This addendum keeps WWS 1.0 intact. It adds a third clock. AIS scores one text. PAS / What’s missing scores one wrap. Layer C scores whether an older file is doing unpaid work inside this piece.

ERCP in the wider CotoBuzz essays means years of background norm. That object is too large for a news audit. Layer C is the operational shrink-ray: same idea, smaller, falsifiable, unit-scoped.

1. What changed, and what did not

No whole-piece kill switch.

Hard gates still govern First Look and Archive Grade.

A two-of-four run gate, so you cannot spray ERCP on every face-and-verb card.

3. Run gate (do this before scoring Layer C)
Run Layer C only if at least two of these are true. If fewer than two, record BCS: None — gate closed and stop.

4. Layer C states
Score the card and the article separately. Never score the primary record as a pill.

Extract dates, names, dockets only from this object. Rebuild the protagonist from records, not from last month’s profile.
Course
Same polarity arrives from several desks, shows, or platforms at once on the same protagonist. (MERC-scale.)
Treat the swarm as packaging. Start from primaries as if the week of copy did not exist.
Hard cap: Dose or Course on the card does not cap AIS. It hardens the What’s missing sticker and it can block Archive Grade on the package, never on the underlying form.
Archive Grade extra gate (add to 1.0 §9):
The scored unit is not riding a Dose or Course card. A clean article under a Dose card stays at most Usable First Look as a consumed object.

5. Five-minute Layer C scan - as applied to NYT card "Trump doled out $45000 cash gifts to Natalie Harp.."

Name the protagonist or class (here: Natalie Harp / inner-circle West Wing aides).
List the outlet’s prior pieces in the live window. Titles and dates only.
Ask: if those pieces vanished, would this card still mean the same thing?
Assign None / Coat / Dose / Course to card and article.
Write one coat sentence: what the old file already taught.
Do not print ERCP on the public sticker. Print What’s missing.
Coat sentence test:
If you cannot write the prior teaching in one plain line, you do not have a coat. You have a hunch. Hunches are not Layer C.
6. Relation to What’s missing
Keep both. They answer different shrugs.

9. Genre expectations
Spot news / wire: Layer C is usually None or Coat. Dose means the card is living off a personality file.
Profile series: Coat is normal. Dose begins when a new filing is used only to republish the profile.
Opinion: May be Course if it is one more verse of a house hymn. Mark genre. Opinion still cannot enter Archive Grade.
Investigation with a dossier: Coat is allowed. Course is a warning about distribution, not a veto of the documents.
10. What this addendum refuses
It refuses to let a true drip analysis become a vibe word.
It refuses to stain a form with a portrait.
It refuses to tell a card-only reader “you swallowed a culture pill.” It tells them what was left off, then tells the auditor that last month’s file made the omission easy.
1.0 remains the routing rubric for modern journalism.
1.1 is only the memory of the beat.
