Attorney convicted of Stalking Lake Forest ex-girlfriend

Defense attorney David Scharf, 46, Corona Del Mar , was convicted today of stalking an ex-girlfriend and sending her harassing e-mails. He faces a maximum sentence of four years in state prison at his sentencing on June 13, 2008.
Scharf is a former public defender who now works as a private defense attorney. In March 2004, Scharf met Jane Doe online and the two began dating. By July 2004, Jane Doe told the defendant that she no longer wanted to date him. Between July 1, 2004 and October 6, 2004, Scharf sent several aggressive e-mails to the victim, many sexual in nature, and the e-mails became increasingly more threatening and harassing as time went on. Jane Doe became so fearful of Scharf that she took her three children and left the State.
While the victim was out-of-state, but prior to Jane Doe moving her belongings from her Lake Forest house to her new residence, Scharf entered Jane Doe's home. He tried to use his position as an attorney to intimidate the victim by accusing her of criminal acts that she did not commit and leaving her a copy of penal code sections that reference arrest in her house.
As a result of the harassment, Jane Doe got a restraining order against Scharf that prohibited him from trying to contact her in any way. On October 5, 2004, Scharf violated the restraining order by e-mailing the victim's mother.

The New and Improved OCSD – Letter to Orange County Supervisor Pate Bates

To: OC Board of Supervisors, Ms Pat Bates
As you may know, the CotoBuzz Journal is committed to public safety.
To that end, for the last five years we have worked with the CHP, the OCSD the FBI and the Department of Justice developing what we refer to as public safety management tools and have reported on anything and everything related to public safety, from crime and vandalism to traffic accidents. Our focus is the Canyon areas, including the communities of Coto de Caza, Ladera Ranch and Dove Canyon
In general, we have received tremendous support from the various law enforcement agencies. However, getting the information from the OCSD is a struggle- see below. In the past we have paid for programming charges. If you are familiar with programming charges, once a program is in place, you simply activate a key and out comes the report. Effective immediately, the OCSD has informed us that we need to pay recurring programming charges for said report. We do not mind, but this implies there is something wrong, either with the IT management or the operations side at the OCSD.
Any help you can provide is appreciated.
For reference, the “new charges” were implemented immediately after a CotoBuzz Journal reader questioned the validity of the OCSD supplied data.

When you are reporting the crime rates, you need to remember that OCSD was accused of “doctoring” the reported crime rates. This is a major problem in many law enforcement agencies. One example I can give you:
There is a police department in OC that misreports their homicide rate….
The agency reports one homicide per location, meaning if there is three dead bodies at one location and they are all related, the agency only reports the homicide to the FBI as “one” crime…. Their attitude is “because we only use one “report number,” we only report one death…. This is different from a “missing person report.” On a missing person report, it is law that each missing person shall be reported on a separate “report number.”
The reason for this is it is possible that three people go missing (run away) and one of the people return. The agency then has to remove the missing person from the NCIC, but the other two missing persons will be outstanding. Another example is, a stolen vehicle, they are reported separately because if there was four cars stolen from a dealership they might locate one of the vehicles and the other three vehicles will still be outstanding, but they need to clear the one recovered vehicle and remove it from the computer system (SVS) “stolen vehicle system.”
I just wanted to give you a little insight on how they “pad” the crime rates……

An event we often refer to as an element of the CZ Elections Anti-climax, has been scheduled for May 8, 2008 at 6:00 at the Golf and Racquet Club. The reasoning behind the anti-climax label, is that the delegates who will eventually select the 2008-2009 CZ Board of Directors have already been elected. Consequently, we already know the composition of the new board, and the actual board election is mere formalism.
The CZ version of Much Ado About Nothing, also known as CZ Candidates Night, will provide district delegates and other interested parties a chance to meet candidates. The five candidates qualifications and respective positions on community issues is found in the latest issue of the CZ Newsletter. Below is a summary of the candidates’ platform, as gleaned from such newsletter.
J. L. “Buzz” Aguirre
· Make sure the CZ Master Association complies with the spirit and the law of legislation enacted in 2006 to bring direct popular elections to common interest development communities
· Assure fiscal transparency and accountability, including the elimination of all subsidies
· Continue work with law enforcement agencies in public safety awareness campaign.
· Hold all service providers to a certain quality of service (QOS) consistent with their contractual obligations by implementing a rigid supplier manager program, including the use of monthly performance metrics.
Michael Aminian
· No stated position on any community issues
Bruce Bannigan
· No stated position on any community issues
Michael Channing
· As member of safety committee wants to pursue other changes, particularly in areas of gate control, including re-staffing of North Gate.
· Wants to see an additional patrol vehicle
Xochitl Yocham
Apparently implement recommendations resulting from resident survey and other project “geared to improving community facilities, addressing continuing safety issues and management of our community”.

