Rancho Santa Margarita, CA - this page is a central repository for Parasitic Bureaucracies articles
Parasitic bureaucracies are simply un-registered taxpayer funded lobbyists, such as LAFCO, CLRC, AQB, EPA, EEOC - In most cases, once created, bureaucracies focus more on self-preservation than on their initial mandate.  Take for instance the Frankeistanequese EPA:  Earlier this years, Sen. Lisa Murkowski, R-Alaska, introduced sort of like a congressional veto to stop the EPA from controlling greenhouse gas emissions under the Clean Air Act. Murkowski, the top Republican on the Energy and Natural Resources Committee, argued that Congress, not EPA, should determine federal climate change policy. Not to mention the Law of Unintended  Parasitic Bureaucracies as exemplified by Orange County State Sen. Lou Correa's (D-Santa Ana)  Senate Bill 1406, dealing with glaucoma treatment.

Medical Kidnapping in California Results in Infant Death

It is hard to imagine a mother hearing more difficult words than those Danielle Hines from Riverside, California heard after her ultrasound at 6 1/2 months of pregnancy. Doctors told her that her new baby would be born with a severe heart defect, and they advised her to abort her baby. She refused. There was a lot of love in her heart, and she was determined to meet the challenge, giving everything that she could to help her baby. After all of this, Child Protective Services swooped in and seized her baby before she was even two months old. In Danielle’s words -

1/3 of all state taxes collected in 2009 went to the payment of pensions. This is just one reason we have been warning about California 's Triple Threat for the last ten years: 1) California Government Agencies, Also Known as Parasitic Bureaucracies, 2) Unions and 3) Lobbyists

We continue to assert that California and the country need a Bureaucracy Realignment and Closure Initiative where 80% or more of these parasitic bureaucracies should be merged and or close - sort of like the military closure initiative.

As is, these parasites' main objective is NOT the taxpayer, but self-preservation.

California regulators Thursday are expected to adopt the nation's most comprehensive carbon trading regime, creating a market-based way to lower greenhouse gas emissions at a time when similar efforts have stalled in Congress.

OAKLAND, CA -- Attorney General (AG) Edmund G. Brown Jr. today announced an agreement to upgrade the quarter-century-old wind turbines in Altamont Pass to make them more efficient and less deadly to migratory birds. According to the AG "this landmark settlement mandates the replacement of outmoded wind turbines with newer models that are more efficient, generate more power and are less harmful to eagles, falcons and other birds."

Coto de Caza, CA - In the piece titled Coto de Caza Refuses to Grow Up, Ladera Ranch Is Normal, we renew a warning to residents and visitors alike to drive in Coto de Caza at their own peril. A major reason for the warning is that the CZ Master Association board of directors' rhetoric and actions are diametrically opposed: On the one hand, CZ Master's Xochitl Yocham writes in the September 2010 Board Letter "Since I have been on the Board over the last 4 years, one intersection has repeatedly been brought to the board's attention as a less than safe for residents. For that reason, the board hired a traffic engineering firm to look at the intersection of Plano Trabuco and Coto de Caza Drive last year," and the board approved the construction of a refuge lane. And she continues "I would suspect that the residents of the community Grand Coto II ..are happy to see this project happening".

Another reason to hate your homeowners association
Ken MillerWed, Oct 6, 2010 (4:50 p.m.) So that’s why I’ve been feeling so shitty lately. Turns out it’s not my fault—it’s my HOA’s. According to CSN professor Gary Solomon, homeowners associations do far more than just send you annoying letters about non-compliance—they now cause a new psychiatric anxiety disorder called HOA Syndrome in which sufferers feel “harassed, stalked and threatened” by said HOAs.
Rancho Santa Margarita, CA - The Orange County Sheriff's Department (OCSD's) unveiled today what it refers to as the Labor Day Holiday DUI Mobilization Schedule. We prefer to call it the OC's Law Enforcement Jobs Initiative. The following is the schedule of operations, dates, and locations.
Bell-isimos: Bell City Manager Rizzo Convicted of DUI
WESTMINSTER, CA - Robert Adrian Rizzo, the infamous former manager of the parasitic bureaucracy passing as City Hall in the City of Bell, California, who with Assistant City Manager Angela Spaccia, and Police Chief Randy Adams were allowed to have a combined salary of more than $1.6 million, was convicted today of driving under the influence of alcohol with a .28 blood alcohol level and crashing into his neighbor's mailbox.

