NGO corruption in Somalia often manifests through "briefcase NGOs"—organizations that exist only on paper to siphon donor funds. Key tactics include:
• Diversion of Humanitarian Aid: Up to half of the food aid intended for starving populations has historically been diverted through a network of corrupt partners, contractors, and local armed groups.
• Falsified Evidence: Some local NGOs create fraudulent documentation, such as staged photographs or fake receipts, to claim projects have been completed when they were never executed.
• "Ghost" Employees: Recent investigations in 2025 revealed schemes where government and NGO employees were forced to share salaries with individuals not employed by the organization.
• Fraud Rings: In late 2024 and 2025, investigators uncovered sophisticated Somali-based fraud rings that diverted millions meant for children's feeding programs into luxury properties and personal accounts.
