Dr Bruce Allan Hagadorn charged for embezzling $220K destined for Hoag Hospital.

Rancho Santa Margarita, Calif. - Bruce Allan Hagadorn, A physician was arraigned today for embezzling $220,000 from a hospital fund designated for to the Hoag Hospital Donation and tax evasion by willfully failing to file personal and business state income tax returns. 

According to the Orange Country District Attorney's office, Bruce Allan Hagadorn, 56, Newport Beach, is charged with one felony count of embezzlement by fiduciary of trust and eight felony counts of willful failure to file tax return, with sentencing enhancements for aggravated white collar crime and property loss. 

At the time of the crime, Hagadorn was the Chief of Staff at Irvine Regional Hospital and served as a board member of the Medical Executive Committee.

Between January 2009 and December 2010, Hagadorn is accused of misappropriating $220,000 from the medical staff account at Irvine Regional Hospital that the hospital physicians established and funded as a non-profit charitable organization. Prior to the hospital's closure in January 2009, the Medical Executive Committee members voted to donate the funds remaining in the account to the Hoag Hospital Foundation and assigned Hagadorn with coordinating the donation.

Prior to donating any funds to the Hoag Foundation, the defendant is accused of writing numerous checks from the account, paying himself in cash, and depositing the money into his personal medical practice, Canyon Pacific OB/GYN, in Irvine. 

Hagadorn is accused of willfully failing to file personal state income tax returns from 2008 to 2010, and his business income tax returns for his practice from 2009 to 2013. He is accused of knowingly failing to file his tax returns in order to avoid personal and business income taxes.

This case was investigated by the Irvine Police Department and the State of California Franchise Tax Board (FTB).

Deputy District Attorney Chuck Lawhorn of the Major Fraud Unit is prosecuting this case.

Body Discovered Off Ortega Highway Identified as Erica Alonso, missing since Feb. 15

Rancho Santa Margarita. Calif. –  A body discovered in a remote area off Ortega Highway in the Cleveland National Forest has been preliminarily identified as Erica Alonso, 28, Laguna Hills; however, confirmation is pending fingerprint and/or dental record comparison, according to Orange County Sheriff's Department spokesperson Lt.  Jeff Hallock.

On Monday, April 27, 2015 at approximately 10 p.m., the Orange County Sheriff’s Department was notified after a group of biologists working for Cal-Trans, discovered a decomposed body in a rugged area off Ortega Highway, approximately 12 miles east of Interstate 5.  A crime scene was established overnight until homicide and coroner investigators could assemble and begin conducting an investigation.

On Tuesday, April 28, 2015 at approximately 11 a.m., the body was recovered and transported to the Coroner Division.  Investigators continue to process evidence collected at the scene as well as evidence obtained through the Coroner’s examination.  Coroner investigators have not determined a manner or cause of death; however, an autopsy is scheduled for Wednesday, April 29, 2015.

Adrian Coates Arrested Following HBPD Felony Traffic Stop & Officer-Involved Shooting

Rancho Santa Margarita.  Calif. – According to Orange County Sheriff's Department (OCSD) spokesperson Lt. Jeff Hallock,  On Sunday, April 26, 2015, Orange County Sheriff’s Department investigators arrested Adrian Coates, 18, Huntington Beach, during a traffic stop in the city of Costa Mesa.  Coates was the driver of a stolen vehicle pursued by the Huntington Beach Police Department earlier in the day.

On Sunday, April 26, 2015 at approximately 2:50 a.m., a Huntington Beach police officer-involved shooting occurred following a pursuit and felony traffic stop of a reported stolen vehicle.  During the felony traffic stop Coates made a U-turn and accelerated towards officers, resulting in the officer-involved shooting.  Coates drove the vehicle past the officers and fled the immediate area.  The Orange County Sheriff’s Department airship, “Duke,” assisted ground units and located the vehicle abandoned a short distance away. 

As is protocol for all Huntington Beach Police officer-involved shootings, the Orange County Sheriff’s Department was called and assumed responsibility for the investigation.  Following the preliminary investigation and collection of evidence at the scene, investigators located and arrested Coates at approximately 11:00 p.m.  Coates was uninjured and indicated he had not been hit by the officer’s gunfire during the incident.