The Parasites (US Congress & FDA) in our Midst
For sometime now, we have been updating our list of Parasitic Bureaucracies to support our argument that California and the country are in dire need of a Bureaucracy Realignment and Closure Initiative- We posist that such initiative, coupled with the Evil Twins - the US Economic Triple Constraint: 1) Card Check 2) Health Care and 3) Cap & Trade, and California’s Triple Threat: 1) Public sector organized labor, 2) un-elected, un-checked parasitic bureaucracies and 3) lobbyists. is of national security importance.
The California Law Revision Commission and the Evil Twins
For years, we have been warning against the Evil Twins: The US Economic Triple Constraint and California’s Triple Threat - , with a message mostly tailored to self-described fiscally conservative legislators. We define the US Economic Triple Constraint as 1) Card Check 2) Health Care and 3) Cap & Trade, whereas California’s Triple Threat consists of : 1) Public sector organized labor,  2) un-elected, un-checked parasitic bureaucracies and 3)  lobbyists.  Interestingly enough, one of the them told us we were off base when we argued against earmarks, because the “percentage was so small” he said – that was some three years ago.

As a past board member of a homeowner association with over 140 members, I would like to ask why you have not addressed Donie Vanitzian’s concerns. For example, her statement “the proposed law does not impose penalties on errant board members, establish a victims’ restitution fund, or require statutory warnings to new purchasers.” Our membership called for a special election and subsequently voted out 3 board members who had not been representing the desired interests of members. Instead they implemented their own agenda without consent of the membership.

Assorted Federal Parasites
The Federal Deficit Reduction Commission – This brand new parasite is being billed as a way to reduce the national debt – the real reason intention is raise taxes to pay for the legislation  lawmakers just passed, without being blamed for having to raise taxes to pay for it.  And by the way, do you know who is in the commission:  Includes the Most Frequent Visitor (MVF) to the White House,SEIU’s president Andy Stern.
Other parasitic bureaucracies include Fannie Mae and Freddie Mac – Arguably largely  responsible for the housing market meltdown and even after having bailed out, require yet additional moneys – Did any heads roll?
SEC- what can be said about the incompetence surround the SEC that has not been said, other than the recently unveiled Porno-Gate?
The Department of Education has been asleep at the wheel for more than 30 years leaving students unprepared to compete in the age of globalization and turning US education into a national security threat – not obesity as others claim.  The Department of Education has been acting mostly as the Department of Mediocrity.
Assorted Federal Parasites:
  • SEC
  • Federal Deficit Reduction Commission
  • Department of Education:  With support from California Teachers Association, over the last 30 years have presided over the Fat, Dumb and Happy (FDH) Student Syndrome.
  • EEOC - Like the EPA, taking a life of its own, "passing legislature", without Congress' approvel
  • EPA
  • The EEOC Says we are wrong – Criminals Deserve Jobs Too.
When clients ask us to suggest a cyber security plan, we start out with a number of questions, such as: Do you know about the $1,000 fence for the $1.00 horse? Who is the enemy? The answer usually leads us to the What and the Why of the final proposal. Turns out that some 70-90% of all security breaches are directly linked to insiders. These and other fact lead us to include a recommended best business hiring process, which includes a background check on potential employees, particularly those who may be chartered with guarding the aforementioned horse.

Ms. Vanitzian continues to be ignored -- re August 28, 2010 letter from Irene Hoffman, Vanitizian's August 12th fax to your attention, titled, THE TEMPLE OF BLAME AND THE HOA ATTORNEYS FULL EMPLOYMENT ACT.
What Part of NO does the CLRC NOT Understand?

The Misguided DOE’s Gainful Employment Rule & Public Education Reform
Rancho Santa Margarita, CA - Larry Sand, the president of the non-profit California Teachers Empowerment Network – a self-described non-partisan, non-political group dedicated to providing teachers with reliable and balanced information about professional affiliations and positions on educational issues—information teachers will often not get from their school districts or unions, recently made the argument that the Los Angeles Times may have started a revolution in teacher accountability by measuring teacher performance and posting it in its Los Angeles Teacher Ratings web page using a technique called value add, where value add is the difference between a student’s expected growth and actual performance.

Rancho Santa Margarita, CA- Arguably, the City of Bell, California, has become emblematic of everything wrong with parasitic bureaucracies, triggering what we refer to as the Bell Syndrome.

I have started to harvest a beautiful 10-foot tall Roma tomato plant I have been taking care of meticulously for the last eight months. So far, I have picked some 5 pounds of delicious tomatoes and when all is said and done, the plant will probably yield some 20 pounds – eat your heart out Topsy-Turvy®! – I was so excited, what with how delicious my home-grown tomatoes are and all that money I saved! – then I started to do the math: At best, I will not have to spend some $10-40 on tomatoes, but what about all the work and materials used in the process? – what is the net gain? Cents on the devalued Buck!

