for the gardeners, said Devin Sanders” a landscaping consultant with Mosaic Landscaping. Perhaps the association can pay for “roadwork training” for Mr. Sanders – say, by sending him to Tokyo to see how roadwork is performed, safely, in extremely tight places?

"It started as a landscape issue because the plants and grass were always dying there," said Lott Steffer, with Mosaic Landscaping – You mean, plants and grass need to be properly watered? The same consultants who advanced the notion of free $45,000.00 trees, and the Arizona look, more appropriate for the exotic gardens of Eze (France) than a bucolic Coto de Caza?

Cars driven on Coto de Caza Drive were accidentally driving over the narrow medians, tearing up the grass and constantly breaking sprinklers”, said John Bernards, a member of the Landscape Committee Mmmm…let’s see, if cars are accidentally driving over the medians, is the problem the medians or the driver? – Perhaps this is what the Flight Rules published by the Australian Aviation Magazine meant when it stated “The propeller is just a big fan in front of the plane used to keep the pilot cool. When it stops, you can actually watch the pilot start sweating”!

“ The river rock used is native to the area. According to Sanders” - Seems like the initial settlers missed the mark and instead of calling the area a hunting preserve (Coto de Caza), should have called it Coto de Arizona, or at least Coto de Pesca (river fishing preserve).
"It will hold up better than plants to vehicles, Sanders said” - A profound statement indeed, rivaled only by the Flight Rules as published by the Australian Aviation Magazine: “In the ongoing battle between objects made of aluminum going hundreds of miles per hour and the ground going zero miles per hour, the ground has yet to lose” - no wonder the Coto de Caza board of directors uses nothing but highly paid consultants – “Don’t try this at home, strictly for use by highly trained and highly paid professionals”!

This reminds us that during the first 2005-2006 Coto de Caza board meeting, a freshman director was willing to spend 10% of the budget on “irrigation remodeling”, or that Keystone Pacific failed to respond to repeated questions dealing with handling of Maxicom, the water conservation system, or repeated calls to repair leaky valves.

So, for a “lessons learned”, we need to fall back on the Australian Aviation Magazine Flight Rules one more time: “Learn from the mistakes of others. You won’t live long enough to make all of them yourself”

Booster Club Treasurer Sentenced for Embezzling

The treasurer of the Cypress High School Athletic Boosters Club pleaded guilty today to stealing over $11,700 from the club bank account.
Peggy Lou Shaw, 45, Cypress, was convicted of one count of grand theft by embezzlement and was sentenced to ten months in jail, three years probation, and was ordered to pay $11,706.23 in restitution. She is also restricted from attending any Cypress High School athletic functions. Shaw wrote checks made out to herself or to "cash" from the Boosters Club account and cashed them or deposited them into her personal account.

OC Superior Court Reality - OCSR inaugurates first Leadership Academy.

To ensure that access to justice is guaranteed to all of our county’s residents, members of the Academy will receive general information about the justice system and will discuss court-related problems or concerns. Superior Court judges and justice system professionals will conduct the seminars. Leadership Academy graduates will be asked to contribute to the Court’s long-range strategic planning by assisting in the review and development of programs.

Honorable Superior Court Judge Frederick Aguirre is inviting persons from diverse backgrounds to facilitate a greater mutual appreciation of the cultures and concerns among our County’s various communities. Since the objective is to obtain unique perspective of individuals who are not part of the judicial system, nominations of an attorney, paralegal, or law student are not accepted.

CHP Public Arrest Log WE 2/4/2007 - Too many, too close for comfort

The fewest arrests were logged by the CHP for week ending 2-4-2007 in quite a long time. The bad news is that there were two Ladera Ranch residents arrested for DUI, one from Trabuco Canyon and Coto de Caza resident, C. Barraza, arrested 2/4/200 for California Vehicle code violations 23152(a) and 23152(b).

OC Non-Profit Executive Charged With Fraud

SANTA ANA - T.L. Salcido, 37, a Yorba Linda woman faces felony charges for stealing more than $780,000 from Orangewood Children's Foundation as its Chief Financial Officer. Salcido is charged with 206 counts of forgery and 20 counts of falsifying records. If convicted, she faces a maximum sentence of 143 years in prison. She is being held on $750,000 bail and is scheduled to be arraigned Monday, February 5, 2007 at the Central Justice Center in Santa Ana.

Salcido is accused of forging checks and then hiding the stolen money by underreporting revenue and overstating Orangewood's expenses. She is accused of depositing forged checks into the account of another company that she was also employed
by, United Retailer/United Convenience Stores, and then accessing that account to withdraw the money and use it for personal gain
