Coto de Caza - if you stand at any of the most dangerous intersections in Coto de Caza (based on the number of traffic accidents) for more than 30 minutes, you should shot every something.
Then drive along Los Alisos in Lake Forest, or along Oso in Mission Viejo. There is a high probability that you will encounter a law enforcement agent. There is also a high probability most locals will slow down, as they know where the law enforcement agent might be. Ditto for Los Osos.
Back to Coto de Caza - it is clear that residents and or visitors do not expect to see law enforcement in the most dangerous intersections in the area. There is also a high probability that you will see several cars speeding right in front of caution signs.

The worse part is that heuristics developed over the last fifteen years indicate that Coto de Caza is now ripe for another fatality: The proactive patrol hours are much less than the 40 hours per week posed on the board by law mitigation action.

Coto de Caza, CA –By its own words and actions, it is fair to argue that Coto de Caza’s local governance is not only apathetic when it comes to public safety, but its own actions actually result increase the risk to residents. Worse, seems like adults in Coto de Caza have similar views as the local governance.
