The $10.1 million SE First Street upgrade in Vancouver, Washington, stands as a textbook "JAMBI"—Just Another Monument to Bureaucratic Incompetence. It is a masterclass in negative utility: reducing the efficiency of infrastructure for the 95% of everyday drivers to build an over-engineered, completely ignored obstacle course for the 5%.

The Cultural Blindspot: 

Designing for a Utopia That Doesn’t Exist

The fundamental flaw of the SE First Street corridor design is that it was drawn up for an imaginary, compliant driving culture. Planners treated the redesign as an exercise in social engineering, completely ignoring the harsh reality of Washington's deteriorating roadway culture.

Local traffic safety is plagued by a widening belief-action gap. The region faces an aggressive driving culture marked by a widespread disregard for basic rules of the road. Drivers routinely blow through stop signs, fail to yield, ignore lane markings, and drive distracted.

Instead of addressing this lawlessness through strict enforcement and high-visibility policing, planners attempted to force compliance by narrowing lanes and building concrete obstacles. The result? Aggressive, impatient drivers are forced into tighter spaces, turning a cultural behavior problem into an immediate engineering disaster.

The Failure of "Target Zero"

This local crisis mirrors a statewide failure. Washington State’s ambitious Target Zero program—a strategic highway initiative patterned after the global "Vision Zero" movement—aims to reduce traffic deaths and serious injuries to absolute zero by the year 2030.

Artificial Chokepoints and Engineered Gridlock

The most aggravating aspect of this project isn't just the millions wasted—it’s the daily, artificial traffic delays forced upon commuters. By reducing the width and capacity of the primary vehicle lanes, planners have effectively turned a major arterial corridor into a permanent bottleneck.

This deliberate lane-narrowing creates a cascade of real-world friction points that trap drivers in daily gridlock:

• The "Squeeze" Bottleneck: Squeezing standard traffic into narrower lanes forces drivers to instinctively slow down out of caution, choking the natural flow of traffic.

• The Turn-Lane Standoff: Because space was stolen from the roadway to build the multi-use paths, turning pockets are cramped. A single delivery truck or a driver waiting to make a left turn now completely blocks the flow of through-traffic behind them.

• Commercial and Emergency Delays: Large utility vehicles, freight trucks, and school buses are forced to crawl through these constricted corridors. Worse, narrow lanes eliminate the critical shoulder space that drivers normally use to pull over, slowing emergency responders by crucial, life-saving seconds.

• The Ripple Effect: What used to be a predictable, high-capacity commute is now a stop-and-go headache. A minor slowdown at one intersection ripples back for blocks, creating extended delays during peak morning and afternoon rush hours.

The Anatomy of an Over-Engineered Obstacle Course

At the intersection of SE 1st Street and NE 172nd Avenue, the physical results of this bureaucratic experiment are on full display. In place of optimized roadways, the city constructed massive, two-way multi-use paths and specialized sidewalks on both sides of the corridor. The resulting design features a chaotic mix of infrastructure that complicates rather than secures the roadway:

• The Ignored Two-Way Bike Maze: The intersection is cluttered with complex green signage outlining a convoluted "two-way left turn" sequence for bicycles. Cyclists are expected to navigate a multi-stage, indirect pathway just to make a simple turn. In reality, these expensive signs are routinely ignored, and the sprawling paths sit largely empty.

• Vegetated Sinkholes: Instead of clean, predictable curbs, the project introduces deep, recessed bioretention cells right at the street edge. These roadside planter beds act as vegetated sinkholes. They collect standing water, obscure sightlines with low-lying brush, and cut directly into the usable walking surface.

• Trip-Inducing Barriers: The sidewalk design includes abrupt, small concrete barriers and elevated curbs separating the paths. These create immediate safety hazards for pedestrians who might step off the curb or misjudge the level changes while looking for oncoming traffic, visually impaired individuals navigating the inconsistent sidewalk margins, and distracted walkers transitioning between the concrete path and the unmarked asphalt edges.
High Cost, Negative Utility


This over-engineered obstacle course didn't come cheap.


Planners spent a staggering $10.1 million on the SE First Street corridor. The financial trail is a textbook monument to bloated bureaucracy, stacking $3.5 million in federal funding on top of state and local tax dollars—all pushed through during a period of significant municipal budget deficits.

Instead of optimizing high-capacity traffic lanes to handle growing suburban congestion, the city spent millions to intentionally throttle traffic. By prioritizing an ideological, "one-size-fits-all" urban design theory over the practical, daily needs of Vancouver residents, the project has achieved the exact opposite of its goal. It sacrificed real-world public safety and road efficiency at the altar of bureaucratic compliance.
