The scene today looked much more different, somber, but perhaps uplifting, with a bouquet of flowers and a Happy Birthday Balloon
We continue to argue that the three traffic fatalities in the community should not have happened in vain:
- Rhianna Woolsey, 15, December 2005
- Morteza Manian, 75, March 12, 2006
- Franz Nalezny, 22, January 31, 2014
And instead, the community should learn something: That something is that the community should get at least 520 hours of pro-active traffic patrol per quarter. Since the death of Ms. Woolsey, the community has gotten a fraction of the 520 hours.
The Fonseca Effect
Coincidentally, after Mr. Nalezney's tragic death, the San Juan Capistrano California Highway Patrol Office got a new Captain in James Fonseca, who to his credit, started working with the Coto de Caza's Homeowners Association (HOA) , the CZ Master Association. But, like his predecessors, he has been unable to muster the necessary resources to achieve the pro-actrive traffic patrol required by the community, and the HOA has failed to take advantage of specially designed legislation for the community, SB-298 signed into law by Governor Brown in 2013 that allows the HOA to contract with the Orange County Sheriff's Department (OCSD) for supplemental law enforcement.
Even worse. Under Captain Fonseca's administration the SJC office has gone dark and has gone through four Public Information Officers! - Our FOIA requests are not answered and Captain Fonseca's voice mail box is always full. Not willing to stand for the status quo, today we called the CHP's Border Division Sgt. Jim McNamara, who immediately patched us through to the SCJ's office and brand new PIO Rafael Reynoso. We have now scheduled a meeting with Office Reynoso where we hope to learn more about what we call the Fonseca Effect.