Mass media, if not doomed by their own weapons of mass persuasion, they seem to be experiencing a death from one thousand gaffs.

In a classic case of what goes around comes around, the New York Times' employees are bracing for what the New York Post characterizes as bloodbath. According to the Post “the word from inside is that approximately 50 unionized journalists have accepted the buyout proposal, and only another 20 non-union editorial employees have gotten on board”. The implications are that “.. the ax could fall on as many as 30 editorial people in the company's first-ever mass firing of journalists in its 156-year history”
The latest use of the Times’ Weapons of Mass Persuasion comes on the heels of the recent smear campaign against Senator McCain. Former White House press secretary Tony Snow characterized the New York Times reporting as sloppy and tells Bill O’reilly, host of Fox’s The O’reilly, Factor “….Bill Keller, the executive editor, thought this was a sloppy piece of work and kept resisting it. There was a lot of pressure out of the Washington bureau. "Hey, we've got something saucy, boss." And whether Bill Keller, for whatever reason, knuckled under and figured that this is the way to sort of get along, I don't know.
Seems like the “what goes around” story is repeating itself throughout the mainstream media. If not doomed by their own weapons of mass persuasion, they seem to be experiencing a death from one thousand gaffs.

Establishes strategic partnership with Everton FC

Rancho Santa Margartia (RSM) Storm Soccer Club, a community based, competitive soccer club within the Saddleback Valley, has announced a strategic partnership with Everton Football Club.
Everton Football Club is an English football soccer club located in the city of Liverpool. The club competes in the Premier League and have contested more seasons in the top flight of English football than any other. They are one of the top five most successful English clubs in terms of major honours, having won the League Championship nine times, the FA Cup five times and the UEFA Cup Winners' Cup once.
The partnership between the two clubs is set to enhance RSMStorm’s Academy by implementing a three-year player development program which will raise the level of soccer across Orange County and throughout Southern California and eventually across the United States.
Through the alliance, RSM Storm players and family will be exposed to one of the fastest and successful growing professional soccer clubs in the world. Everton have spent past summers in California for pre-season training trips and future trips could see the two clubs grow closer together. “An opportunity for our players, parents and coaches to work side by side professional players and coaches, such a unique opportunity will generate excitement and passion for any youth player” said Toki Rathor RSM Club President, “the opportunities our players will gain not only by annual development and exposure to some of the world’s best talent will only be the beginning, other future opportunities to travel to England for players, coaches and staff and exclusive programs hosted by RSM in Calsouth will be great for youth soccer in California and the United States” added Shaun Harris RSM Storm DOC-Technical Director.
The ongoing partnership will allow for exclusive marketing and development programs to the RSM Storm membership (players, parents and staff) and will implement Everton’s online player development tool -Everton way – which will assist with the current RSM Storm player development curriculum. Everton will play an important role in the current curriculum for developing players through RSM Storm and jointly through the Everton Way youth academy model.
As part of the partnership, Everton Academy coaches will provide technical assistance to the RSM Storm staff and subsequent annual visits from Everton FC coaches and players will be put in place to help the new Academy develop over the three-year period. Head of International Football Development for Everton FC, Tosh Farrell noted: “This is an exciting time, not only for RSM Storm but also for Everton. After a tumultuous nine-year career as Sheriff, Carona was forced to resign after he was charged with conspiracy, mail fraud and witness tampering in a wide-ranging indictment that also implicates his wife, his “longtime mistress” and two former assistant sheriffs. The two former assistant sheriffs, Donald Haidl and George Jaramillo, had previously pleaded guilty to related charges as part of a deal with prosecutors. Jaramillo, who is currently serving a 12-month term on state charges, cooperated with federal investigators to bring the case against Carona,

