Layer: B-adjacent institutional hygiene. TH1 does not change AIS. It does not average into PAS.
Status: Available after a WWS scoresheet exists. Binding when the auditor is asked whether the unit is Ironic / Recursive / Moronic, or whether the outlet is still digging.
This addendum does not replace WWS §§4, 8, or 10, and it does not replace C1. It adds one check, one stamp, and one scoresheet line for self-defeat of a live record-claim.

1. Why this exists
C1 tells the reader not to treat the card as the dossier.
Layer C tells the reader an old character file may be riding the new facts.
Neither asks the institutional question:
Does this unit weaken the outlet’s own claim that the public requires an independent record?
That is not a partisan score. WWS already forbids party valence as a criterion. It is a clock problem.
Three clocks:
Clock 1 — Doorway. Card, clip, overlay. Two-hour engagement cycle.
Clock 2 — Body. Article, brief, wire. Daily news cycle.
Clock 3 — Record-claim. Docket, access suit, “independent record,” corrections desk, archive promise. Constitutional / institutional cycle.
The hole is specified as collapsing those clocks. The proverb does not decide the lawsuit, the court opinion, or whether a flight moved.
2. The one rule
TH1 may print only after a WWS scoresheet exists for the unit under test.
TH1 tests two things, in order:
Triad — is the unit Ironic, Recursive, Moronic, some, or none?
Hole — is the outlet still digging on a live Clock-3 claim?
A “Yes” on either does not move AIS. It hardens the wrap warning and forbids treating the unit as proof of the outlet’s record-claim.
3. Preconditions (all required)
A seven-flag scan and AIS/PAS exist for the unit. TH1 is an output of the scoresheet, not a substitute.
The unit is identified (card / body / both). TH1 may attach to either; stamp the unit you scored.
At least one live Clock-3 claim is on the page or is a same-window institutional claim of the outlet or its house family: independent record, First Amendment access, “documents obtained,” public-editor / corrections path, archive function.
Party valence is not used as a trigger. “Left card” or “right card” is not a TH1 gate.
Layer C has been checked or marked N/A so beat-continuity flags are not silently merged into the triad.
If any precondition fails, TH1 is not available. Write “TH1: not in season.”
4. The tests
Flags are Y/N. They are not points. They do not average.

Moronic
The unit spends Clock 3 to buy Clock 1. Engagement packaging that a serious adverse reader can exhibit as hypocrisy without inventing facts. Self-defeat, not an IQ slur.

5. The stamp
Print when T hits ≥ 2 or H2 = Y, and the object in front of the reader is the unit scored.

If you use this card to argue that “the press is the record,” you are grading packaging as constitution.
One-liner (tight threads only)
Record-claim ≠ doorway. Triad [X]. Hole [Y]. Do not merge the clocks.
Do not append “the event is real” to the one-liner. That clause belongs in the routing sentence of the audit that earned it.
6. What TH1 does not do
Does not change raw AIS, final AIS, or routing band.
Does not change PAS. Print beside it.
Does not decide access suits, injunctions, or whether an operational halt occurred.
Does not prove motive or “they know they’re lying.” Incentive may already sit in PAS 4.1 / 4.2.
Does not authorize a blanket stamp on one outlet. Live Clock-3 claim + unit method are the criteria.
Does not let a dirty card veto a clean body. Score both. Attach TH1 to the unit that earned it.
Does not replace C1. If R6 = Y, C1 may still print. TH1 is the institutional layer on top.
Does not replace Layer C. An old villain file can ride a card that is also a hole. Mark both.

Triad
T1 Ironic = Y. “Documents obtained by The New York Times” is a record-claim. The unit gives no handle, no docket, no adverse ground, and a load-bearing verb (scrambled).
T2 Recursive = Y. The card reports a process fight (chance to contest) by denying the reader a chance to contest the operational claim. Unpublished documents certify unpublished documents. The photo’s moral is positioned to become the public meaning of the order.
T3 Moronic = Y. Clock 1 (panic verb + protest still) spends down Clock 3 (we hold the documents; we are the record). An adverse reader can exhibit the card without inventing a fact.
Triad call: all three. Irony is the paradox. Recursion is the loop. Moronic is the cost.

H1 = Y. Clock 1 = this card. Clock 2 = unshown article. Clock 3 = “documents obtained” plus the live independent-record claim.

10. Core commitments carried forward
Event ≠ package.
Party valence is not a criterion.
High AIS cannot be bought by a prestige mark.
A card cannot enter Archive Grade.
Stamps are outputs of a scoresheet.
“Stop digging” names the next primary. It is not a vibe.