Apparently the Bell Syndrome is a pandemic sweeping through Southern California. The Bell Syndrome is when a parasitic bureaucracy becomes irrational and its decision-making focuses strictly on self-preservation, not unlike the smoke-filled back room negotiations which concocted Stupack’s Soul Sale, the Cornhuskers Kickback, the Teachers Payola, the Union Bribe or the Louisiana Purchase in order to pass Health Care Reform – more like Parasitic Bureaucracy Feed Reform. Or what is going on in Agoura Hills’ Morrison Ranch Homeowners Association, where the board is in essence funding a $1.000 fence for a $1 horse, not to mention the parasitic bureaucracy passing as City Hall in the City of Bell, California, City Manager Robert Rizzo, Assistant City Manager Angela Spaccia, and Police Chief Randy Adams were allowed to have a combined salary of more than $1.6 million!

What does it take to terminate an incompetent teacher, or a public sector employee for that matter? – an act of God. Consider that of six DWP employees suspended with pay, in April, 2010 after a KCBS Channel 2 / KCAL Channel 9 aired an undercover story showing the workers buying beer, drinking in a park, drinking while driving and entering a strip club, while on the job, said employees not only would have two weeks to respond to the charges, but said employees would be represented by International Brotherhood of Electrical Workers attorneys, the union that represents the employees. If these attorneys are worth their weight in gold, such as the ones used by the California Teachers Association, chances are the employees will not be terminated, and id they are, they can retire with a golden parachute to boot.

The good news is that California Attorney General Jerry Brown has just release d the Juvenile Justice in California 2009. The bad news is that the report, while an interesting read, is produced at taxpayers expense, and not one politician will do anything different as a result of this report – an artifact of parasitic bureaucracies.

Friday, July 30, 2010, 6:27:35 PM
Last week, Attorney General Jerry Brown released what he characterized an "encouraging 2009 annual report showing that hate crimes in California fell by more than 20% last year”, but warned that “ we are still a long way from ending bigotry and prejudice.” According to the Attorney General, the decline in hate crimes reflects an overall drop on all types of crime in California. At about the same time, the Anti-Defamation League reported a sharp increase in hate crime incidents in California last year. Amanda Susskind, regional director for the organization said the trend was troubling and and blamed the increase in anti-Semitic incidents, on the confluence of the election of President Obama, the recession and the Israeli incursion into the Gaza Strip.

When Gideon was first summoned to fight the Midianites, his army was 33,000 strong, but The LORD said to Gideon, "The people with you are too many for me to give the Midianites into their hand, lest Israel boast over me, saying, 'My own hand has saved me.” After a few boot camp tests, Gideon is left with only 300 good men to fight the battle facing overwhelming odds.

Dr. Pareto’s wisdom has significantly influenced corporate America. Many times we refer to its as a Pareto Analysis - a too to separate the chaff from the wheat . Dr. Juran paraphrased Dr. Pareto’s wisdom as the separation of the trivial many from the vital few, referred to as Dr. Pareto’s Rule. In the vernacular we know it as the 80-20 rule.

Calif Public Employees Retirement System Board Member Charged W Fraud
LOS ANGELES, CA- The California Attorney General (AG) today announced that the AG's office has filed a civil suit against former California Public Employees Retirement System (CalPERS) Board Member Alfred Villalobos, his company ARVCO Capital, and former CalPERS CEO Federico Fred Buenrostro, charging them with fraud

Of Parasitic Bureaucracies
Rancho Santa Margarita, CA - We plan to update this page from time to time - so stay tuned, or send us suggestion,We continue to assert that California’s Triple Threat is choking off California: 1) Unions, 2) Lobbyist and 3) Parasitic bureaucracies. In the past, we have discussed the California Law Revision Commission (CLRC), the Local Agency Formation Commission (LAFCO), and the Air Quality Board (AQB) as an example of parasitic bureaucracies.
The EEOC Says we are wrong – Criminals Deserve Jobs Too.
CAL. AG Lobbies US Senate - Refuses to join in Challenge to Constitutionality of HCR
LOS ANGELES, CA - As a financial reform package advances in the Senate and an unrelenting swarm of Wall Street lobbyists descends on Capitol Hill to block it, Attorney General Edmund G. Brown Jr. today urged senators to preserve a critical portion of the legislation which allows states to join the fight against financial fraud on the front line. At the same time, as a number of Attorneys General and Governors accross the country swarm to challenge the constitutionality of the ObamaCare Bill, Brown refuses to join mostly because doing so politicizes the issue.
California under siege  - Which is More Threatening:  The  Triple Threat or Lawmakers?      We have tried to reach California lawmakers to get their views on California's Triple-Threat:  1) Public sector organized labor,  2) un-elected, un-checked parasitic bureaucracies and 3)  lobbyists.  Mum is the word.
Consider that lobbyists outnumber lawmakers in Sacramento 8-1.  Add to that the un-elected, unchecked bureaucracies, such as the CLRC, LAFCO and AQB, which are in essence tax-payer funded un-registered lobbyist, and one can see in part, why California is bankrupt:
BRCI, Solution to CA Budget Deficit - Do not leave Sacramento Without it - Bureaucracy Realignment and Closure Initiative
At a time when Orange County faces some $84 million short fall in the 2009 budget, state Assemblyman Jose Solorio (D-Santa Ana) wants a more "responsible budget" by increasing taxes..