I appreciate the OC Register listing me as a "long shot" leader. It simply means a greater return and larger reward for the people of Orange County.
Some of you as asking yourself, what is a private sector executive with 27 years of experience doing looking at replacing the old sheriff?
I have a deep felt sense of right, vs. wrong. Watching the Sheriff Carona disaster unfold before my eyes I could not believe how we the citizens and taxpayers were treated. It was not only unfair, it was unforgivable and we the citizens of Orange County deserved better. It just seems we have a long, long line of political corruption we just can't seem to get rid of. Couple that with the 8,000 pages of Grand Jury report and the recent OC Register column of a generation of corruption running our jails and it becomes obvious to the most casual observer there is desperate need for a change and for professional executives to take charge.
Einstein once said "you cannot get out of a situation, with the same mindset that go you into it in the first place." What that tells us is that entirely new blood is needed, a new view of the department and new view by the taxpayers of its sheriff department.
Some, maybe asking, what is he doing up there since he is not a sheriff and, if we put him there, can he work effectively with those officers, enforce our laws, manage our jails and work with our District Attorney?
The simple answer is we are not electing Marshal Matt Dillon any longer, the office of sheriff is a public office and I believe I can because, I believe the sheriff's department needs and honest man free of political baggage, experienced in business operations and committed to making Orange County a safer, happier and healthier place to grow up.
I also believe the department is no longer that "little" department it once was. It has expanded to and organization of over 600 million dollars in cost to the taxpayer, it has become a fortune 200 companies and needs to be run as a business accountable to elected leadership and the taxpayers not to the past 30 years of corruption and insider political trading it has become.
The rank and file officers need a new, honest sheriff focused on delivering on the mission statement of the department, which will not embarrass them again and bring back Pride to the Badge the hardworking sheriffs should have and the taxpayers expect.

From California to Florida and from Los Angeles to Santa Margarita, state after state and city after city are reporting budget shortfalls, consequently government officials scramble to figure out which services to cut – apparently not so in the CZ Master Association.
Whereas in Laguna Woods Village residents have long worked with the notion of shared costs, where residents equally share the cost of community facilities with certain exceptions such as the use of the stables, golf courses and garden centers where users pay part of the tab to either control use or the cost of maintaining high cost facilities, the CZ Master Association continues to subsidizes the horse trails, the sports park and the Estates and Villages associations.
Former CZ board member Joseph Morabito has volunteered to conduct a professional survey nominally worth some $25,000, gratis. However, the CZ board not only has refused to consider Mr. Morabito’s offer, but also has decided to conduct its own survey – online. Given the CZ board’s track record, including the recently mangled elections that would have brought the association’s CC&R in compliance with state law, it is highly likely that said survey will be used to maintain the status quo – All we need to do is look at any political survey to see how the incompetent or the unscrupulous and take an otherwise good process and bastardize it.
But all is not lost – in the recent CZ Newsletter, the president is asking residents to volunteer their email address to save on expenses, say some $1,500 on postage, whereas the association could save $25,000 using the Morabito’s solution, and residents could be sure of the quality of the results.
As --P.J. O'Rourke (Civil Libertarian) might say: Giving money and power to government is like giving whiskey and car keys to teenage boys.,
To be clear, I have shared the last survey document with the current Board. They have the model we used last time. And, there is technology today including Zoomerang and other sources that we use too for survey implementation that is much cheaper and easier to use. The only question is does it provide the cross referencing that we could do in the past using paper surveys and manual input to get the tabulation. Matter a fact in meeting with our Consulting Group recently, I asked the very same question because we have switched to this new technology. Without the cross referencing of data to see who is saying what when surveys are done anonymously, the data is less valuable. Each year, I get a form from my HOA in Reno asking me to update my contact information including e-mail address so the Association can communicate without postage. That is smart since stamps now cost 41 cents for a simple letter and I understand postage is going up again. Joseph Morabito
P.S. The subsidy issue is real which is the reason why Woodbridge in Irvine, one of the nation’s biggest HOA’s, charges fairly high user fees for everything; otherwise their dues would go through the roof which will happen in CZ if we don’t do the same

Conducting a survey without cross-referencing, as you noted, invariably yields results lacking a call to action and is as relevant as the coverage of the local media of the CZ CC&R amendments that would have led directly to Direct Popular Elections, or as useful as the reading of the UPS status and the CHP report during the CZ board of directors open meetings: Much Ado about nothing.