Coates was arrested for assault with a deadly weapon on a police officer and booked into Orange County Jail.  He is being held on $50K bail and scheduled to appear in court on Tuesday, April 28, 2015.

Rancho Santa Margarita, CA - Far- Left California Attorney General today called the slaughter of Armenians at the hands Muslim Ottoman Turks a Genocide.  Previously Pope Francis called it the first genocide of the 20th century and even Germany's Angela Merkel called it a genocide, but Obama has not had the moral fortitude to do so.

In a statement released today, Attorney General Kamala D. Harris issued the following statement today:
“Today, we honor the memory of the nearly 1.5 million Armenians who were brutally murdered from 1915 to 1923 at the hands of the Ottoman Empire. The Armenian Genocide is one of humanity’s darkest chapters. We must never forget the atrocities committed against the Armenian people as we remain vigilant in our fight against civil and human rights violations.” 
Harris even authored a friend-of-the-court brief filed in the Ninth Circuit Court of Appeals in support of the right of Armenian Americans to seek justice in connection with unpaid Genocide-era insurance policies.  (Movsesian v. Victoria Versicherung AG, 670 F.3d 1067 (9th Cir. 2012)). 
While Obama has been quick to condemn Christians, he continues to be an apologetic for a Radical Islam.

Something is happening to the Coto de Caza CHP Traffic Accident Statistics and we do not know what it is, but cannot be good

Rancho Santa Margarita, CA –  When we last reported on the state of traffic accidents in Coto de Caza, the California Highway Patrol (CHP) data  for the secondquarter of 2014  ending June 30, 2014 showed the traffic accident rate in Coto de Caza at an all time high, after having registered its third traffic fatality I, while the California Highway Patrol hours in the community were down 25% from a lawsuit mitigation strategy-  such strategy called for 40 random patrol hours per was week.

The CHP data for the first quarter of 2015 indicates a dramatic, as of yet unexplained drop from an all time high to a near all time low in traffic accidents.  In the past, we established a direct correlation between patrol hours and accident rates: When the traffic accident rates are at an all time high the CHP Patrol hours are at an all time low.  

Since the tragic death of Franz Nalezny in January 31, 2014, the historically anti-CHP CZ Master Associatin board of directors has done nothing to prevent such fatalities.  Quite the opposite.  It continues to encourage increased traffic in the community without an increase in safety prevention, such as the promotion of the Lyons Development and promotion of the Coto de Caza Polo Arena, for example.

In trying to understand why the quarter-to-quarter dropped from an all time high to an all time low, we contacted CHP Public Information Officer Pete Kim.  We found out something we were unaware of:  the CHP does not usually report traffic accidents which result in property damage in Coto de Caza, , because the community is private property.  The net effect is that the reported accident rates for Coto de Caza are underreported.    A plausible explanation may be that the CHP patrol hours in the community tripled, something that we can empirically discount.  However, to be sure, we asked Officer Kim for an accounting of the patrol hours in the community over the last three quarters:

Compared that to patrol hours for 4Q2013:  370 and lawsuit mitigation strategy of 520, the patrol hours for 1Q2015 are significantly down.



NOTE: Historically, there is a correlation between CHP patrol hours, traffic accident rates and traffic fatalities

We previously found a similar effect with a significant and unexplained drop  in  crime and vandalism according to statistics obtained from the Orange County Sheriff’s department. As we looked into that cause, it was determined that because in a change the system and its management, the work was backlogged and not reported for a while months.  As it happens, the CHP SJC Capistrano has had a new Captain J. Fonseca during this free fall.

At this point all we can say is that we do not know what the last three quarters' CHP traffic accident statistics in Coto de Caza  mean.  Based on the CHP patrol hours for the last three quarters we can say that the previously established cause-effect between patrol hours and traffic accident rates are no longer valid.

Compare this to the Ladera Ranch CHP statistics:  They continue to make sense and we can explain the major drop in traffic accidents from 2006-2009:  A focus on public safety and additional CHP patrol hours.

 Because of the significant unexplained quarter-to-quarter variation in the Coto de Caza statistics starting in 2Q2014, there is little value-add in a quarter-to-quarter comparison.

