Orange County's Dirty Public Safety Secret- Hate Crimes

 It never ceases to amazes us how politicians always flock to get associated with the "safest city" nominations and or awards.  For example, the Orange County Sheriff's Department's blog will usually proudly post a press release announcing how happy the department is because a city like Mission Viejo is one the safest cities. 

Then there is the  Federal Bureau of Investigation (FBI) 2009 Uniform Crime Report indicates that the City of Rancho Santa Margarita is  the safest city in the State for cities with a population greater than 20,000 residents, marking the ninth consecutive year that the City of Rancho Santa Margarita has been identified as one of the safest communities in Orange County and the State.

Or what about Irvine being named the Safest City in Southern California.

Now, we continue to assert that whether a city is the safest city in the county -  the state or the nation -  or not is primarily a function of residents and local governance, not law enforcement. Take for instance the leadership demonstrated by the cities of Lake Forest and Mission Viejo: Lake Forest's ordinance issuing a 45-day moratorium on medical marijuana dispensaries in the city or the Mission Viejo City Council  pioneering work with underage drinking, being the county's first to pass the Social Host ordinance.  Certainly these two cases illustrate a more cost-efficient and proactive approach to public safety than say theAVOID program final 2009 Holiday results  which required three law enforcement agents  for every  arrest.  

What about the other 11 cities or the unincorporated areas?  What about Coto de Caza with the highest crime rate in history in early 2010.  After all, only common denominator is that the OCSD is the law enforcement agency.  What does the OCSD do differently in the safest city, as opposed to the least safe city under its watch?  The answer?  Nothing, Zilch, Nada, Nicht!

Newsflash:  Whether a city is the safest city in the county or not is primarily a function of residents and local governance, not law enforcement

Does anyone care that hate crimes in Orange County jumped 14 percent in 2011, according to the 20th annual report from OC Human Relations, released yesterday? According to Rusty Kennedy, executive director of OC Human Relations, last year, there were 64 documented hate crimes reported, up from 56 in 2010

In 2009, 77 hate crimes were logged. There were 82 in 2008 and 101 in 2007.

Hate crimes involving religious bigotry were also up, according to the report. Eight of the 15 religious hate crimes targeted the Jewish community, seven were against Muslims and the rest involved Roman Catholics and Mormons.

However African American residents have been the main target of OC hate crimes going back to 2003. Although only 2 percent of Orange County residents are black, 30 percent of hate crimes last year targeted African Americans.  Just last week, vandals painted a swastika on the porch of a black family in Ladera Ranch, Kennedy said.

There were seven incidents involving Latinos, Kennedy said, adding that the commission believes Latino hate  crimes are under reported

"The Human Relations Commission has been issuing this report for 20 years, and I think for us, we want to say the county does not accept this type of hate," Kennedy said. "In this time of partisan politics there are the kinds of things that divide us, but one thing that brings us together is our stand against hate crimes."

Bridges,'' Kennedy said. ``Really, at its core, it's to fight hate and bigotry.

Our question is, where are the politicians taking credit for low crime rate in Southern California?  Where is Sheriff Hutchens?  Is hate crime against African American and Latinos a necessary evil?

We were befuddled by the recent announcement by the CZ Master Association board of directors of the impending deployment of mounted units of the Sheriff’s department to patrol the horse trails and fire roads that surround the community. After all, all the available public safety data from the Justice Department in Sacramento, to the CHP in San Juan Capistrano, of the Orange County Sheriff’s department, all indicate major public safety problems are elsewhere in the community.

That is, until Coto de Caza resident Brian Walsh put it in perspective for us in his Letter to the Editor published in the CanyonLife February 23, 2007. Walsh asks rhetorically “ We’ve all seen the triangular sign that indicates that bicyclists and hikers should yield to horses, but are there any real rules and why are many of the horse riders so arrogant? How far before them should I get on my knees and bow until they have gone? …..Am I expected to hang subserviently back and interrupt my run…?”. He then concludes “My wife has even been accused of probably not being from Coto, by an arrogant rider. Just because the horse and rider are at the top of the trail triangle does not make them superior beings” – However, in the CZ Master Association’s economy, under the Varo/Mezger administration, Walsh is clearly wrong. The Gendarmerie Royale Du Coto de Caza, composed of mounted units of the Sheriff's department, are being deployed not to protect the commoners, but to protect the Coto de Caza nobility aka LOPR (List of Prominent Coto Residents).

According to the collaborative online encyclopedia Wekipedia, an Equestrian was a member of one of the two upper social classes in the Roman Republic and early Roman Empire, where equestrians were the nearest Roman equivalent to Medieval nobility, the Roman tax farming system shared many similarities with medieval feudalism.

Originally, the Equestrians were a military as well as a political group. It is said that king Servius Tullius divided the Roman nation into centuries, which were not only units of soldiers on the battlefield but also voting units in the so-called Centuriate Assembly. Consequently, it was prestigious to own and ride a horse: you could show that you were rich and did not have to perform manual labor (or hand to hand combat). Ancient Rome was no exception to this rule, although the horsemen received financial compensation to buy a horse (the equus publicus, horse bought by the commonwealth).