Senator Barack Obama, under fire for his twenty-year association with controversial reverend Jeremiah has distanced himself from the reverend’s inflammatory remarks, but not the man. In a campaign appearance in February, Sen. Obama said, "I don't think my church is actually particularly controversial." He said Rev. Wright "is like an old uncle who says things I don't always agree with," telling a Jewish group that everyone has someone like that in their family.
An ABC News review of dozens of Rev. Wright's sermons, offered for sale by his United Trinity Church, found repeated denunciations of the U.S. based on what he described as his reading of the Gospels and the treatment of black Americans. Shortly after mainstream media picked up the incendiary reverend’s remarks, reverend Wright retired and the Senator distanced himself from the reverend apparently arguing that the senator never in his 20-year association with the church, spiritually inhaled.
One of the reverend’s sermons played over and over again in the media is the one where he asserts, "the government gives them the drugs, builds bigger prisons, passes a three-strike law and then wants us to sing 'God Bless America.' No, no, no, God damn America, that's in the Bible for killing innocent people, God damn America for treating our citizens as less than human. God damn America for as long as she acts like she is God and she is supreme”. In an apparent, “good deeds are for show and sermons are for dough”, it has been reported the church is building a multi-million dollar mansion for the retired reverend in a predominately white neighborhood.
As a way forward, senator Obama has brought up the race card to the 2008 US presidential elections, arguing that unless the issue is discussed openly, there will not be healing. Then he brings up the bitter remark belittling the little people in little towns for their inclination to guns and religion.
Following Senator Obama’s suggestions, we thought it would be healthy to discuss the race issue from the new minority in the US:

There are African Americans, Mexican Americans, Asian Americans,
Arab Americans, Native Americans, etc. .....And then there are just - Americans.
Some pass me on the street and sneer in my direction. They call me "White boy," "Cracker," "Honkey," "Whitey," "Caveman," .....And that's OK.
You say that whites commit a lot of violence against you, so why are the ghettos the most dangerous places to live?
They have the United Negro College Fund.
They have Hispanic History Month.
They have Martin Luther King Day.
They have Asian History Month.
They have Black History Month.
They have Cesar Chavez Day.
They have Ma'uled Al-Nabi.
They have Yom Hashoah.
They have Kawanza.
They have the NAACP.
And BET.
If we had WET (White Entertainment Television) .....We'd be racists.
If we had a White Pride Day .....You would call us racists.
If we had the White History Month .....We'd be racist.
If we had any organization for only whites to "advance" OUR lives, .....We'd be racists.
We have a Hispanic Chamber of Commerce, a Black Chamber of Commerce, and then we just have the plain Chamber of Commerce.
Wonder who pays for that?
If we had a college fund that only gave white students scholarships .....You know we'd be racists.
There are over 60 openly-proclaimed Black-only Colleges in the US , yet if there were "White-only Colleges" .....THAT would be a racist college.
In the Million-Man March, you believed that you were marching for your race and rights. If we marched for our race and rights, .....You would call us racists.
You are proud to be black, brown, yellow and red, and you're not afraid to announce it.
But when we announce our white pride.....You call us racists. You rob us, carjack us, and shoot at us.
But, when a white police officer shoots a black gang member or beats up a black drug-dealer who is running from the LAW and posing a threat to ALL of society .....You call him a racist.
I am proud. .....But, you call me a racist.
Why is it that only whites can be racists?
All good questions – wondering if these questions would be categorized under “driving while bitter xenophobic” by the Senator?

You know that the political heat is getting too hot when political supporters complain about how Charles Gibson and George Stephanopoulos moderated the Democratic presidential debate last night. You mean the Charles Gibson and George Stephanopoulos? – Hardly your traditional watchdog political reporters!
According to an AP story, one of the pillars of the media, represented by the Washington Post’s Tom Shales said Gibson and Stephanopoulos "turned in shoddy, despicable performances." After all, the Washington Post only published baseless allegations and innuendos attempting to discredit Republican Senator McCain.
The same AP story reports that “the liberal advocacy group MoveOn said it would run an ad protesting ABC if 100,000 people signed their petition”
As senators Clinton and Obama continued to make their respective arguments, as to who can make the better Commander in Chief, hours after the debate, both continued to complain about how the media is treating them. Seems like an argument for Wimpy as Commander in Chief!

The City of Los Angeles has decided to hold a fire sale, rather than demolish two historical buildings. The buyer only pays $1.00 for the two buildings, then agrees to move them within a certain period of time.
Something similar to the “free trees” the CZ Master Association board of directors accepted from Ladera Ranch, or even the $150,000/year “Service Passes” printed on “free” GateWorks printers.

