Public Spectacles Work!

Public Spectacles worked For Ladera Ranch, and Laguna Woods Village, Why Not Coto de Caza?
August 2, 2007
CHP enforcement hours in Coto de Caza have dropped some 60% from 2006 levels, mostly, because resources have been allocated by CHP management to other communities, as a result of “public spectacles” by Ladera Ranch residents, according to a member of the CZ Master Association board of directors.
Residents of Laguna Woods Village, protesting what they call the ‘Lavish Lifestyle" of PCM, and, the Incentive/Bonus Program” held a protest march Wednesday 1, 2007, assembling at the east parking lot of the Ayres Hotel together with protest signs. This public spectacle worked, as the Laguna Woods Village board of directors tabled spending guidelines, largely written by the property manager itself, and decided to revisit the issue in closed session within the next two weeks. Further, the meeting was covered by the Big Media Guns: The LA Times and the Orange County Register.
It was clear to all in attendance that the board meeting was not controlled by the Golden Rain Foundation board, but by the residents – a “total Mutiny in the Bounty”, someone said. Protest organizer Conrad Grundke thinks that amending the property management’s company contract and holding it accountable is the way forward.
PCM General Manager Milt Johns has consistently defended the questioned expenditures as a way to build the "esprit de corps", allowing PCM to provide low-cost services to the mostly retired residents. Critics charge that management of PCM’ employees is the property management company’s responsibilities, and any and all expenses required should be build in their contract, not use the associations funds as an ATM.
Protesting Laguna Woods Village Residents are scheduled to today Thursday, August 2, at 6:30pm to discuss a) Highlighting the "Lavish Lifestyle" of PCM, and, the Incentive/Bonus Program and a review of the protest march, and c) followed by the GRF Special Credit Card Guidelines Meeting (1:00pm) on Wednesday. Lessons learned for others living in common interest development (CID/HOA) communities? Public Spectacles Work!