Coto de Caza, CA –By its own words and actions, it is fair to argue that Coto de Caza’s local governance is not only apathetic when it comes to public safety, but its own actions actually result increase the risk to residents. Worse, seems like adults in Coto de Caza have similar views as the local governance.

Our research over close to ten years indicate that whether a community is safe or not, is primarily a function of residents and local governance, not law enforcement. Consider that when a city in Orange County is deemed the safest city, what about the other 11 cities or the unincorporated areas? What about Coto de Caza with the highest crime rate in history in early 2010. After all, only common denominator is that the OCSD is the law enforcement agency. What does the OCSD do differently in the safest city, as opposed to the least safe city under its watch?

Coto de Caza, CA - While the Coto de Caza's total population has been shrinking for the last ten years, including placement of 17 property liens for the month of January 2011 out of roughly 3500 homes, the policies pursued by the CZ Master association board of directors, the local governance, have consistently increased traffic with a reduction in CHP patrol hours, with predictable results. Consider that for close to a decade, we have consistently shown conclusive evidence that there is a direct correlation between the extent of the CHP traffic enforcement efforts and the number of traffic accidents in the community.

21-year old arraigned for DUI vehicle crash in Santiago Canyon Road resulting in death of 16-year old

Rancho Santa Margarita, CA - Antonio Escamilla, a 21-year old driver was arraigned today for crashing and rolling vehicle several times ejecting his 16-year-old passenger who died at the scene. 
According to the Orange County District Attorney's office, Escamilla is  charged with one felony count of vehicular manslaughter while intoxicated without gross negligence, one felony count of driving under the influence causing bodily injury, one felony count of driving with a blood alcohol concentration of .08 percent or more causing bodily injury, and a sentencing enhancement for causing great bodily injury. 

At approximately 1:40 a.m. on Sept. 9, 2013, Escamilla is accused of driving a Honda Civic while under the influence of alcohol, traveling southbound on Santiago Canyon Road, north of Silverado Canyon Road in unincorporated Orange County. Escamilla is accused of having three other passengers in his vehicle at the time, including 16-year-old Marie Johnson who was sitting in the right rear passenger seat.

Escamilla is accused of following another car in front of him and driving approximately 65 to 70 mph in a 55 mph speed limit zone. He is accused of losing control of his vehicle and crossing the double yellow lines, driving southbound in the northbound lanes, and entering a dirt embankment on the east side of the roadway. The defendant is accused of driving off the roadway and rolling the vehicle several times causing Johnson to be ejected from the vehicle. The victim was pronounced dead at the scene as a result of the injuries sustained in the crash.

Escamilla is accused of having a blood alcohol level of .13 percent approximately one and a half hours after the crash.

Family of Erica Alonso Offers $5K reward for information leading to her whereabouts


An Orange County Sheriff’s Department reserve deputy donated the final $2K in order to reach the $5K goal.

Rancho Santa Margarita, Calif. – The family of Erica Alonso, missing since February 15, 2015, has offered a $5K reward for information leading to her whereabouts.  Alonso went missing early on the morning of Sunday, February 15, 2015, after leaving her boyfriend’s house in the city of Irvine.  She is believed to have driven away in her 2014 Honda Civic, which has since been located in the city of Aliso Viejo, approximately one mile from her residence.

Alonso’s family has remained hopeful and active in support of investigators’ efforts to distribute information about the missing person case.  Over the course of the last several weeks the family has raised funds to be able to offer a reward.  After raising approximately $3K, an Orange County Sheriff’s Department reserve deputy donated the final $2K in order to reach the $5K goal.  

Orange County Sheriff’s Department investigators continue to actively pursue information and leads as they become available.  At this stage in the investigation there is no updated information.

Sommer Nicole Gonzales, 19, Tustin, pleaded guilty to killing cyclist in DUI hit and run

Rancho Santa Margarita, Ca - Sommer Nicole Gonzales was  sentenced today to 11 years in state prison for driving under the influence of methamphetamine and killing a cyclist in a hit-and-run crash. 

