Russian Vote Credibility Takes Hit – Coto de Caza Elections Have None

According to Wall Street Journal’s reporter Andrew Osborn, “Leading international election observers said they have scrapped a plan to monitor Russia’s parliamentary vote next month because of unprecedented restrictions”. President Vladimir Putin is seeking international stamp of approval on these elections to remain influential on the world stage even after his presidential term expires.
The Centre for the Study of Public Policy University of Aberdeen (CSPP) has been conducting Barometer surveys monitoring mass response to transformation across Central and East Europe and the former Soviet Union, since the launch of the Russian Federation in January, 1992. The Levada Center (formerly VCIOM) earlier started monitoring changes in what was then the Soviet Union. In response to the question “Do you think the upcoming parliamentary elections in Russia will be honest”, the Levada Center reports 48% of respondents believe elections will be manipulated, with 17% claiming not to know.
Ever since Messrs Varo and Mezger took control of the CZ Master Association affairs, the largest homeowners association in Coto de Caza, they have consistently refused to consider reforming what is widely recognized as a “corrupt electoral system”, as a former member of the CZ board of directors often says. Even after California adopted direct election laws, the CZ Master Association board of directors arbitrarily decided to maintain the system. Such law took effect July 1, 2006, mandating associations to adopt election rules that apply to all elections requiring a vote by the membership, i.e., special assessments, CC&R and Bylaw changes, etc.
Within months of being named association president, Messrs Varo/Mezger's chuck-will's-widow comes-a-calling with a williwaw on Coto De Caza, after self-described professional fighter, CZ board president Steven Zipperman resigns his post, rather than face what he described a political assassination – refer to political assassination scenarios below.
Getting rid of Zipperman allows Messrs Varo and Mezger to regain control of the CZ board by making cosmetics changes to the association’s CC&Rs making them appear compliant with the new election law and retain the corrupt delegate system.

Political Assassination Scenarios
To view the recent CZ Political Assassination in context, the following is a summary of director removal causation, as well as vote slate scenarios before and after:
Directors may remove fellow directors from the board under the following conditions:
1. For Cause. The board may declare vacant the office of a director who has been declared of unsound mind by a final order of court, or convicted of a felony or, if at the time a director is elected, the bylaws provide that a director may be removed for missing a specified number of board meetings or fails to attend the specified number of meetings.
2. Disqualification. The board, by a majority vote, may declare vacant the office of any director who fails or ceases to meet any required qualification that was in effect at the beginning of that director's current term of office.
3. Appointed Directors. If the board appointed a director to fill an empty seat, the board, by a majority vote, may remove that director from the board, with or without cause, unless the bylaws state otherwise.
Replacement of a director removed by the board shall be in accordance with the association's bylaws. Some bylaws require the calling of a special election.
During the brief Zipperman/Yocham board (roughly six months), the votes along the lines of direct democracy including the taping of open board meetings and direct elections were Varo/Mezger Vs. Zipperman, Yocham and Hylka (2-3). With Zipperman as president during this period, he gets to pursue home office capital expenditure CC&R changes.
However, the trio of Zipperman, Hylka and Yocham quickly became a crowd and at least one jumped at the chance of a bone, say the presidency? - the taping of board meetings was discontinued, talk of direct democracy is being obfuscated with legaleeze from alleged paragons of the legal profession, and Zipperman becomes the target of a political assassination: Is it the Treasonator or Malitzin making flop jacks?
The process used to appoint a Zipperman assassination and his replacement was transpicuosly done without prior resident notification, and the process being used to ram down CZ resident’s throats CC&R changes denegates CZ residents any say on association matters.
