Rancho Santa Margarita, CA – As the public spat between the FBI and Apple
Computer continues, while other organizations such as Microsoft, regularly work
with the NSA
and other organizations on zero-day exploits, and the government
itself may be sitting on zero-day vulnerabilities, the FBI is trying to Decipher the Debate Over Encryption as illustrated by
last week’s Statement
by Amy Hess, Before the House Committee on Energy and Commerce, Subcommittee on
Oversight and Investigation.
Now, FBI Director James B. Comey has named Dr. Gordon Bitko to the post of Chief Information Officer. Dr Bitko most recently
served as the section chief of the Support Services Transformation Office
(SSTO), where he was responsible for overseeing an enterprise-wide
transformation in the FBI’s information technology strategy, resources, and
processes.

Bitko joined the FBI in 2007 and was assigned to the Corporate Policy Office of
the Resource Planning Office. In 2009, he created and led the Performance
Management Unit of the Resource Planning Office. In 2012, while in the Resource
Planning Office, Mr. Bitko was promoted to the senior executive service. During
his time in the Resource Planning Office, Mr. Bitko led teams in performance
and strategy, resource allocation, and business improvement projects. In 2009,
he received the Director’s Award for Excellence.

Bitko has bachelor’s and master’s in engineering and a Ph.D. in policy
analysis from the Pardee RAND Graduate School in California. A scholar and author, Dr. Bitko will succeed Jerry Pender,
who stepped down from the CIO post in August. Dr. Bitko will assume his new role in April.
According to Federal News Radio, FBI Director James Comey
told his staff that he picked Dr. Bitko for the CIO post because of
his knowledge in technology. Prior to joining the FBI, Dr. Bitko worked for over a decade in
the public sector, including a Doctoral Fellow at the RAND corporation, Director
of Marketing at Nanomuscle and a Product Engineering Manager at Motorola.
His
work while at the RAND corporation involved the relationship between privacy
and security.
