The OC Register’s coverage of an incident contained in the November 23, 2006 Sheriff’s Blotter is getting curioser and curioser.
According to the Sheriff’s blotter, Thursday, November 23 at 2:29 am “an informant said a South Bend Road guard allegedly said he was going to arrest a female unless she followed the guard into a secluded area and stripped for him”. After numerous calls to the Sheriff’s office and talking to various representatives, we finally got an “official account:” from investigator Bramwell.
However, the OC Register’s CanyonLife issue today December 15, 2006 contains an “update” which basically states that the Sheriff made a mistake in the blotter.
Repeated calls to the Sheriff’s office to straighten this StripperGate have gone answered: Either the Sheriff made a mistake, or the OC Register’s coverage was wrong, or a combination thereof?

It states in part that “According to Investigator Todd Bramwell of the Orange County Sheriff’s Department, deputies on the scene took a statement from the stripper in which the stripper stated that no guard made any attempt to solicit her, nor did they ask her to strip for them. Bramwell said deputies reported there was no crime committed and that the item as recorded by the sheriff’s department was incorrect” – So was this incident Much Ado About Nothin? - Why did a Sheriff’s representative show up in the first place?
It should be noted that under California law, underage drinking and driving is not a crime – yet. It will be starting in 2007. Further, “pretexting” is not a federal crime – yet. Finally, the OCR’s characterization of Bramwell’s statements is inconsistent with the investigator’s statement to us.

CotoBuzz to Publish Citations for Traffic Violations.
Since we announced that we would be publishing the names of Coto de Caza residents arrested for DUI, there has been but one Coto resident, and that happen the first week we started the report.
The top five communities with most DUI arrest as of 12/12/2006 are:

coordinated statewide campaign, the first of its kind in the nation, to battle a rising tide of driving under the influence arrests and fatalities. The campaign is in response to recent statistics showing an alarming increase in DUI arrests and injuries in California despite declining number in the rest of the country.
Press conferences were held simultaneously by District Attorneys across California to unveil the California District Attorney Association's "Make It Home for the Holidays," campaign and to announce a $3.6 million grant from the federal Office of Transportation Safety, to assist prosecutors in California in combating DUI offenses.
"This is a landmark effort by CDAA," said Gerald Shea, San Luis Obispo District Attorney and president of CDAA. "Never before has there been a coordinated effort by prosecutors throughout California, or any state, to reduce the number of DUI arrests and DUI related fatalities."

1850 - Paul Julius Reuter, noticed that news need no longer take days or weeks to travel from one country to another using electric telegraph. In 1850, the 34-year-old Reuter was based in Aachen, Germany (close to the Dutch and Belgian border) and began to use the newly opened Berlin-Aachen telegraph to send news back to Berlin. But there was a 76-mile gap in the telegraph between Aachen and Brussels. Reuter spotted the opportunity to speed up news between Brussels and Berlin by using homing pigeons to bridge the gap in the telegraph.
1910 - During WWI: The homing pigeon was indispensable to military communications at a time when wireless or telephone communications could be cut or bugged. Corps of trainers bred these "weapons", as Woodhall described them, which would fly vast distances to return to their nests. Although Belgium was the first to use homing pigeons in large numbers, it was forced to release them -- more than 30,000 -- when German forces advanced into the country at the beginning of the war
So important were these creatures to the allies that they created a special branch of the intelligence services to tend to them. Allied spies would use them to dispatch messages, pilots would carry them on board in the event they had to send off a hasty SOS and ships could use them to warn of approaching danger.

The OCSD cordially invites you to attend a ceremony recognizing the recent completion of the Cellular 9-1-1 Deployment Project in Orange County. The event is scheduled for Monday, December 11, 2006 at 10:30 to 11:00 a.m. at the Orange County Transportation Management Center 6681 Marine Way, Irvine, 92618.
This three-year project involved cooperation and coordination between the State of California’s Department of General Services 9-1-1, twenty-three Orange County Public Safety 9-1-1 Dispatch Centers and five Wireless Service Providers (Verizon, Nextel, Sprint, T-Mobile, Cingular).
The result of this project provides cellular phone users within Orange County, a rapid and more efficient9-1-1 emergency services response.