Not to be outdone, the California Teacher's Association not only wants a more "responsible budget" by increasing taxes, but is working on an initiative to increase taxes.
Baughing to the King & the 2010 OCSD Race Rancho Santa Margarita, CA - The President of the United States caused quite a controversy when he bowed to kings and foreign dignitaries to the point that the White House spokesperson had to refer to the old Clintonian, “it depends on what is, is” to explain that while the president was bowing, he really was not bowing.
The Orange County's Newest Dance Craze:  The Mumbaugh! Rancho Santa Margarita CA - A new dance craze is sweeping Orange County.  It is a fusion between Irish step dancing and California move.  It is not a re-incarnation of the Macarena, Salsa or Mambo.  It is more like Riverdance, the phenomenon from ten years ago; Riverdance is a theatrical show consisting of traditional Irish step dancing, and notable for its rapid leg movements while body and arms are kept stationary for the most part.  Dubbed the mumbaugh (rhymes with Mambo), like Riverdance it consists of rapid leg movement, but in this case,  in complete silence and in the dark, most popular with the politicians throughout Orange County, triggered by what we have called the Baugh Initiative.
CTA's Mission Statement, Prop 8 and Globalization - The California Teachers Association recently lobbied for what can best be described as an oxymoronic "responsible budget by increasing taxes" argument. Then they turn around and pump  $1,300,000.00 to obsolete traditional marriage, arguably placing a good number of children at risk, while at the same time opposing Proposition 4 with similar consequences.
Kicking Signs and Taking Names - On the Name of 8!- The fundamental argument advanced by the Restoring Marriage and Protecting Children - Yes on 8 (Yo8) organization is that what seems to be lost in the current debate on proposition 8,  is the rights of the voiceless:  Regardless of which side of the debate one is in, the voiceless victims are the children.  The organization points out to statistics demonstrating that children raised in an atomic marriage are better off by any objective standard.  So the organization has decided to kick signs and take names, by naming corporations and organization against proposition eight.  Of course the opposition views the Yo8 tactics tantamount to extortion.
Proposition 8 Vote in Perspective  According to the official Statement of the Vote released by the Secretary of State. Proposition 8 passed by a margin of 52.3% to 47.7%.
Prop. 8 received 2,150,000 more votes than did Arnold Schwarzenegger when he was reelected in 2006
California Supreme Court Takes Up Prop. 8 - The California Supreme Court has accepted original jurisdiction of three cases that claim Proposition 8 is a constitutional revision rather than a constitutional amendment and thus should not have been presented to voters. The implications of the Court’s order accepting the case, is that  a ruling on Prop 8’s validity can be expected in a matter of months, rather than potentially years of protracted litigation. The cases seeking to invalidate Proposition 8 are Strauss v. Horton, S168047; City and County of San Francisco v. Horton, S168078; and Tyler v. State of California, S168066.
BRCI-20, A Bureaucracy Realignment and Closure Initiative (BRCI) February 2009. BRCI, Solution to CA Budget Deficit - Do not leave Sacramento Without it ... The BRCI is patterned after the Base Closure and Realignment Commission. ...
California Governor's Vital Signs Show Mild Murmur In a speech to the Joint Session of the Legislature today, the transcriptof Governor Schwarzenegger Addressing Joint Session of State Legislature indicate the Governor's willingness to propose "...once again to eliminate and consolidate more than a dozen state departments, boards and commissions. These include the Waste Management Board, the Court Reporters Board, the Department of Boating and Waterways and the Inspection and Maintenance Review Committee and so on."

The corps of lobbyists is California's third house – Registered lobbyists outnumber lawmakers in Sacramento 8-to-1, then there are the government funded unregistered lobbyists!
In January,, California Gov. Arnold Schwarzenegger called the state's massive budget deficit a "rock upon our chest" and said the crisis must be resolved before other policy issues are addressed. "The truth is that California is in a state of emergency. Addressing this emergency is the first and greatest thing we must do for the people," the governor said in his State of the State address before a joint session of the Legislature. "The $42 billion deficit is a rock upon our chest and we cannot breathe until we get it off."