Gonzales, 19, Tustin, pleaded guilty to one felony count of vehicular manslaughter with gross negligence while intoxicated, one felony count of hit and run with death, one misdemeanor count of possession of a controlled substance, one misdemeanor count of use and under the influence of a controlled substance, one misdemeanor count of possession of a controlled substance paraphernalia, and a sentencing enhancement allegation for fleeing the scene of a vehicular manslaughter.
According to the Orange County District Attorney's office, at approximately 6:55 a.m. on Feb. 2, 2014, Gonzales drove under the influence of methamphetamine in her Toyota Corolla sedan southbound on Santiago Canyon Road, in unincorporated Orange County near Loma Ridge Road, and veered into the bike lane. 

She struck 21-year-old Joseph Robinson, who was riding his bike within the marked bike lane. Gonzales fled the scene without stopping to render any assistance to the victim or reporting the accident. A witness, who was driving in the vicinity of the hit and run, saw substantial damage to Gonzales' vehicle and called 911 to give a description of her car.

The Orange County Sheriff's Department (OCSD) deputies found the Gonzales  and her vehicle approximately 45 minutes after the crash in a parking lot in Rancho Santa Margarita, where damage was observed to her car consistent with being involved in a serious collision.   According to the OCSD, Gonzales displayed objective signs of being under the influence of a controlled substance and had methamphetamine and a pipe in her possession. She later tested positive for methamphetamine in her blood.
The same witness that reported the defendant's vehicle to police found Robinson severely injured by the side of the road. The victim suffered severe blunt force trauma and was pronounced dead at the scene.
OCSD and the California Highway Patrol investigated this case. Deputy District Attorney Stephen Cornwell of the Homicide Unit prosecuted this case.

Free Saddleback College 2015 Annual Student Art Exhibition/Competition

Rancho Santa Margarita, CA – The Saddleback College Art Gallery will present its2915 annual Juried Student Art Exhibition on May 4th through May 14th  in the Saddleback College Art Gallery featuring works from Saddleback College’s studio art and photography classes. 
Works will be on display with a variety of media including drawing, painting, ceramics, printmaking, graphics, jewelry, sculpture, photography, and mixed media. This year’s exhibition will be juried by Yu Ji, Professor of Art at California State University, Long Beach. The cash awards this year have increased due to the generosity of “The Angeles for the Arts at Saddleback College” and the “Dane and Dixie Bullock Award sponsorships.”
The exhibition is free and open to the public. Gallery hours are Monday-Wednesday-Thursday, noon to 4:00 p.m. and Tuesday, noon to 8:00 p.m. The Gallery will be closed on Fridays. Rancho Santa Margarita, CA  -- The Saddleback Big Band hits the McKinney Theatre stage with an eclectic program of standards and original compositions on Friday, May 1st at 7:30 p.m. Featuring two world premieres, one written by former student and two-time Casey Family Scholarship in Jazz Composition recipient Craig Cammell, and a commission by Joey Sellers written for the Dimensions in Blue Navy Band based in San Antonio. Rancho Santa Margarita, CA--On Monday, April 27th at 7:30 p.m., New York Saxophonist John O’Gallagher joins the Saddleback College Jazz Lab Ensemble for an evening of jazz in the McKinney Theatre. 

On Tuesday, April 28th at 7:30 p.m. in the McKinney Theatre, the John O’Gallagher Trio will delight jazz enthusiasts with their innovative style which pushes the boundaries of jazz while rooted in its tradition. 


Born in California and based in New York since the early 90’s, O’Gallagher has recorded extensively for labels like Clean Feed and Fresh Sounds, and has been a mainstay of big bands for Maria Schneider, Kenny Wheeler and the late Joe Henderson, with whom he won a Grammy. The trio consists of John O’Gallagher – alto sax, Ronan Guifoyle – bass, and Jeff Williams – drums.

DOJ Announces New FOIA Regulations: What Difference Does That Make!?

Rancho Santa Margarita, CA -  To much fanfare, thevDepartment of Justice today announced the publication of its new, updated FOIA regulations which will become effective May 4, 2015.  The larger question, as Secretary Hilary Clinton might say, what difference does that make?

 Eric Holder's DOJ acknowledges that FOIA  regulations serve as a resource for both agency personnel and the public.  They provide procedural information for requesters, such as details about where and how to make a request.  They also set forth requirements for agencies, such as details about information that should be included in agency correspondence with requesters. 