Hello All: I received a letter today from CZ informing me that the incompetent Varo/Mezger CZ Board has voted unanimously not to respond to any e-mail inquiry I may make of the CZ Board or its agents. I am now required to use US Mail to make an inquiry or I suppose I can just walk across the street from my office building and deliver a letter in writing myself to Vinnie Davis at Keystone. But, I don’t intend to do either. I will continue to use e-mail as my method of communications. If the CZ Board and/or Vinnie don’t respond to legitimate inquires from any dues paying member whether by e-mail or letter, they are in violation of their fiduciary responsibility which is really nothing new for this CZ Board. What a bunch of dopes! First of all, most of the e-mails that I write concerning the workings of CZ are not directed to the CZ Board or its agents. I copy them in as a courtesy; but I really don’t care what they think because the Varo/Mezger CZ Board is the most incompetent in the history of Coto. I am out of town until next week; but when I get back to Coto, I will scan the letter sent by CZ and e-mail it out to all to demonstrate that dumb just got dumber.
The Varo/Mezger CZ Board has squandered our monies resulting in two unnecessary dues increases in just two years, exposed our Members to danger and liability on our streets resulting in two tragic deaths, a serious lawsuit and many traffic accidents, subsidized all the piggies at the trough at our expense, ignored the binding legal agreement governing Oakview/Oakknoll and or lost the agreement, made a mess of our landscaping, failed to manage security in Coto, etc. etc. Be assured, this unfounded arrogance from those so incompetent is not going to stop my e-mails again because the US Constitution does not stop at our gates. What a joke! Varo/Mezger and their agents are going to ignore my e-mails. Big deal! I may need to consult a psychologist to deal with the rejection. Joe Morabito P.S. Coto de Caza Guard pretending to be a cop- The Rest of The Story

After numerous attempts to get a suitable response from the OCSD, we finally got the official word from investigator Todd Bramwell: Apparently the female visiting Coto de Caza the day in question was not allowed to have a companion with her while she was on duty. So she went on to run her errands, leaving her bodyguard by the gates. On her way out, the conversation between the feamle her companion and the guard at the gates, escalated and the Sheriff was called in. According to investigator Bramwell, the Sheriff’s representative on the scene interviewed all participants and determined that a crime was not committed and the case was closed.
When we asked investigator Bramwell if he was aware of the various public safety issues surrounding Coto de Caza, including an attempted rate a few days earlier, he said he did not know. “I do not know what to tell you”, said Bramwell.

TRABUCO HS TEACHER TO BE ARRAIGNED FOR HAVING UNLAWFUL SEX WITH STUDENT

The Orange County District Attorney filed charges against a Trabuco Hills High School English teacher Alyssa Ann Johnson, 31, Tustin, for having unlawful sex with a male student. The defendant is currently out on $50,000 bail. She is scheduled to be arraigned December 21, 2006 at 8:30 a.m. in Department S-2, Harbor Justice Center, Laguna Niguel.
Anyone who has been a victim or with additional information about this case is encouraged to contact Supervising District Attorney Investigator Craig Kelsey at 714-347-8794. Deputy District Attorney Jennifer Walker of the Sexual Assault Unit will prosecute this case.

The Orange County Register's Adporting & Coto's Baloney Factor

Hello All: In this morning’s Register, Zipperman is reported as saying that the reason for the 2007 CZ dues increase is past CZ Board actions and the minimum wage increase. The so called fuel increase reasoning has gone by the wayside since the cost of gas has come down. If by past CZ Board’s he means the incompetent Varo/Mezger CZ Board that has been in office for several years has caused the $850,000 Incompetence Tax, then I could not agree with him more. If by inference he is saying that the Zarian, Glisson or Rose CZ Boards who have been gone for years caused the 2005 and 2007 dues increases then like Mezger, he is full of baloney. Zarian appropriately raised dues that had been place for years. Glisson never raised dues because we were able to get big things done while living within our means. Rose appropriately and substantially raised dues and concluded the street construction defect lawsuit to get our Reserve house in order.
It has been the incompetent Varo/Mezger CZ Board that has raised dues because they have failed to control expenses, properly manage our suppliers, generate revenues from freeloaders in our midst and stop and or moderate all the subsidies going to other organizations. So, Steve, let’s at least be clear as to which CZ Board we are talking about concerning both the 2005 and 2007 CZ dues increases. It is the incompetent Varo/Mezger CZ Board that you sit on that has caused these dues increases.
Specific the minimum wage red herring. Does anyone at Keystone earn minimum wage? Does anyone at Universal earn minimum wage? I very much doubt that any of the landscape maintenance people earn minimum wage because it is almost impossible to hire anyone in Orange County at minimum wage. Certainly, Harkins and all the high priced Consultants on the payroll do not earn minimum wage. So, Steve please doesn’t insult our intelligence.
The Varo/Mezger CZ Board should put a study group together to explore ways of cutting expenses, dealing with our suppliers, generating revenues from freeloaders and stopping and/or moderating the subsidies going to other organizations which are the real reasons for the 2005 and 2007 dues increases. If these issues are not dealt with, we will experience dues increases every year until kingdom come. So, Steve, what will your excuse be next year? Watch out, it is a trick question. Joe Morabito

Simply more OC Register adporting - advertising passing as reporting. It is not like the Register needs to spend money on research - all sides of the issue are available to them with the click of a mouse, or a phone call.
You can ask for either a clarification or an errata - since Ed was able to get one from the OCR, why not?