According to the OCRegister, “Thousands of pages of transcripts released Monday by the Superior Court showed a jail system out of control, with deputies failing to perform even cursory patrols of the jail barracks, instead relying on jail “shotcallers” – or inmate leaders – to enforce the rules.
The use of inmates to control other inmates is against department policy, but deputies violated rule after rule in an effort to do as little work as possible, records show.”
Also, jurors found high-ranking sheriff’s officials were untruthful in their testimony, offered forged documentation or no documents at all.”
It would appear not only has the past sheriff and his Asst. Sheriff’s been incapable of running the department, the lack of ability by any sheriff to manage the operations under them is unforgivable.
The Orange Country taxpayer deserves better then this and at this point, almost anything less then the wholesale removal of the union that currently runs the Sheriff department would be acceptable to the taxpayers of Orange County.

The most recent CZ Master Association Newsletter painstakingly uses the law of attribution to make the argument that the defeat of the changes to the association CC&Rs that would have finally brought the association covenants in line with the spirit and the law of the state of California (read Direct Popular Elections), Mickey Mouse notwithstanding, was all due to CZ resident apathy.
There is no mention for example, that the Uber-SECRET instructions used during the CC&R changes were so convoluted, that we predicted the outcome as soon as we saw them. In fact, we compared such instructions to the recent Los Angeles Double Bubble Trouble that disenfranchised over 40,000 voters.
There is no mention either that the state mandated Direct Popular Elections, since 2006 and the CZ boards have used the “it is too costly to prevent fraud with direct elections” and the “there is not enough time” excuses to keep postponing the inevitable.
There is no mention that CZ boards consistently mislead CZ residents into thinking that the current delegate system is representative. It is not. Where the Democrats can use Super Delegates to anoint candidates, these delegates must make their selection public and is typically aligned with the will of the people. In CZ’s case, the delegate vote has been SECRET, hence no transparency and no accountability.
There is no mention that the CZ Newsletter explicitly promotes the delegate system encouraging residents to engage their respective delegates.
Finally, there is only one candidate for the CZ Master Association board of directors willing to go on record that the current delegate system must end now.

Hello All: Mr. Varo and I have met and we have made progress toward an amendment that we all can support. We discussed the e-mail that I sent regarding procedures for recall and amendments going forward and I would say that we were substantially in agreement. The only question was should it take 60% of our Membership to change our governing documents or 67% as is the case today. I argued for 60% as a sufficient super majority because that would be a sufficient barrier to frivolous changes and yet still make it possible for a super majority to change our documents when needed. We will see where that goes once the Board has a chance to discuss it. And, the only remaining issue is what percentage of our Members must vote for an election to be valid. In most HOA’s where direct popular vote is the only means of election, the percentage is quite low to achieve quorum. Mr. Varo argued for 25% which I think is much too high and would still require Delegate existence which I argued against. We are gathering information to see what is typical. I assume it is 5% or maybe 10%. I will argue for whatever is typical and nothing more as soon as we get the information. In any case, I am pleased to report that we should have a common sense Amendment by this summer that we should be able to put before our Members and Delegates in October that all should be happy with. While we applaud and encourage your efforts, when the CZ board continues the Obama-Drama approach to Direct Popular Elections, Coto de Caza will not join the free and democratic CID community any time soon.
That is, when a board continues to pay lip service to Direct Popular Elections, while continuing to encourage residents to rely on the current system, and use overly complicated instructions to overturn the arcane delegate system, it is hard to see how democracy can come to Coto de Caza.
As you have noted many times, for the message to stick, it has to be compelling and above all, repetitive - there should be a series of educational events leading up to elections, rather than simply hold a couple of meetings in a board-friendly environment, then blame poor results on resident apathy.

While the California budget tanks, the Teacher’s Union lobbies for and gets billions in funding for novel social and recreational programs. Meanwhile, basic services are threatened.
Evan Halper, Los Angeles Times Staff Writer reported February 18, 2008 that
“The state is about to pump half a billion dollars into teaching children to roll sushi, juggle pins and master new dance forms, even as spending cuts threaten to erode instruction in reading, math and other fundamentals.
That's because the sum scheduled to be spent on such after-school enrichment next year is off-limits for anything else. State law dictates that cooking classes continue even if some calculus courses could be canceled”
So now that the Governantor has mandated budget cuts, the same Teachers Union mobilizes its supporters to stage protests.
Then while, the California legislature bans textbooks promoting the atomic family in favor of a secular progressive view of the world, a body of un-elected, un-accountable officials from the Second Circuit Court in Los Angeles, has decided to criminalize home school teachers for not being qualified to teach their own children. Such decision affects some 200,000 home-schooled children in California. Such egregious act has raise the ire of a good number of parents that the court in an unprecedented move, vacated the decision – only to ask for eight amicus briefs, but none from home school experts.
This is what happens when there is lack of accountability – sort of like in the CZ district delegate system