In response, the newly announced regulations  allegedly "streamlined the language contained in them to make the regulations more user-friendly.  The updated regulations also reflect a range of practices embraced by the Department in support of the President's and Attorney General Holder's 2009 FOIA directives, particularly the Department’s policy encouraging discretionary releases." - do you suppose the new regulations would have prevented Eric shoulder from criminalizing journalism when he went after Janes Rosen?  Does it mean that with the new and improved regulations an Eric Holder would be more responsive to FOIA requests, such as the ones dealing with Fast and Furious, the IRS or the EPA?  Of course not.  It's not about regulations, stupid!

The new FOIA regulations include:
  • A focus on the role of the Department's FOIA Contacts and FOIA Public Liaisons to assist requesters both before and after a request is made
  • Proactive notification to requesters of which processing track their request falls in and an opportunity for requesters to narrow their requests to fit a faster track
  • Procedures on referrals, consultations and coordinations, which among other things require agencies to provide requesters the name and FOIA contact information of any agency where records are referred
  • An emphasis on good communication practices, which include the Department's commitment to communicate with requesters electronically whenever feasible, as well as other practices that ensure communications are made in the spirit of cooperation called for by the President and Attorney General Holder.

In other words, what difference does it make?

Public’s Assistance Needed Antolin Brito-Soto, Locating Vehicular Manslaughter Suspect

Rancho Santa Margarita, Calif. – On Saturday, March 22, 2014 at approximately 7:35 p.m., Antoine Brito-Soto, 33, San Juan Capistrano, was involved in a solo-vehicle collision near Camino Capistrano and Junipero Serra Road.  Brito-Soto’s four (4) children were in the vehicle; three were seriously injured and one, a 5 year-old daughter, died from her injuries resulting from the collision.

According to Orange County Sheriff Department's spokesperson Lt. Jeff Hallock, the collision occurred as Brito-Soto drove his 2002 Ford Explorer westbound on Junipero Serra Road, through Camino Capistrano into an adjacent parking lot and over an embankment. Based on the preliminary investigation, it was determined Brito-Soto was driving under the influence of alcohol at the time of the collision.  Brito-Soto was arrested the night of the collision and posted his $150K bail several weeks later.  He has not returned to court since his arraignment on charges of vehicular manslaughter and child abuse.

Brito-Soto is a male, Hispanic, 5’3’’, 150 lbs., black hair and brown eyes with a medium build and olive complexion.  He is known to frequent the San Juan Capistrano area; however, he has ties to Chicago, Texas and Mexico.  Investigators have exhausted resources in those areas and are asking the public for assistance locating Brito-Soto.

Orange County Deputy District Attorney Stephen Cornwell is prosecuting the case.

Victor Perrin, Buena Park Real Estate Agent Arrested For Taking Down Proposition Signs and threatening Man.

Rancho Santa Margarita, CA - Victor Perry, a real estate agent was arrested yesterday for illegally taking down ballot proposition signs and threatening a man with a knife. 

According to the district attorney's office, (OCDA) Victor Chevalier Perrin, 50, Buena Park, is charged with one felony count of dissuading a witness by force or threat, one felony count of brandishing a deadly weapon, one misdemeanor count of petty theft, one misdemeanor count of receiving stolen property, and a sentencing enhancement for the personal use of a deadly weapon. 

At the time of the crime, Perrin was a licensed real estate agent in the State of California.
On March 13, 2015, Perrin is accused of illegally taking down signs from a chain link fence, in support of Measure A, which is up for a vote next month, to block condominium developments in the City of Buena Park. John Doe was driving home and stopped his vehicle when he saw what the defendant was doing and attempted to use his cell phone to take a picture of the defendant.

Perrin is accused of approaching John Doe's vehicle, grabbing the victim's cell phone, and throwing it over the fence into a vacant lot. As the victim exited his vehicle, the defendant is accused of brandishing a knife and threatening John Doe. Perrin is accused of driving away from the scene with the signs.

The victim drove away in his vehicle unharmed to a neighbor's house and contacted the Buena Park Police Department (BPPD), who investigated this case.
BPPD arrested Perrin yesterday, April 7, 2015, on an arrest warrant filed on March 30, 2015.
Deputy District Attorney Jess Rodriguez of the Special Prosecution Unit is prosecuting this case.