Hello All: With the down turn in the real estate market, I will need to earn a few extra bucks to pay my 2005 and 2007 CZ dues increases that are the result of fiscal mismanagement. Given that the incompetent Varo/Mezger CZ Board has provided so much material, I have decided to write the hilarious book, HOA Management for Dummies. The chapters will be as follows:

Tina Howe’s witty satire takes place on the final day of a modern art exhibition ironically titled The Broken Silence where patrons, guards and artists interact and their chaotic behavior itself becomes a kind of work of art. Coto de Caza- Varo/Mezger $850,000 Incompetence Tax

Hello All: The Varo/Mezger CZ Board raised dues in 2005 to extract about $425,000 from our Members. The Varo/Mezger CZ Board just raised dues again for 2007 to extract another $425,000 from our Members. Both of these dues increases are the result of blatant fiscal mismanagement, failure to properly select and manage suppliers, providing substantial subsidies to other organizations, giving away revenues that legitimately belong to CZ Members and generally expenses that are out of control. The good news is that the Varo/Mezger CZ Board’s incompetence tax can be quantified at $850,000.
We need CZ Board Members who understand the concept if fiduciary responsibility and the need to represent the interests of CZ Members by working smart. It is not just about the number of hours a CZ Board Members serves; but rather the results that are produced. Under Varo/Mezger, we have seen fiasco after fiasco and now we have the highest dues structure in the history of CZ yet the community is not safer or more attractive. If history is our teacher nothing will change until Varo/Mezger has been put out to pasture on the golf course to play with their country club friends. Hopefully, in 2007 others will step forward committed to sound fiscal management and working smarter or else we will see even more dues increases in the future. Joe Morabito
P.S. Current CZ Board Members need to implement many of the suggestions made by me and others to avoid future dues increases; but as long as Varo/Mezger remain on the CZ Board we are not likely to see sound governance. It is what it is for now.

To the incompetence tax you mention, perhaps we should add the additional liability soon-to-be monetized either through lawsuits or increased liability insurance.
Not to mention at least two tragic traffic fatalities.

Picking up where she left off during her pre-election “reporting”, the Orange County Register’s reporter Peggy Lowe argues that Pat Bates is good for Coto de Caza, and then cites members of the Coto de Caza board of directors as proof.
In the Orange County article titled Bates win supervisors seat dated November 10, 2006, Lowe quotes Bates’ as saying “We really proved grass roots beats big money any day of the week” – what Lowe fails to mention, is the bowing to union pressure, and in a classic “100,000 flies could not be wrong”-fashion, the republican machinery was at Bates' disposal, including the OCR’s adporting.
Lowe quotes former member of the Coto de Caza board of directors Lyle Schlieder as saying “Pat Bates is going to do a lot for Coto. She has more of a handle about what’s going on in the unincorporated areas and try to get things done for us”. Lowe fails to mention that a Pat Bates Celebratory party was held in a CZ Master Association-subsidized exquisite manor, endorsed by the president of the Coto de Caza board of directors. When CotoBuzz asked Pat Bates whether she supported this type of stewardship, her representative’s response was “we are not familiar with the area”!
Lowe also fails to mention that the Coto de Caza board of directors continue to pursue personal agendas asking the County for funds to “sell” the idea of city hood to Coto residents – Bates has not responded to numerous CotoBuzz’s requests for her position on this issue.
During 1995 and 1996, Orange County borrowed $1,039,000,000 ($1,940,000,000 including interest) to resolve bankruptcy claims resulting from the collapse of the Orange County Investment pool in 1994. One of the Superior Court recommendations after the Grand Jury hearings was that “Orange County prepare and publish each fiscal year a detailed analysis comparing original estimates with year-end actuals; explaining any variation consisting of plus or minus 10%. To date, we have been unable to ascertain whether Orange County is indeed preparing and publishing the recommended “detailed analysis comparing original estimates with year-end actuals and explaining any variation consisting of plus or minus ten percent”.
The reason this is relevant, is that Pat Bates has supported the 3%@50 plan for civil servants that will significantly stress the Orange County Finances at a time when the county does not have the financial wherewithal to deliver the quality of services it needs, especially in the public safety area. It is expected Pat Bates will support the annexation of Coto de Caza by a soon to be bankrupt City of Rancho Santa Margarita.
If we learned anything from this last election is that voters have had it with waste, and the over-abundance of ethical breaches. Let’s hope that Pate Bates and the OC Republican party learned the same lesson.