On Friday, April 18 at 7:30 p.m. in Fine Arts 101, Saddleback College ’s Gaucho Guitars, directed by Randy Pile will present An Evening of Music for Guitar Ensemble from the Renaissance through Popular Spanish Dances and Jazz Standards.
The second part of the program will feature USC’s Scott Wolf, a recent winner of the “Latin American Prize” at Boston GuitarFest 2007, an international guitar festival and competition. This coincides with his CD debut of Un Viaje al Sur, which features solo guitar music by some of Latin America ’s most important composers. Released in March, the CD will be available for sale at this concert. Scott is currently pursuing a DMA in Classical Guitar at USC and he holds a Masters Degree from the New England Conservatory of Music. He also studied Spanish Literature at the University of Granada in Spain and Flamenco Guitar with artist Yerbita. Prior to his time in Spain and study at the New England Conservatory, Scott studied with Dr. Randy Pile at Palomar College and the University of California at San Diego . Dr. Pile is not only an excellent teacher, mentor and friend to Scott but he was the reason for Scott’s interest in the classical guitar.
Tickets are $5 at the door.

According to the document Transponder for Non-Members- What you need to know, revised by the CZ Master Association January 2008, transponders are issued to Coto de Caza residents (CZ, Estates, Villages), tenants, lessees, service providers and “other individuals pre-authorized by the CZ Master Association”
Price for transponders? $45.00 “..is to provide residents with the convenience of transponder access into the community through all the gates”, according to the same document
Price for transponder maintenance for non-CZ Members? $45 “Tenants, Non-CZ Master Association Residents, Golf and Racquet Club, Equestrian Center, Employees, etc….”
Price for CZ to repair, replace and maintain common areas for CZ members? $2,600/year

Note:
If anyone can come inside the Coto Gates, and practically anyone can get a transponder and that some 70% to 90% of reported crime is committed by insiders, what exactly is the purpose of the current gate access management process?

On-Duty Sheriff Dead After Molestation Charges Surface

Gerald Stenger, 41, Aliso Viejo, an on-duty deputy of the Orange County Sheriff's Department (OCSD) was found dead yesterday after charges were filed against him for molesting a 12-year-old boy for two years more than a decade ago after meeting the victim and his older brother through Big Brothers Big Sisters of Orange County.
Stenger, was charged yesterday morning with one felony count of lewd acts on a child under 14 and one felony count with a sentencing enhancement allegation for substantial sexual conduct. He would have faced a maximum sentence of 18 years in state prison if convicted.
In a statement released to the press by the Orange County District Attorney's Office (OCDA), it states that the OCDAs office suspected Stenger to be a suicide risk and “based on that information, the OCDA took precautions to protect the safety of the defendant and other persons, including sealing all case related documents to prevent him from learning about his pending arrest. The OCDA obtained a no bail warrant and worked with the OCSD to coordinate a safe arrest”, reads the statement.
OCDA investigators planned to arrest Stenger at the OCSD facilities in Santa Ana yesterday afternoon. At approximately 2:00 p.m. in a parking structure at 26681 Aliso Creek Drive in Aliso Viejo, Stenger was found with a single gun shot wound to the head in the driver's seat of an unmarked Crown Victoria patrol car. OCSD deputies had responded to the scene regarding an anonymous call about a suspicious vehicle. OCSD requested the Orange County Fire Authority respond, who pronounced Stenger dead at the scene.

After year of fighting to maintain an electoral system shrouded in secrecy, lack of transparency and accountability, and contrary to efforts by the California Legislature to bring in some semblance of democracy to private communities, the CZ Master Association has announced plans to scrap a delegate system critics often refer to as corrupt. The plans announced to date do not require any delegate involvement and the board’s staunchest supporter of the status quo has guaranteed that within 90 days, the community’s governing documents will be updated without any practical resistance.
The board, in an usual move, recognized that the way it managed the most recent elections was a waste of time and money and promised to correct the errors of its ways, accordingly.

At the same time, and noting that because of the mortgage meltdown, a good number of golfers coming to Coto de Caza, cannot rent a gold cart and thus are quickly becoming a nuisance and increasing the association’s liability by crossing the streets at the most inappropriate places – hence the board has unveiled new “caution – golfer crossing” signage.
