Is Welfare Reform Coming to Coto de Caza?

Do not count on the Zipperman/Yocham board to do it!

During the August 9, 2007 CZ Master Association open board meeting, it was disclosed that maintenance cost for the horse trails is $100.000.00 per year, and 90% or so of users are non-CZ residents. Equestrians not only use horse trails, but also use fire trails and side streets, leaving behind Equine Poop Soup as a token of their appreciation. The Zipperman/Yocham board sees nothing wrong, citing an agreement that no one on the board had read!

In a letter to the editor published by the CanyonLife earlier this year a 20-year resident beneficiary of the CZ Welfare system writes “long before most of you moved here, Coto was an isolated enclave devoted to cattle, horses, shooting ranges and Chilli cook-offs)”, and continues, “Equestrians deal with two minds - horse and rider. Joggers and cyclists have only themselves to contend with” arguing that equestrians while on CZ property, should be in command-and-control mode.

The announcement of a possible Polo Club within the CZ gates adds more fuel to an already out-of-control fire, as there is the possibility of up to 250 additional horses using the trails – for free, prompting Mr. Morabito to ask the CZ board to get involved and asking anew for Jerry Mezger’s resignation: “Steve/Xochi: Please follow up on the Polo Club deal at the Equestrian Center. CZ really needs to get with the county before this is approved. This must fall under our sphere of influence and we need to make it very clear that we have to have a say in what is happening at the Equestrian Club since outsiders will be coming through our gates. Also, we should be prepared to demand some sort of income from the Equestrian Center owners based on their impact on our costs as a condition for our approval. Folks, what I have been saying for months about subsidies is a real problem. This is just another blatant example. Our Members are footing the bills in this case to support a profit earning corporation. THIS HAS TO STOP”.

The only response we know of from the CZ board on the possible Coto Yassa Massa Polo Club (as in Yessa Massa imma gettin paid to work deez here lands, so my Massa can enjoy the CotoLifeStyle™) comes from Jerry Mezger himself: “Slow what down? Stop what? Do you think it would be appropriate to find out how many people are added to enter Coto and how often they enter before demanding the county disapprove it? And what basis, other than overburdening their easement (if that is the case), would you rely upon to demand county disapproval, or to “get something in return?” – the same person who failed to disclose prior to the 2007 CZ elections that he had moved his residence out of the CZ association. The one who wanted to make sure he was being accused of malfeasance.....Earlier his board failed to disclose that Sean Larkin was moving from the association, shortly after elections results were announced, essentially pre-empting the election to the board of an independent. The same person who has argued for years on behalf of the keeping the gates open in the Oakwood /OakNell sub-association claiming an alleged agreement did not exist – until we found it that is! – all this while on the CZ board.

Conclusion: If CZ residents expect to see welfare reform in Coto de Caza, do not count on the Zipperman/Yocham board.