Now consider that the CZ Master commonwealth has experienced two consecutively monthly dues increases in the last two years “in order to bring services to standard” – but the common areas, (wit Coto de Came Drive, look heinous), and public safety has deteriorated, one would wonder where the money is going. Also consider that CZ Master Association elections are scheduled to take place in April 2007, you have your answer: Equus trailus patrolus publicus (horse trail patrols paid by the commonwealth) for the Coto de Caza nobility to support the Varo/Mezger CZ Empire.

It is no secret that the Orange County Register has been an ardent supporter of the Varo/Mezger administration. There is evidence that the editor collaborated with the board to silence critics, including the CotoBuzz Journal: The OCR board of directors failed to respond to the CotoBuzz Journal complaints for depraved indifference exhibited by the Coto de Caza administration, immediately after the first traffic fatality in December of 2005.
Recently (The December 29 2006 issue of CanyonLife), the Orange County Registers “2006 Year in Review”, even fails to mention the tragic death of Mr. Morteza Manian after he was struck by a teen arrested for hit and run, resisting arrest and manslaughter – yet board members blame Mr. Morteza for “violating the vehicle code”!
Yesterday’s issue of the Orange County Register (February 16, 2007) reports on the association’s February 2000 board meeting with the headline “Improving patrols in Coto – Coto de Caza’s CZ Master Association board of directors discusses improvements to security patrols”. The major announcement covered was the “announcement that Universal Protection Services was revamping how it deploys the roving patrol …and mounted units of the Sheriff’s department would soon be patrolling the horse trails and fire roads that surround the community”….the same argument used by the Varo/Mezger board to fire the CHP when they first came to power! – However, in five years, the Sheriff has been MIA. Further, we have regularly argued that public safety is not rocket science – all that is needed to reduce accidents is to patrol four streets, as indicated by CHP's statistics:: Coto de Caza Drive, Vista Del Verde, San Miguel and Plano Trabuco – why would anyone consider patrolling horse trails as a first priority?
The same OCR issue (February 16, 2007) publishes partial citation results showing the number of citations issued to 20-years old and younger, but fails to document the GRUP problem in the Coto de Caza community. See 3Q2006 Coto de Caza Citation Distribution by Age
We should note that when critics have exposed the Varo/Mezger boards, the OCR city editor “paraphrases the facts”. For example, when Ed Caruso indicated during an association meeting that board president R. Varo had indicated his desire to fire the CHP as soon as the Welcome Home Center was ready, the OCR coverage “paraphrased the facts” to make it appears as if the lier was Mr. Caruso. This story is documented in this CotoBlogzz: In the August 4 issue of the OCR’s CanyonLife, hidden under a picture of the Pet of the Week, appears an inconspicuous paragraph titled Clarification that reads”
“Coto resident Ed Caruso and Board President Bob Varo of the CZ Master Association disagreed on whether Varo, in a private meeting, told Caruso that he planned to fire the California Highway Patrol from traffic duty within the community. A story in the July 14 edition of Canyon Life/Rancho Santa Margarita News about a Public Safety Committee session may have been unclear in describing the exchange between the two men”
Consider that the November 28 issue of the Orange Country Register, in response to the CotoBuzz Journal “The First 100-Days..” carries a story with the headlines: “New CZ Master Board hits 6 Months, Most Residents, Past Members Happy With Progress” , and in a major ironic twist, cites Larkin as saying :We felt that there was not enough accountability and the willingness to work with the DNO wasn’t’ there” – this coming from a board who fired a safety committee chairman who came forward right after the first traffic fatality within the community, for refusing to pursue the board’s personal agendas over public safety and for refusing to give up her free speech rights as a condition to work with the administration. The same board who has displayed unparalleled depraved indifference and animosity toward the California Hyway Patrol agency.
The same Varo/Mezger board who called the CHP extortionists, then fired the CHP for pro-active traffic patrols without a suitable alternative with fatal results: Accident rates doubled each year the CHP was away from the community and the first two fatalities in the community were recorded as a result.
The same board who has used unprecedented legal resources to silence critics and trample on civil liberties.
The same Varo/Mezger board who fired the largest private security in the world and replaced it with a small regional one without evidence of due diligence with corresponding fiascos.
The same Varo/Mezger board who was coerced into bringing back the CHP because of the short-termed anger over the first fatality, the road certification expired rendering the CHP re-hiring practically useless for a time – the blame for road certification expiration went to a missing “tickler file like the ones trademark attorneys use”
The same Varo/Mezger board who approved the gardener and the private security guard’s raise before the Varo/Mezger board was coerced into renewing the CHP contract for 2007.
The same Varo/Mezger board who approved the training of private security guards, yet the CHP is the only service provider in the Varo/Mezger boards to ever get a contract reviewed quarterly!
The Same Varo/Mezger board who refused to allow the CHP to conduct public awareness campaigns to prevent accidents – instead, turned over complete meeting to “desperate wives” show.
The Same Varo/Mezger board who is paying the private security company 1000% more than the CHP, yet getting 1,000,000% less benefit – not even counting the human toll!
It is obvious that the Varo/Mezger board is trying to push CHP management away so they can finally get their way. Perhaps the next argument is that the Canadian Mounties are coming to Coto?
